Dr. Cowan was the Chief Statistician for the Resolution Trust Corporation (RTC) and the Federal Deposit Insurance Corporation (FDIC), where he designed research necessary to measure the loss from the Savings & Loan Crisis of the late 1980s and capitalization requirements for the RTC transfer to the FDIC. Dr. Cowan served as the Chief Statistician for the U.S. Department of Education, where he designed large-scale surveys in education to measure resource needs and availability, and he worked for the Census Bureau, developing research programs for the U.S. and internationally.
