As crime looks to be a hot election issue this year I worry about two things, well more than two things, but let's start with these two.  One - the lack of arrests being made and two - the top-down obsession from the police hierarchy with supporting offenders, not victims.  David Fononga, if you don't know the name, is the Auckland man who went on a shooting rampage in West Auckland firing at Police. They fired back and he was shot dead. But here's the thing about him – he'd breached bail a month before this happened, and never been arrested for it. So among the many investigations and reviews launched after this shooting incident, one of them is an internal review of why the Police did not respond to his breach of electronically monitored bail in the first place.  Because, while we're on that topic, he wasn't the only one. Five others were at large last week apparently having absconded while on electronically monitored bail. How many people need to be slicing off ankle bracelets and breaching their bail conditions and picking up guns is too many for the Police to react? How many times can offenders let their electronic monitoring bracelet batteries go flat – and not be chased up by Police?  It's not always the Police's fault, there are others involved like Corrections and the judiciary of course – a judiciary who seem increasingly intent on having no one in jail. But I'm becoming more of the view that Police are being inactive - whether intentionally or unintentionally, I don't know.  But I do know of an incident recently in Auckland's CBD where an American tourist was assaulted - punched in the back of the head and then kicked to the ground.  He wound up in an ambulance to Auckland Hospital needing stitches to his head. That, of course, was a seven-hour wait - by which time his wound had closed up and they had to re-open it to stitch it back up because they'd left him so long at A&E, but that's another story for another day. Anyway, his whole assault was caught on video, backed up by CCTV footage, several witnesses, and what did the Police who turned up do? Nothing. Not a single arrest They stood around saying they needed to 'think about what to do' quote unquote and then suggested to upset witnesses that they ‘pop into a station sometime' and make statements.  The people involved in this incident said to me, this is why no one bothers calling the Cops. They don't care, they do nothing. It's hard to argue with. The other thing I worry about is the obsession with the offenders, their backgrounds, and their families. The new Police Minister said at the weekend that she promises ‘wrap-around support for families of youth offenders'. And as lovely as that sounds, it's not really the first priority the community is looking at for a new Police minister. Certainly not during a time of the increased crime. She repeated the tried and true Labour line of it being ‘complex' and involving offenders from ‘complex backgrounds' and she therefore would like to see wrap around support for each of these offenders.  Well, that would be nice, as would having them not offend in the first place, but where does it leave all their victims? Where is their wrap-around care and support?  The balance has tilted so wildly in favour of those creating the havoc and doing the crimes, that if you're the victim of it, as these people were the other night in Auckland's CBD, they rightly say, why even bother reporting it?See omnystudio.com/listener for privacy information.

Welcome to The Prison Post. My always brilliant co-host, Jason Bryant, rejoins me for a power packed restorative justice conversation with Amanda Carrasco. This is our first episode with someone who shares about Restorative Justice from the perspective of the victim/survivor. She shares how she's been impacted by horrific acts of violence including the murder of her family and how in spite of the very real trauma, she is still a very strong proponent of Restorative and Transformative Justice. Amanda Carrasco has a passion for believing in people who face challenging circumstances and equipping them to meet their goals, which comes from her own lives experience with multiple traumas. She is an advocate for human rights through restorative justice and government policy change. She is a volunteer for CROP and a political advocate locally and abroad which included serving as Honorary Vice -Consul for the republic of Kenya. She holds three master's degrees in leadership, public policy and law. She owns a company that works with students from around the world and builds community while enhancing their education. She teaches Politics and Government for a University in Vancouver BC but even more than all those accomplishments, her greatest title she has ever held has been, “mom.” She doesn't just talk about restorative justice, she lives it. She flew all the way out to California to spend several days with us and even visited our homes. She is a volunteer at CROP Organization and looks to move to California in the near future. She generously shares her story and we discuss topics like: Does punishment make societies safer? How the justice system has removed the victim from the restorative justice process? The two sides of restorative justice namely, the restoration of the person(s) harmed and the restoration of the person who caused the harm. This leads into an exploration of how restorative justice also centers on the victim and how acknowledging that can facilitate at minimum a greater understanding of the crime and likely more healing for both parties. Community Violence is a major public health problem. Over one one third of our youth accross the country between the ages of 10 to 16 are victimes of violence. The impact of community violence can cause a great impact on many. Community violence is a complex term that has been used to refer to a wide range of events including riots, sniper attacks, gang wars, drive by shootings, workplace assaults, terrorist attacks, torture, bomboings, war, ehtnic cleansing and wide spread, sexual, physical and emotional abuse. There have been several distinctions made as it refers to abuse between adults, violence amongst children or one witnessing violence.  Community Violence is a type of trauma that is different from other types of trauma. Although there are warnings signs for some trauma.Community Violence usually happens without warning and comes as a sudden and terrifying shock.  Join Cedric Boyd and I as we discuss Who Is At Risk? November 14, 2002 was like any other day for Alice Donovan and her family. As she was preparing for the upcoming holidays, she was confronted in a parking lot by two escaped convicts who kidnapped her at gunpoint and brutally murdered her, afterwards discarding her body. Alice Donovan was missing for 6 years, a national high-profile case, and her remains were found in January 2009 in a rural field just outside of Myrtle Beach, South Carollina. Angie Warner and her sister, Jennifer were devastated and their lives spiraled out of control for several years while the murderers were apprehended and convicted in two separate trials.  Years after reclaiming her life, Angie was held up at gun point and robbed at a store in which she worked. She will discuss how she deals with being the victim of violent crime, how she has pulled her life back togehter, and how she advocates for misisng persons as a State Outreach Coordinator with CUE Center for Missing Persons.
