Over the next three episodes, I am going to take a deep dive into the FMCSA's safety program. For most people, compliance with all the FMCSA's rules and regulations is a daunting task that many are too intimidated to handle. I think there would be a lot of really good people who would make the jump to being an independent owner operator if this one thing did not seem so overwhelming. I hope these next few episodes can show people that it's not too hard, and they can do it if they are willing to learn and pay a little bit of attention to detail. What To Expect From Episode 41 CSA (Compliance, Safety, Accountability) is the program the FMCSA uses to monitor the safety of trucking companies. During this episode I am going to explain how it works, the most important details and things to avoid that will get you in trouble. The CSA Program is designed to do four things: Identify motor carriers that pose a safety hazard. Intervene with identified motor carriers so they can correct safety problems. Assign motor carriers safety ratings. Prohibit motor carriers that receive an “Unsatisfactory” safety rating from operating CMVs. Low Bridge Semi Truck Inspection Week - During the week of Aug. 27-31, each state’s commercial motor vehicle law enforcement department may select one day of that week to capture data on rear impact guards, also referred to as underride guards, on trailers and semi-trailers in the United States. As the leading organization devoted to improving commercial motor vehicle (CMV) safety and inspection and enforcement uniformity throughout North America, the Commercial Vehicle Safety Alliance (CVSA) is often asked to weigh in on policies related to safety and enforcement, and to provide guidance to enforcement, industry and policy makers. As a data-driven organization, any decisions to support or oppose an issue must be supported by data analysis and strategic planning. Consequently, the Alliance is collecting information on rear impact guards to be well informed and properly equipped to assess and address rear impact safety requirements on CMVs. The event will also highlight this critical issue for motor carriers and drivers. Trucker stuck under a bridge Last year, the Stop Underrides Act of 2017 was introduced by Senator Kirsten Gillibrand (D-NY) and Senator Marco Rubio (R-FL) to reduce the number of preventable deaths and injuries caused by underride crashes and to improve motor carrier and passenger motor vehicle safety. CVSA received a letter from Senators Gillibrand and Rubio on Feb. 8, 2018, asking the Alliance to consider updating its current North American Standard Out-of-Service Criteria to add rear underride guards. The data collected during the Rear Impact Guard Check safety initiative will be reported to the CVSA Vehicle Committee at the CVSA Annual Conference and Exhibition in Kansas City, Missouri, in September. Based on that data, the committee will make a recommendation to the CVSA Board of Directors on how to proceed with this important issue. “The Alliance uses data to support its decision-making process,” said CVSA President Capt. Although there are many drivers who feel this is a long overdue rule, others are concerned that the rule (the way it is written) would compromise the safety of the driver and the highways. Qualifications of Drivers; Diabetes Standard Summary - FMCSA proposes to permit drivers with stable, well-controlled insulin-treated diabetes mellitus (ITDM) to be qualified to operate commercial motor vehicles (CMVs) in interstate commerce. Cytomegalovirus (CMV), similar to other members of the Herpesviridae family, can establish both persistent and latent infections. Each of the CMVs that are found in many animal species replicates in the salivary gland, and oral secretion represents a source of horizontal transmission. Locally restricted replication characterizes the immunocompetent individual, whereas in the immunocompromised host, protean disease manifestations occur due to virus dissemination. The virus is cleared by immune surveillance, and CD8+ T lymphocytes play a major role. Remarkably, certain cell types of salivary gland tissues are exempt from CD8+ T-lymphocyte control of murine CMV infection and require the activity of CD4+ T lymphocytes. The results presented here suggest that this activity is a function of Th1 cells. Neutralization of endogenous gamma interferon abrogated the antiviral activity of Th1 cells but not that of CD8+ T lymphocytes in other tissues. Neutralization of endogenous gamma interferon did not interfere with the induction of the cellular and humoral immune response but acted during the effector phase. Recombinant gamma interferon could not replace the function of Th1 cells in vivo and had limited direct antiviral activity in vitro. The results therefore suggest that gamma interferon represents one, but not the only, essential factor involved in salivary gland clearance, establishment of CMV latency, and, eventually, the control of horizontal transmission.
