The CRTC's wireless decision earlier this year dubbed the “MVN-no” decision given its very limited opening to mobile virtual network operators in Canada sparked widespread frustration with the Commission. That decision included one less discussed element, however, namely the expectation that the major wireless carriers would introduce low-cost plans to ensure connectivity for low-income Canadians. Those plans were recently introduced, but John Lawford, the Executive Director and General Counsel of PIAC, the Public Interest Advocacy Centre, wasn't impressed. He wrote to the CRTC asking the Commission to take action over plans that aren't even offered under the main carrier brands. He joins the Law Bytes podcast to talk about that issue, the ongoing concerns with the wireless affordability in Canada, and the deepening frustration with the CRTC. In this special edition of the TechCentral podcast, Duncan McLeod chats to three top industry experts to unpack communications regulator Icasa’s invitations to apply for broadband spectrum and for the wholesale open-access network (Woan). McLeod is joined by Steve Song, Kerron Edmunson and Mortimer Hope to discuss the ITAs in detail, including what they means for South Africa’s telecommunications industry and consumers. Song, who has many hats, including as fellow in residence at the Mozilla Foundation, Hope, who runs a policy and regulatory consultancy and who is a former director for Africa at the GSMA, and Edmunson, an attorney who specialises in telecoms policy and regulation, start by giving their high-level views of the spectrum ITA. What’s good about it, what’s not so good about it, and what needs to be fixed? The conversation then delves into greater detail, looking at the spectrum lots that Icasa has created for the auction and whether these make sense. Is Icasa trying to engineer a particular outcome? And if it is, is that a good thing or a bad thing? The three panellists then unpack the reserve prices set by Icasa. Are they too high? Too low? Just right? Is an auction the best model to use to allocate spectrum in an emerging market like South Africa? What will be the impact on retail prices? Who can afford to bid? What will it mean for competition? The discussion then turns to the digital dividend bands – 700MHz and 800MHz – still occupied by analogue television broadcasters. Should Icasa be licensing these bands at this stage? Will bidders be prepared to pay top dollar for access to bands they can’t fully utilise until at least 2022? Should South Africa give up on digital terrestrial television and free up all sub-1GHz spectrum for mobile? The panellists also tackle the obligations attached to the spectrum licences – are they fair? Do they make sense? What about the requirements around mobile virtual network operators? Coach Danny Colvin is joining the Westside Aquatics staff as Lead Site Coach for our Santa Monica Site. Before Westside, Danny was the Director of Strength and Conditioning with the Mission Viejo Nadadores, His primary focus at Mission was coaching their 13-14 year olds but also branched out to other age groups. During his year and a half tenure at MVN, he helped to rehabilitate Cal Berkeley Freshman Katie McLaughlin (2015 Bronze Medalist 200 FLY at 2015 Pan Pacific Championships) after a neck fracture. Danny also developed the strength and conditioning programing which complemented the water training for Ous Mellouli (World Record/Gold Medalist) 12 Rio Olympic Trial Qualifiers and Ous Mellouli (2012 Gold medalist 1500 FR and former world record holder). Before Mission Viejo, Danny started his coaching career with Buenaventura Swim Club as the Bronze Group Coach and quickly moved up to Senior Sprint Coach and Head Strength and Conditioning Coach. Danny also spent nearly three years as the Strength and Conditioning coach for the men's and women's water polo and swim teams at Ventura College.
