Trump's Budget Showdown and Supreme Court Ruling: With a government shutdown looming, Trump meets lawmakers knowing he holds the stronger hand. “Trump wins in either case,” the Washington Post observed, since a shutdown gives him unilateral power to cut programs and staff. Meanwhile, the Supreme Court ruled he can withhold $4 billion in foreign aid, pushing executive power back to Jeffersonian levels.
