His ideas, based upon what we should have learned over the last 250 years, include a thoroughly revised democratic constitution, significantly redesigned political institutions, and several new forms of institutional checks and balances. Betty Reid Soskin was a civil rights pioneer, musician, and the nation's oldest park ranger when, at the age of 100, she retired from Richmond's Rosie the Riveter museum where she was dedicated to keeping experiences of Black Americans and women in the forefront of the historical narrative. She worked in the segregated homefront during World War II, was among the first Black families to integrate Walnut Creek, and she ran one of the first Black-owned record stores in the Bay Area. She died in December at 104 years old and as part of our Bay Area Legends series, we'll listen back to Forum's interviews with Soskin over the years and talk with those who loved her and worked with her. Join us to hear from renowned historian Frank Dikötter, who offers a commanding history recasting how communists seized power in China. In April 1927, soldiers and detectives descended upon the Russian Embassy in Beijing, revolvers drawn. An hour later, they emerged with a trove of documents, some of them partly damaged by Russians who had tried quickly to destroy them. In these singed and soggy papers was proof that Moscow, despite agreeing three years earlier not to “propagate communistic doctrines,” had, in fact, sent what amounts to millions in today's dollars—along with shiploads of arms and advisors—to support nothing less than a revolution in China. These findings are hardly ever mentioned by historians—until now. Dikötter says the history of modern China has long been framed as an organic enterprise, wherein Communists mobilized the “peasants,” took land from the rich and redistributed it to the poor. Drawing on the Beijing raid as well as several other overlooked archives, Dikötter's new book Red Dawn Over China reveals how unlikely a communist victory actually was, had it not been for massive financial and military support from the Soviet Union; a brutal war of occupation by Japan; severe miscalculations by the United States; and—most of all—the Communist Party's unflinching will to conquer at all costs. Dikötter reveals how what began in 1921 with 13 delegates in a dusty room led to a red flag being raised over the Forbidden City in 1949, forever altering the course of history for a quarter of humanity and shaping the global balance of power as we know it today. About the Speaker: Frank Dikötter is the Milias Senior Fellow at the Hoover Institution, Stanford University. He is also Chair Professor of Humanities at the University of Hong Kong. While we are continually being inundated with news about what the federal government is up to, and wondering what else is going on that we don't know about, Miranda Spivack reminds us that most Americans are more likely to encounter the effects of government malfeasance or neglect closer to home—from their governors, mayors, town councils, school boards, police and prosecutors. Alors que le président guinéen Mamadi Doumbouya est censé rentrer ce vendredi 6 mars 2026 à Conakry, trois semaines après avoir été vu pour la dernière fois au sommet de l'Union africaine, les populations guinéennes vivent toujours au rythme des kidnappings. À date, près d'une vingtaine de personnes sont toujours portées disparues. Mardi dernier, c'est la mère et la soeur d'un ancien ministre en exil qui ont été enlevées en soirée, chez elles, par des hommes cagoulés et en uniformes militaires. Une enquête a été ouverte pour « enlèvements, séquestration de personnes et association de malfaiteurs ». Car désormais, les rapts visent les membres de la famille à défaut d'atteindre les opposants et militants en exil. Abdoul Sacko est le coordinateur national du Forum des forces sociales de Guinée. Lui-même a été kidnappé l'an dernier, torturé et abandonné dans la nature trois jours plus tard. Il vit désormais en exil, où il se soigne. Abdoul Sacko est notre grand invité Afrique, il répond à Sidy Yansané. RFI : Il y a un peu plus de deux semaines, vous avez pris la parole pour, disons, commémorer l'enlèvement que vous avez-vous-même subi un an auparavant. Aujourd'hui, le général Mamadi Doumbouya est officiellement élu président. Comment décririez-vous la situation en Guinée aujourd'hui ? Abdoul Sacko : Je pense que c'est juste l'expression d'une tristesse qui dépasse les commentaires. Je suis attristé par rapport à l'image sombre que cette situation renvoie de la Guinée. Ce peuple, qui a pris son Indépendance avec maturité républicaine par le vote référendaire autour des principes de liberté et de dignité, voit aujourd'hui que la vie humaine est absolument insignifiante et que l'État n'a aucune possibilité de lui garantir ni justice ni sécurité à l'intérieur du pays. Ce qui m'attriste le plus, c'est le regret de constater que le peuple de Guinée n'a pas de partenaire véritable. Je veux parler de la Cédéao, de l'Union africaine, de la France, de l'Union européenne et d'autres avec lesquels nous avons en partage des valeurs et des vertus démocratiques. Seulement ces partenaires s'accommodent à toutes les formes de violations des droits humains dans le seul but de se procurer les ressources du pays. Au moment de leur coup d'État le 5 septembre 2021, ces jeunes officiers ont déclaré qu'ils voulaient rectifier les erreurs commises depuis l'Indépendance, cela a suscité de l'espoir. Mais au lieu de consolider les acquis démocratiques et renforcer les dynamiques de réconciliation nationale, cette gouvernance se transforme aujourd'hui en une forme d'aggravation des fractures mémorielles, c'est là aussi une dimension attristante. C'est suite au remaniement gouvernemental en mars 2024 que la série de disparitions forcées a vraiment commencé, notamment avec les militants du FNDC Foniké Menguè et Billo Bah, enlevés à leur domicile sous les yeux de leurs épouses et de leurs voisins. Désormais, on kidnappe les membres de la famille et même les enfants mineurs des citoyens en exil. Quelle atmosphère règne actuellement au sein des populations guinéennes ? Aucune catégorie socioprofessionnelle du pays ne se trouve épargnée. Les vieillards ne sont pas épargnés, les femmes, les enfants ne sont pas épargnés. Parfois des gens qui ne demandent absolument rien à l'État, sinon que d'être sécurisés, ceux-là également peuvent se coucher le soir avec la peur de ne pas se réveiller chez eux le matin ou sortir de la maison avec la peur de ne pas rentrer le soir. Vous voyez combien la situation est alarmante ! Et qu'est-ce que ça rapporte ? Nous sommes avec des dirigeants qui ne mesurent pas du tout les dégâts qu'ils causent. Aussi bien dans le présent, car aucun investisseur sérieux, ne serait-ce que pour sa sécurité, ne viendra investir dans cette situation. Mais mieux encore, qu'est-ce que l'avenir nous réserve ? Ce qui ne pourra jamais changer, c'est justement le changement. D'une manière ou d'une autre, dans un an ou dix ans, le changement interviendra. Et vu que toutes les lignes rouges sont franchies, nos autorités, au lieu d'être guidées par la raison, s'enfoncent davantage dans le déni. Il suffit de voir aujourd'hui la précarité économique et financière dans laquelle le pays vit. Même si vous avez de l'argent dans le compte bancaire, vous ne pouvez pas y avoir accès. C'est la paralysie totale au niveau du système bancaire. De nombreuses sources indiquent à RFI qu'il y a de plus en plus de Guinéens qui fuient le pays : entrepreneurs, universitaires, magistrats, artistes et même des militaires. Et ceux qui restent disent avoir installé leur famille dans les pays voisins. Vous constatez aussi ce genre de phénomène ? Bien sûr ! Mais le vrai paradoxe, c'est que ce sont surtout ceux qui gouvernent qui font sortir leurs familles du pays, car ils ont les moyens à leur disposition. Le réflexe principal aujourd'hui, lorsque quelqu'un est ministre, directeur ou a accès à une dimension de responsabilité publique qui lui permet d'avoir de l'argent, c'est de faire sortir sa famille et de la mettre à l'abri. Vous disiez que les partenaires de la Guinée s'accommodaient de ces violences. Vous mettiez ça sur le compte des ressources minières. Est-ce qu'il n'y a que cela finalement qui justifie ce silence assourdissant de toutes ces personnes ? Je vois aussi que le contexte mondial aujourd'hui met l'économie au centre des relations et les autres aspects à la périphérie. Mais je vais paraphraser simplement le président français Emmanuel Macron qui s'exprimait après l'assassinat de l'ayatollah iranien Khamenei : « L'Histoire ne regrette jamais les dictateurs qui massacrent leur peuple ». Donc je dis à tous nos partenaires : les peuples n'oublieront jamais les partenaires qui se sont accommodés de leurs souffrances au moment où ils avaient le plus besoin d'eux. Em Cabo Verde, o Presidente José Maria Neves apelou ao bom senso e ao diálogo entre os países envolvidos, defendendo uma solução pacífica para a crise. “Na verdade, as guerras nunca resolvem os problemas. Destroem, criam problemas humanitários, criam também ressentimentos e geram mais violência. Nós sempre temos apelado ao respeito pela soberania dos países, ao respeito pelo direito internacional e para o diálogo e a solução negociada dos conflitos. E, na linha da nossa Constituição da República, são esses os princípios que nós defendemos. Independentemente dos países ou dos protagonistas, são esses os elementos que Cabo Verde defende na arena internacional. Resta-nos apelar ao bom senso, ao diálogo e à solução negociada deste conflito”, afirmou o chefe de Estado cabo-verdiano. Em termos económicos, o vice-primeiro-ministro e ministro das Finanças, Olavo Correia, admitiu que a subida de mais de 10 pontos percentuais no preço do petróleo na última semana vai ter implicações directas na economia do arquipélago. “Ninguém está preparado para situações imprevisíveis. Temos de nos preparar em todo o mundo. Os Estados Unidos, a França, a Alemanha e também Cabo Verde têm de se preparar. Estamos perante um novo contexto e todos nós temos de nos adaptar a esta realidade, que terá implicações a nível económico. Com o aumento do preço do petróleo, que subiu mais de 10 pontos percentuais, apenas na última semana, haverá impactos directos na economia cabo-verdiana", declarou Olavo Correia. Já Angola pode estar entre as economias mais beneficiadas em África devido à guerra dos EUA e Israel contra o Irão, devido à subida dos preços do petróleo e melhores condições financeiras da dívida. A informação foi adiantada à Lusa pela analista da Bloomberg Economics Yvonne Mhango, que disse que Angola, Nigéria e Gana podem tirar benefícios da subida do preço do petróleo, enquanto a República Democrática do Congo, a África do Sul e o Quénia poderão estar entre os mais afectados. Mas de um modo geral, a analista adverte que "para a maioria das economias africanas, preços mais altos do petróleo significam moedas mais fracas e renovada pressão sobre a inflação, o que poderia colocar novamente em discussão uma subida nas taxas de juro". Ainda em Cabo Verde, um alerta do FMI para os efeitos na Segurança Social do declínio populacional levou o governo a ponderar aumentar a idade de reforma. O Primeiro-ministro, Ulisses Correia e Silva, falou dessa possibilidade e em um estudo em curso. "Este estudo está em curso, um estudo que tem de ter uma boa base de sustentabilidade porque aqui temos de garantir não só aquilo que pode ser qualquer mexida no sistema de reforma, pois temos de ter em conta também as contribuições, particularmente num país que está a mudar a sua pirâmide de idade", começou por dizer o governante. "Hoje temos mais velhos, temos maior esperança de vida, as pessoas vivem mais. A viverem mais, consomem mais da Segurança Social, através da assistência médica, medicamentos e tem uma pressão maior para a Segurança Social", explicou o chefe do governo de Cabo Verde. "Por outro lado, há uma tendência de redução do número de contribuintes. Aquilo que está a acontecer na Europa vai acontecer aqui, em Cabo Verde, num período de aproximadamente uns vinte anos. Muito trabalho já foi feito, tem de ser depois aprovado em sede do Conselho de Concertação Social", rematou. Em Moçambique, a presidente do Instituto Nacional de Gestão de Risco de Desastres, Luísa Meque, indicou estar atenta aos alegados casos de desvios de donativos para as vítimas das cheias e inundações. “Nós, como instituição, a nossa maior preocupação é que todos os bens que são levados para os centros de acomodação sejam entregues aos beneficiários, que são, de facto, as pessoas que têm de receber os bens. Agora, temos que trabalhar com todos aqueles que estão lá, que estão com comportamentos que não são abonatórios, para o sucesso do nosso trabalho”, vincou Luísa Meque. Ainda em Moçambique, arrancaram esta semana as aulas para este ano lectivo, depois de cheias e inundações terem afectado mais de 400 infra-estruturas escolares. Sete escolas continuam a ser utilizadas como centros de acolhimento para as vítimas das intempéries e 15 permanecem sitiadas. O Presidente Daniel Chapo defendeu o investimento na educação. “Investir na educação não é uma despesa, pelo contrário: é uma estratégia e uma opção política do Estado no investimento no futuro”, afirmou Daniel Chapo. Daniel Chapo sublinhou que a actual geração tem a missão de conquistar a independência económica: “Essa conquista começa aqui, na escola, na educação. Não haverá industrialização robusta sem um ensino secundário forte, não haverá economia digital sem ciência nas salas de aula e não haverá soberania plena sem construirmos, e continuarmos a construir, este futuro”, disse. Em São Tomé e Príncipe, decorreu esta semana o Forum de Soluções e Investimento dos Pequenos Estados Insulares Africanos em Desenvolvimento. Na abertura do evento, o chefe do governo são-tomense disse que “este fórum representa um passo estratégico, decisivo na conjugação de esforços para acelerar a transformação dos sistemas agrícolas e alimentares com vista a erradicação da pobreza, eliminação da fome, combate à má nutrição e a redução da desigualdade” nos pequenos países insulares do continente. Américo Ramos reconheceu que o tempo exige celeridade nas acções de luta contra a insegurança alimentar: "Constatamos com preocupação que precisamos acelerar o ritmo das nossas acções, para corresponder às expectativas dos nossos concidadãos, sobretudo os mais vulneráveis no que respeita ao direito de acesso à alimentação adequada.”

The Republican primary candidates forum for Henry County Board District Two takes place Wednesday, March 4th, at 7 PM inside the Kewanee City Hall council chamber. Six Republican candidates compete for five open seats, while two others seek to fill a two-year unexpired term. The League of Women Voters of the Kewanee Area will moderate, and community members can attend in person, listen on WKEI 1450 AM or 102.1 FM, or watch online.
