In 2018, 60% of Missouri voters said, "Yes," to Clean Missouri - a ballot initiative to clean up gerrymandering in the state and clean up dirty money to state legislators. It's passage made Missouri a model of good governance. But this year, the politicians are trying to undo the will of the voters with Amendment 3. This amendment on the November ballot would overturn the fair map rules put into law by voters, and to replace the good policy in our constitution now with a radical gerrymandering scheme. In 2018, voters approved the Clean Missouri constitutional amendment that included state redistricting and ethics changes. Now the Missouri House is backing an initiative to repeal the effort. In this interview, host Sarah Fenske talks with St. Louis Public Radio correspondent Jason Rosenbaum about his reporting on the ballot initiative aimed at repealing the Clean Missouri redistricting system.
On April 30, a House committee approved Senate Joint Resolution 38, which means voters in Missouri could see CLEAN Missouri on the ballot in August of this year. The League of Women Voters of Southwest Missouri is against this idea. “Voters made their choices,” said Joan Gentry. “And they said ‘what we want to do is see fair maps, we want fair representation.'” Ann Elwell pointed out that the majority of voters in every state senate district voted in favor of Amendment One. “That shows me people are interested in getting rid of gerrymandering in Missouri,” she said.

The measure, widely known as Clean Missouri, combines a host of ethics-related alterations with an overhaul of state legislative redistricting. Out of all the things on the Nov. 6 ballot, Clean Missouri is eliciting the most unusual political alliances. Proponents include left-of-center activists and groups that helped craft the measure, as well as some prominent Republicans. Backers contend that Clean Missouri will make politics more accessible to people — as opposed to special interests or lobbyists. Detractors believe that the ethics-related items in Clean Missouri, including curtailing lobbyist gifts and slightly lowering campaign donation limits, are aimed at making the state legislative redistricting changes more palatable to voters. While many of the opponents are Republicans, some African-American officials and groups aren’t supporting Clean Missouri because of fears it will lead to fewer black lawmakers getting elected.
