Communications minister Solly Malatsi, a DA MP and the first non-ANC politician to hold the key technology portfolio in the democratic era, has been in the job for three months – sufficient time to get a broad handle on the big issues. In this first interview with the TechCentral Show, TechCentral editor Duncan McLeod asks Malatsi a range of questions about the sector, including his views on how he plans to address some of the more intractable problems in his inbox. The interview, which was recorded on Friday, 4 October – shortly before he announced he was issuing a policy direction to communications regulator Icasa that could see a big change to empowerment rules governing licensing in the sector – covers a wide range of topics, from Elon Musk's Starlink to the ongoing feud between the SABC and Sentech. Other topics covered in the interview include: • The minister's engagements with Starlink and the recent meeting in New York between Musk and President Cyril Ramaphosa; • His views on black economic empowerment and why his top priority is reducing the cost of data and ensuring more South Africans can connect affordably to the internet and online services; • His plan for private sector participation in the Post Office, and whether the company is really worth saving; • The war between the SABC and Sentech, and how it can be resolved; • Future funding models for the SABC and the future of TV licences in South Africa; • The problems at the State IT Agency, and what the focus should be of government's central IT procurement and services provider; • The planned merger of Sentech and Broadband Infraco and why he believes it needs to happen; • Government's 40.5% stake in Telkom and what should happen to it; • The road to digital migration and whether there is still a need for terrestrial television in 2024; • 2G and 3G switch-off in South Africa and whether this should be mandated by the government; and • The legislative programme for the department of communications & digital technologies. South Africa's telecommunications industry is facing a barrage of threats, from crime and vandalism to power cuts and overreach by politicians. This is the word from Nomvuyiso Batyi, CEO of telecommunications industry lobby group the Association for Comms & Technology (ACT) and an industry stalwart who served as a councillor at communications regulator Icasa for eight years and as special adviser to the minister of communications. She was speaking to TechCentral editor Duncan McLeod on the TechCentral Show (watch or listen to the interview below). ACT, which represents the six big telecoms operators in South Africa – MTN, Vodacom, Rain, Liquid Intelligent Technologies, Telkom and Cell C – was founded two years ago as an interface between the industry and policymakers and regulators. In the interview, Batyi unpacks a range of issues affecting ACT members. She discusses: • Her first engagement with newly appointed communications minister Solly Malatsi, and her views on him; • What her day-to-day work involves; • Why government shouldn't be setting deadlines for 2G and 3G switch-off in South Africa; • Import taxes on cellphones, and why luxury taxes on 4G devices should be scrapped; • How the load shedding problem has been replaced with the load reduction problem, and what the impact has been on operators; • The scourge of theft and vandalism, and why urgent action is needed to address the problem; and • South Africa's upcoming spectrum auction, and why telecoms operators should get access to spectrum below 694MHz that has traditionally been reserved for broadcasting. Eagle Eye Defence aims to roll out in-vehicle biometric security system next year

South African startup Eagle Eye Defence has developed an in-vehicle security system that uses fingerprint verification to start the power train. Cofounder Iviwe Mosana describes Eagle Eye Defence as a "tech-enabled asset security company, which looks at the provision of preventative, detective and corrective measures to ensure ultimate asset protection". "Our current device is a multi-faceted authenticator for assets (mainly vehicles), which provides a complete usage block until a valid biometric measure is presented, in addition to having the correct vehicle key." Mosana is from Mdantsane in the Eastern Cape. He is an accountant by profession, and holds a BCom Financial Accounting (CA Stream) degree, as well as a postgraduate diploma in accounting from UCT. He has more than seven years' experience in the retail and security industry. Eagle Eye's other cofounder, Naadir Vorajee, is from Ladysmith in KwaZulu-Natal. Vorajee is an engineer by profession, and has a BSc degree in mechatronics, as well as a master's degree with a focus on electrical components. Mosana says the spark for what would become Eagle Eye Defence arrived in 2016, as he witnessed his younger brother's heartbreak as he lost two of his friends, both minors, in an accident where they used their parents' vehicle without consent. "This made us aware of the weakened control environment within the asset environment," says Mosana. "When addressing control, Naadir and I came to the understanding that we should not only look at the ability to direct the use of an asset, but that it should also encompass the ability to hinder movement." The system "verifies that the correct, authorised individual is about to make use of the vehicle", says Mosana. "Without an approved biometric, the system does not allow for the use of the key. "We have conducted several tests, in controlled environments, on several vehicles, without limitation, so we can safely say that installation can happen in any vehicle as it stands. "Once available, the tech will be available for installation with our partner companies, which will be announced prior to our intended launch date in June," says Mosana. "We are currently working on the system's cosmetic features and further efficiency improvements, prior to our final approval application with the Independent Communications Authority of South Africa (Icasa)," he adds. "We have a provisional type approval with Icasa, which has allowed us to install our units in a controlled environment for testing, research and demonstration purposes." Eagle Eye's biometric system is an aftermarket installation, and the team aims to secure a spot on the approved list of vehicle manufacturers' aftermarket parts. "The cost is estimated to be anywhere between R400 to R580 a month on a subscription model," says Mosana. "This cost could potentially be absorbed by some key potential partners, such as insurance companies, given the reasonable assurance it provides." Mosana says while the system currently employs fingerprint verification, Eagle Eye is investigating the introduction of other biometric options. "The technology is also linked to a web-app to allow for access to additional functionality, such as remote disabling, the tracking of vehicles and driver allocations." Mosana says he and Vorajee believe their technology will set a new security standard within the insurance, rental and leasing, fleet management, public transportation and e-hailing sectors. "E-Squared has been working closely with us throughout the development of our device and we remain eternally grateful to them," he adds.

He joins Duncan McLeod in the TC|Daily studio to talk about his experiences at the public broadcaster and why, despite its “capture” under former President Jacob Zuma and the abuse it endured under its former chief operating officer Hlaudi Motsoeneng, he still believes there is a strong case to be made for public broadcasting in South Africa. The question, Markovitz says, is who will pay for public broadcasting in an environment where few South Africans are prepared to pay their television licence fees. What funding models are appropriate, and why? Should a household television levy be applied? Markovitz unpacks this thorny issue in this episode of TC|Daily. He also chats about: • His new role as head of the Gordon Institute of Business Science's new Media Leadership Think-Tank, and what he hopes it will achieve; • The mess the recently departed board of the SABC inherited from the Motsoeneng era and what it took to clean it up; • Whether the SABC can avoid a repeat of that disaster, and policy changes might be needed to protect the corporation from abuse by the executive arm of government; • Why the delay in appointing a new SABC board is highly problematic; • The case for public broadcasting in South Africa and appropriate funding models; • Planned changes to broadcasting legislation; • South Africa's digital migration disaster and what went wrong; and • The era of streaming and media fragmentation, and what this means for public broadcasting. Kay.   Rebecca is a Sex Educator with over ten years of experience. She's been a sexual advisor at Planned Parenthood, the Sexual Education Centre at the University of Toronto and the Brandon Centre in London, England. She has studied Surrogate Partner Therapy with UK based ICASA and is currently obtaining her certification in Somatic Sex Education and Sexological Bodywork through the Institute for the Study of Somatic Sex Education.   Rebecca's mission is to break down sexual stigma and build up people's relationships with their bodies, sexualities, and each other. She is guided by the belief that pleasure is an essential element of this work and that nurturing intimacy takes courage and practice. Rebecca helps clients connect with their bodies and sharpen their skills through mindfulness, sexological bodywork, psychology, and neuroscience. She's at www.rebeccaskay.com and I recommend checking out her work and offerings.   With Rebecca's warmth, curiosity, and judgement-free guidance she creates such a rare and supportive open space to talk about sexuality. And yet! Despite this safe space creating ability ... I was, uh, extremely nervous. Extremely. As you'll hear. So it was growth for me and I hope it can be growth for you, too. Sexuality is so stigmatized and maybe this type of conversation helps us move a little bit down the path.   My wife Leslie also teaches sexual ed to seventh and eighth grade students and she (kindly!) joins for this conversation. So, here we go! Are you ready? Let's bravely jump into this wonderful conversation with Rebecca S. Kay.   Let's flip the page into Chapter 109 now…   What You'll Learn: How should we teach young people about sex? Why is there still so much stigma around sex? What is planned parenthood? What is somatic sex education? What is erotic potential? What is the state of sex education today? Why is it so important to teach kids about body parts? How are we shaped by our first sexual experiences? How can we help kids explore their sexuality safely? What is the value of reading erotic writing? How can we use self compassion to love our bodies more? How do we reconcile the paradox of coupledom and erotic desire? How can we maintain eroticism in a long term committed relationship? What is the difference between love and desire? Why is eroticism in marriage fairly new as a concept? What's the state of marriage today? Why are monogamy and non monogamy not binary? What is a peak erotic experience? What is mindful masturbation? What is a surrogate partner? What is sexological bodywork? What is the future of sex coaching?   You can find show notes and more information by clicking here: https://www.3books.co/chapters/109   Leave us a voicemail. The Wireless Access Providers Association (Wapa) recently called for government to free up vast tracts of radio frequency spectrum in the 6GHz band, claiming that doing so could drive a wave of economic growth. Wapa executive Paul Colmer joins the TechCentral podcast (listen below) to unpack why the association has made this call, and why it believes opening up the 6GHz band to unlicensed telecommunications providers could generate huge benefits for the country. Specifically, the spectrum could be used for Wi-Fi 6E, an evolution of Wi-Fi 6 (technically, 802.11ax) that exploits the 6GHz band. Wapa, which represents many of South Africa's wireless Internet service providers, said its own calculations suggest that more than R560-billion in increased GDP could be derived from freeing up 1.2GHz of spectrum around 6GHz. Two parts The Wi-Fi 6E band is broken up into two main portions: a lower band from 5 925MHz to 6 425MHz and an upper band from 6 425MHz to 7 125MHz. The Dynamic Spectrum Alliance has urged governments to provide unlicensed access to 700MHz of the upper band. But why should the band be made available on an unlicensed basis for Wi-Fi, rather than being allocated to mobile operators as so-called IMT spectrum for mobile broadband instead? What about existing users in the band? And if the band is made available on an unlicensed basis, how should it be done? In the podcast, Colmer looks at what other countries are doing with the band, and why he thinks the time is right for communications regulator Icasa to consider how it plans to make the band available for communications services. Don't miss the discussion.

Having concluded a successful spectrum auction and collected more than R14.4-billion in proceeds, communications regulator Icasa has opened the pipeline for considerable economic growth in South Africa. TechCentral jumps straight into what this means with Riaan Graham, director for sub-Saharan Africa at Ruckus Networks, in this podcast interview. “Put the delays (otherwise known as the 'debacle') behind us, and let's look forward to building an exciting future. The digital economy is poised to take off, and having access to fast, distributed and cheaper data is certainly going to change our economy for the better,” says Graham. “Everybody is more efficient and more productive when they are connected," he adds. And this will become even more apparent when 5G is unlocked and truly available to both the formal and informal sectors. “It is now up to us to find ways to use the spectrum effectively and encourage economic growth. Icasa certainly still has its part to play and could learn something from the our neighbours in Kenya, where Konza Technology City, a smart city also known as Silicon Savannah, is going to be fuelled by a ‘can-do' attitude and abundant spectrum,” Graham adds. The Complaints and Compliance Committee of ICASA recently dismissed complaints laid against Pretoria FM by Primedia Broadcasting. Retired High Court Judge Thokozile Masipa and a panel of five committee members ruled against claims that Pretoria FM has been contravening its licence conditions and regulations. This is just the latest episode in a long history of litigation against the station explains Pretoria FM Executive Chairperson Willie Spies. Pretoria FM has faced a total of nine court cases over a period of close on two decades ventilated in the country's High Court, the Supreme Court of Appeal, and the Constitutional Court. The right of Pretoria FM - licensed to serve the interests of the Afrikaner community - to broadcast as a community radio station has been continually contested. In this interview with BizNews, Spies gives the background to Primedia's litigation and how Pretoria FM has slowly built itself up into a sustainable commercial entity within the broadcast space. Interestingly, Pretoria FM - perhaps considered as a bastion of Afrikanerdom - is currently involved in assisting an Nkandla-based isiZulu radio station ,Ngkungumathe in KwaZulu-Natal, to get off the ground.

U.S. law interprets consensual kink activities as harmful, criminal acts. This makes prosecuting sexual assault cases within the context of BDSM difficult. How can you prove non-consensual sex occurred if kink isn't considered sex in the eyes of the law, it's assault? The National Coalition for Sexual Freedom/NCSF worked along with the American Law Institute to establish a legal definition of consent in kink. They just unveiled the New Model Penal Code on Sexual Assault: Affirmative Defense of Explicit Prior Permission for use of force and restraint with sexual contact. On ep 185 of American Sex Podcast, the NCSF's Susan Wright & BebeBlueEyes explain how this gives legal power to sexual assault survivors, how it'll be adopted state-by-state, about the new consent model EPP/Explicit Prior Permission & why implementing it as community standard is integral to changing case law, what you can do to help, how the NCSF can assist you with criminal sexual assault cases involving consensual kink, and more. If you're kinky this is a MUST LISTEN--you need to know how the legal definition of consent is changing.      Guest Bio – Susan Wright, M.A Susan Wright, M.A., (she/her) founded the National Coalition for Sexual Freedom in 1997, and currently serves as Executive Director. In addition, she serves on the advocacy and community advisory committees for AASECT, the APA's Division 44: Task Force on Consensual Non-monogamy, Kink Clinician Guidelines, and the Diverse Sexualities Research Education Institute. She chaired the successful DSM-5 Revision Project which helped result in the consensual paraphilias being separated from the APA's Paraphilic Disorders in 2013. She currently chairs the Consent Counts Committee that worked with the American Law Institute on the new Model Penal Code on Sexual Assault to create Section 213:10: Affirmative Defense of Explicit Prior Permission for use of force and restraint with sexual contact.
