Terry Rowden This is an edited version of an interview that originally appeared in Light Hearted episode 25 in September 2019. Terry Rowden, a native of Michigan, served as a keeper at Little River Light Station in Cutler, Maine, for the U.S. Coast Guard from 1968 to 1970. Almost four decades later, when the Friends of Little River Lighthouse was founded as a chapter of the American Lighthouse Foundation, Terry became a volunteer. For ten years, he has been the resident caretaker on the island. Also taking part in the interview is Bob Trapani Jr., the executive director of the American Lighthouse Foundation. Missouri's 2024 GOP and Democratic gubernatorial primaries are fast approaching. Election day is Tuesday August 6. "Missouri Times" publisher Scott Faughn joined us live on 939 the Eagle's "Wake Up Mid-Missouri", telling listeners that GOP Lieutenant Governor Mike Kehoe has triple the amount of money of both of his major challengers combined. They are Secretary of State Jay Ashcroft and State Sen. William Eigel (R-Weldon Spring). Mr. Faughn tells listeners that Mr. Kehoe is impressive and that people believe in him. Faughn also says he expects the trial attorneys to donate to Senator Eigel's gubernatorial campaign this week. We also discussed an education bill signed into law by Governor Parson that allows charter schools to operate in Columbia Public Schools (CPS) and all Boone County school districts. CPS Superintendent Dr. Brian Yearwood has blasted the bill, telling business leaders in March that the bill would cause CPS to have to reduce teachers and staff. Dr. Yearwood tells 939 the Eagle that charter schools will lead to the demise of public schools. Missouri Senate President Pro Tem Caleb Rowden (R-Columbia), who sponsored the charter school provision, disagrees with that, saying Dr. Yearwood's comments are ludicrous. Senator Rowden says the bill offers $450-million in new dollars for public education, in addition to $300-million in new dollars coming in the next few years. Mr. Faughn tells listeners that the charter school provision was Senator Rowden's top priority. Faughn tells listeners that the bill will take some resources away from public schools. Mr. Faughn also criticized Superintendent Yearwood during the interview:

Missouri's powerful Senate President Pro Tem is calling on the House to pass the Senate version of legislation that would change the threshold of approving constitutional amendments. The GOP-controlled Missouri House and the GOP-controlled Missouri Senate have essentially been at an impasse over one of their top priorities, which they describe as initiative petition reform. The House on Thursday approved legislation calling on the Senate to pass the bill's House version, which would also ask voters to ban non-citizens from voting and language involving foreign entities. The Missouri Senate's nine Democrats conducted a 50-hour filibuster over those provisions this week. Senate President Pro Tem Caleb Rowden (R-Columbia) joined us live on 939 the Eagle's "Wake Up Mid-Missouri" this morning, and he called on the House to approve the Senate version of the bill. Pro Tem Rowden notes there are eight hours left in the session, which ends at 6 pm. He tells listeners that the Senate can't accomplish in eight hours what they couldn't get done in 50. Senator Rowden says the key element in the Senate bill requires future proposed constitutional amendments to be approved by voters statewide and in five of Missouri's eight congressional districts. The House bill also has that, along with the other two provisions. Rowden says rural Missouri needs a louder voice. Senator Rowden was candid during the interview, telling listeners that "ballot candy" isn't needed and that Missourians don't need to be tricked. He specifically addressed the issue of illegal immigrants voting in the future. Missouri's constitution requires voters to be citizens. Senator Rowden tells listeners that if St. Louis potentially wanted to let illegal immigrants vote, there's nothing in the Senate version of the bill that addresses local elections. He says it only addresses statewide elections:

On the latest episode of Politically Speaking, Senate President Pro Tem Caleb Rowden talked to St. Louis Public Radio's Jason Rosenbaum and Sarah Kellogg about his decision to depart from the secretary of state's contest. The Columbia Republican had announced his statewide bid last year. He had the most campaign money out of any of the GOP competitors for the post and had experience winning tough elections.

Dr. Yearwood tells 939 the Eagle that the bill would cause CPS to have to reduce teachers and staff, adding that charter schools will lead to the demise of public schools. Missouri Senate President Pro Tem Caleb Rowden (R-Columbia) joined us live on 939 the Eagle's "Wake Up Mid-Missouri" this morning, saying Dr. Yearwood's comments are ludicrous. Senator Rowden says Dr. Yearwood and others with similar positions are sticking up for a system that, by today's standards, has failed. Missouri Senate President Pro Tem Caleb Rowden (R-Columbia) tells 939 the Eagle that we could see initiative petition reform and education reform legislation in the Senate in Jefferson City next week. Initiative petition reform has been a priority for Pro Tem Rowden and for the Senate Freedom Caucus. They say a simple majority is too easy for out-of-state groups to change the Missouri Constitution. Democrats oppose the proposed changes involving initiative petitions, saying Republicans are not listening to the will of voters statewide. Democrats also say a simple majority should rule. State Sen. Mary Elizabeth Coleman (R-Arnold) supports IP reform but thinks supporters need to do a better job of messaging that. She joined us live this morning on 939 the Eagle's "Wake Up Mid-Missouri", telling listeners that initiative petition reform sounds like she needs to fix her computer. Senator Coleman, who's seeking the GOP nomination for Missouri's soon-to-be-open Third Congressional District seat, says there have been more than a dozen changes to the state Constitution in the past 20 years. She's also pleased with the Missouri House's passage of open enrollment legislation, saying education freedom is becoming more and more popular. She also addressed some of the chaos that's been happening in the Missouri Senate, and the tension between Senate GOP leaders like Rowden and the Freedom Caucus:

Boone County GOP central committee chair Tony Lupo says the committee has not written a letter to Missouri Senate President Pro Tem Caleb Rowden (R-Columbia) calling for him to step down as pro tem. Mr. Lupo joined us live this morning on 939 the Eagle's "Wake Up Mid-Missouri". The issue involves Senator Rowden's decision this week to remove three fellow Republicans from their committee chairmanships. Mr. Lupo says the committee intended to send a private message to Senator Rowden asking him to show some leadership and to come back to the committee. Mr. Lupo tells listeners a central committee member offered write a first draft, which was done. That first draft ended up being posted on Twitter, and Mr. Lupo doesn't know how that happened. He tells listeners that the first draft would need revisions and a vote, before any letter would be sent to Senator Rowden. Pro Tem Rowden has stripped State Sens. Missouri's Senate President Pro Tem has stripped three fellow Republicans of their committee chairmanships, describing them as “the “Chaos Caucus.” While Republicans have a 24-10 supermajority in the Senate, GOP infighting has led to gridlock in Jefferson City. Senate President Pro Tem Caleb Rowden (R-Columbia) made the announcement during a Tuesday afternoon Statehouse press conference. He's stripped State Sens. Denny Hoskins (R-Warrensburg), Bill Eigel (R-Weldon Spring) and Andrew Koenig (R-Manchester) from their chairmanships. Senator Rowden joined us live on 939 the Eagle's "Wake Up Mid-Missouri", telling listeners that he took action due to years of disrespect toward the Missouri Senate and colleagues. He also says the Freedom Caucus senators have tried to break the Senate. Senator Eigel, who's seeking Missouri's GOP gubernatorial nomination in August, has issued a statement to 939 the Eagle, after he was stripped from his chairmanship. Senator Eigel, writes, in part: “Jefferson City is ruled by a uniparty cartel of special interests, RINOS and Democrats, who band together to crush the voice of the people. Palm Strategic Group partner Jonathan Ratliff is also the Missouri House Republican Campaign Committee's (HRCC) executive director. Republicans control the Missouri House 111-51, which is a supermajority-plus. Mr. Ratliff joined us live this morning on 939 the Eagle's "Wake Up Mid-Missouri". The Missouri House Ethics Committee will hold a November 8 hearing in Jefferson City, a hearing that's widely believed to involve House Speaker Dean Plocher (R-Des Peres) Mr. Ratliff tells listeners that House Republicans will caucus in about a week, adding that the caucus overall stands behind Speaker Plocher. Mr. Ratliff also says Missouri Senate President Pro Tem Caleb Rowden (R-Columbia) enters the secretary of state's race as the frontrunner in the 2024 GOP primary. Ratliff describes Rowden as a prolific fundraiser. He also weighed in on the Democratic primary for Missouri's first congressional district, where incumbent U.S. Rep. Cori Bush (D-St. Louis) is being challenged by St. Louis County prosecutor Wesley Bell (D). Mr. Ratliff tells listeners that anytime Congresswoman Bush speaks, it's a great fundraising opportunity for Republicans across Missouri. Missouri Senate President Pro Tem Caleb Rowden (R-Columbia) is optimistic about a Senate proposal to six-lane I-70 across Missouri being included in the final budget. The budget must be approved by Friday, under the state Constitution. Senator Rowden tells 939 the Eagle's "Wake Up Mid-Missouri" that six-laning I-70 is a generational thing and is much needed. He also confirms that U.S. House Transportation Committee chairman Rep. Sam Graves (R-Tarkio) will try to obtain some federal money for the I-70 project in Missouri. Rowden notes I-70 is a main artery for truckers and other motorists heading across the country. Senator Rowden also tells listeners that sports wagering is unlikely to pass this session:

While Republicans have had a 24-10 supermajority for the past several years in the Missouri Senate, infighting among GOP state senators has caused some gridlock and frustration in Jefferson City. Republicans will control the chamber 24-10 again in January, and Senate Majority Leader Caleb Rowden (R-Columbia) says eight new state senators mean fresh ideas and an interest in finding ways to get things done. Leader Rowden is expected to be Senate President Pro Tem in January. He tells 939 the Eagle's "Gary Nolan show" that he's interested in numerous issues, including CRT, a parents bill of rights, initiative petition reform and foreign ownership of Missouri farmland.
