As the nation awaits the final results in a few dozen House races, the subject of gerrymandering has once again reared its head. This little understood – and often misunderstood – process of drawing congressional maps has been a subject of discussion in state legislatures and activist enclaves since the practice began in the early 1800s. Both right and left routinely accuse each other of manipulating the process even while both sides openly try to make it work in their interest. Now, as the Supreme Court prepares to hear a dispute in Louisiana over the question of racial gerrymandering and a citizen-led gerrymandering proposal fails in Ohio, the question of gerrymandering is once again in the news. The Constitution dictates every 10 years we undergo a Census to count how many people live in each state. Based off these population numbers, congressional seats are then apportioned. States who lost population might lose a seat and states who grew may gain a seat or two since we can only have 435 total seats in the U.S. House. This brings up an obvious question: who gets to redraw congressional districts after apportionment and can they redraw those districts for a political benefit? This is where gerrymandering comes into play. According to our guest expert, “gerrymandering” is drawing districts that are perceived to be unfair in their representation. To further complicate the issue, the Voting Rights Act of 1965 placed restrictions on how these districts are redrawn and subsequent Supreme Court decisions have further altered this process. The current Supreme Court case Alexander v. South Carolina State Conference of the NAACP has the potential to challenge again how districts are redrawn. It's a complicated issue but we are grateful to have as our guest Mark Braden, an attorney with BakerHostetler who specializes in election law and voting issues to help us navigate this issue.

Is Governor Evers falling into a trap that could provide a pretext for intervention by Trump appointed Federal Judges, as Mark Pocan warns? An unusual group of justices — including Chief Justice John Roberts and Justice Brett Kavanaugh, both conservative, and the court's three liberal justices — formed the slim 5-4 majority that upheld the Supreme Court's past rulings on Section 2 of the Voting Rights Act. The court said that in Alabama, a state where there are seven congressional seats and one in four voters is black, the Republican-dominated state legislature had denied African American voters a reasonable chance to elect a second representative of their choice. We expose the outrageous Republican shared revenue ransom note from GOP leadership that attacks local democracy and forces a tough on crime budgeting stance in exchange for allowing Milwaukee to tax itself. During the recording of the show it was announced that Gov. Evers will veto the authoritarian plan. We welcome Leaders Igniting Transformation (LIT) co-executive director Cendi Tena to discuss how the Republican's shared revenue plan forces Milwaukee Public Schools to put police officers in MPS schools, in direct opposition to a local Board decision a few years ago to remove police officers from schools after a long and well organized community effort. We close with a series of racist incidents across the state that demand discussion: including; Dane County Board Supervisors threatened with racist verbal attacks; a racist video from a UW-Madison student the same week Vos calls for defunding Diversity offices in the UW System; and a Wausau band teacher uses racial slurs against a Hmong student. Elbridge Gerry was a respected politician in the late 1700s and early 1800s. He signed the Declaration of Independence, served as governor of Massachusetts (1810-1811), and was elected vice president under James Madison. While governor, he tried to change the shape of voting districts to help members of his political party get elected. His system resulted in some very oddly shaped districts, including one (Gerry's home district) that looked a little like a newt. Upon seeing a map of the bizarre regional divisions, a member of the opposing party drew feet, wings, and a head on Gerry's district and said “That will do for a salamander!” Another member called out “Gerrymander!” Thus gerrymander became a term for such political schemes.

Books about American history are often dry. Even more when the topic is political history. Most of us remember the boredom of civics lessons on log-rolling, pork barrel spending, and Gerrymandering – shortcomings in our democratic system rooted in the selfish interests of our elected officials. Nick Seabrook, however, has managed to turn the topic of Gerrymandering into a work of popular non-fiction that makes the “surprising history” come to life. The New Yorker even named it as one of the best books of 2022 so far.Seabrook is a professor of political science and public administration at the University of North Florida. He joins me this Sunday to explain why the biggest threat to our democracy comes from the way we draw lines on the map.The “Gerrymander” – named for the under-appreciated founding father, Elbridge Gerry – is a frightening creature, Seabrook says, because it reverses the traditional mode of democratic decision-making. Thank you for joining this week's edition of the Albany Update. Article I, Section 2 of the United States Constitution requires that a census be taken every ten years. Following the decennial count, the resulting numbers are used to draw legislative district lines corresponding to whatever population shifts may have occurred during the last decade. This redrawing of district maps is referred to as redistricting. Redistricting is a topic that has dominated Albany dialogue in recent days. Members of Congress, State Senators and Members of Assembly care about redistricting because it has great impact on their political prospects. A district that results in a larger number of Republican voters than Democrat ones, makes it more likely for a Republican candidate to win the seat. If a district has a greater concentration of Democrats, it may encourage more Democratic candidates to run for office, while discouraging GOP challengers. Members of the public should care about the drawing of these political boundary lines because it has great bearing on how they'll be represented in legislative chambers. For the first time, the Democratic Majorities in Albany singlehandedly controlled the redistricting process. As a result, good government groups and the GOP are both crying foul at the gerrymandered result. In today's program, we'll examine New York state's redistricting process. The Republican state legislators representing Athens have proposed a new set of ACC Commission districts, which they released in a joint statement last Thursday. If approved, these new maps would fundamentally alter Athens' political landscape, shifting a large number of Athenians to new commission districts. It would also prevent three commissioners from running for reelection in 2022, effectively removing them from office by legislative fiat. In this episode we move to Michigan, where a group of novice activists got fed up with gerrymandered districts with politicians who were unaccountable to the people, and decided to do something about it. Nancy Wang is the Executive Director of Voters Not Politicians, the nonprofit organization that led the 2018 campaign to defeat gerrymandering in Michigan, but that was never her plan. Responding to a Facebook post from a stranger, Nancy became one of the thousands of volunteers throughout the state to get involved. As an attorney, she ended up leading the policy committee that drafted the new amendment. Eventually she left her job teaching law at the University of Michigan to head up the organization full-time.
