El empresario Pablo Carrasco deberá cumplir prisión preventiva por 180 días, según dispuso la jueza Diovanet Olivera, a instancias del fiscal Enrique Rodríguez que investiga los delitos cometidos en la operativa de Conexión Ganadera. El presidente ucraniano, Zelenski, firmó esta semana un acuerdo con el Consejo de Europa para crear un tribunal especial destinado a procesar y juzgar a los responsables del 'crimen de agresión contra Ucrania'. Si bien la posibilidad de que Putin sea juzgado parece remota, la creación misma de este tribunal es saludada por Carmen Márquez Carrasco, catedrática de Derecho y Relaciones Internacionales en la Universidad de Sevilla. Es la primera vez que un tribunal especial se crea bajo el patrocinio del Consejo de Europa, que vigila los derechos humanos en el continente y al que pertenece Ucrania. Rusia fue expulsada del Consejo tras lanzar su invasión a gran escala de Ucrania en febrero de 2022. El presidente ucraniano afirmó que será necesario "un fuerte coraje político y judicial para garantizar que todos los criminales de guerra rusos sean juzgados, incluido Putin". Pero, más allá de que el mundo pueda ver algún día a Putin en el banquillo de los acusados, la catedrática Carmen Márquez resalta la trascendencia de la decisión del Consejo de Europa, según ella, bajo una doble perspectiva basada en el derecho internacional y las relaciones internacionales. Un tribunal que va más allá de lo simbólico "La primera es una perspectiva reivindicada por los internacionalistas. Para nosotros, el derecho, el Estado de derecho y el derecho internacional, todo ello es un instrumento fundamental frente al abismo que se está abriendo en el actual contexto mundial. Desde esta perspectiva, reivindicando las normas y las instituciones, la creación de este tribunal especial por parte del Consejo de Europa no sería meramente simbólica, sino que tendría trascendencia jurídica y política. En primer lugar, porque establece que el crimen de agresión es un crimen sancionable a nivel internacional. En segundo lugar, porque crea una estructura jurídica que documentará los hechos, emitirá acusaciones y sentará también las bases para la rendición de cuentas en el futuro, cuando las condiciones políticas puedan cambiar. De esta manera, envía un mensaje importante acerca de que no se acepta la impunidad por el crimen de agresión frente a un Estado soberano".  En un contexto de noticias falsas, propaganda política e incluso revisionismo por parte de Rusia, "el establecimiento de los hechos con pruebas fidedignas es fundamental para asentar un relato de los hechos fidedigno, autorizado para establecer la memoria, para salvaguardar los intereses y los derechos de reparación de estas víctimas", agrega Márquez. Ampliación de la competencia del Consejo de Europa Es la primera vez que un tribunal especial se crea bajo el patrocinio del Consejo de Europa, una organización internacional que promueve la democracia, el Estado de derecho y los derechos humanos en Europa, con 46 Estados miembros, incluidos todos los países del continente excepto Rusia y Bielorrusia. La creación de este tribunal es una "novedad histórica" para el Consejo de Europa, admite esta catedrática de la Universidad de Sevilla, que evoca más bien una "ampliación" que "un cambio significativo en su papel". "Hasta ahora, esta organización internacional regional ha sido un promotor clave de los derechos humanos y del Estado de derecho en Europa, en el sentido amplio. Con la creación del tribunal, se requerirá que el Consejo de Europa tenga que dotarse de capacidades jurídicas y administrativas especiales para acompañar esta iniciativa, como la selección de jueces, la coordinación con fiscalías nacionales, la gestión de archivos, la protección de las víctimas. Así que hay una serie de dimensiones importantes que el Consejo de Europa tendrá efectivamente que desarrollar, además de seguir trabajando por la protección de las víctimas", concluye Márquez.

Un corte de energía eléctrica afectó ayer de tarde a más de 150.000 usuarios en varios barrios de Montevideo, entre ellos Centro, Parque Rodó, Pocitos y Carrasco. Según UTE, el apagón se debió a una “apertura de transmisión” que dejó fuera de servicio tres subestaciones clave del sistema eléctrico de la capital. En la zona no solo se interrumpió el acceso a la electricidad sino también a otros servicios fundamentales: en las calles los semáforos dejaron de funcionar, los comercios se vieron obligados a cerrar momentáneamente porque no podían facturar y muchas oficinas y hogares quedaron sin conexión a internet. Al mismo tiempo las personas miraban preocupadas sus teléfonos celulares para calcular cuánta carga quedaba en la batería. Sin llegar a ser, ni por asomo, un incidente masivo como el corte que el mes pasado golpeó durante varias horas a España y Portugal, el caso de ayer enciende alertas sobre nuestra forma de vida actual: ¿Hasta qué punto hemos delegado funciones básicas en la tecnología? ¿Cuánto tiempo podemos sostener nuestras rutinas sin contar con electricidad o baterías? Este corte de luz es más que un problema técnico: es una oportunidad para pensar en nuestra vulnerabilidad digital y en la necesidad de fortalecer nuestras infraestructuras, así como nuestros hábitos.
