In Romans 9 & 10, Paul has discussed many complex details relating to His dealings with Israel. Like a puzzle, Paul brings all those pieces together in Romans 11 to give us the big picture of what God is doing today. 

In Romans 9, Paul dealt with Israel's rejection from the standpoint of divine sovereignty. In Romans 10, he deals with Israel's rejection from the standpoint of human responsibility.
