A weather forecaster's hoping there can be clearer skies for our Government weather agencies with a merger on the way. Legislation's coming to merge NIWA and MetService before the end of the year. The Government says it'll deliver a more efficient agency, combining operations and streamlining back-office functions. WeatherWatch's Phillip Duncan told Andrew Dickens he wants MetService's clear communication skills to be central to the new agency. Forecasters are predicting warm weather for Christmas Day, but unwelcome surprises can't be ruled out. High pressure is expected to move over the country and leave a pleasant subtropical front in the lead-up to Christmas. But WeatherWatch Head Analyst warns some rain could affect New Zealand's West Coast and spill over into the South Island and lower North Island. "It's not locked in, we're on the edge of a system, but I think at this stage- high pressure's more powerful in December- hopefully at least over half the population should have a pretty good Christmas." Questions are being raised as to why competing weather forecasters NIWA and MetService don't work together in times of extreme weather events. MetService has recently concluded its weather forecasting models performed badly before the Auckland floods, leaving staff in disbelief over the inaccuracy. WeatherWatch Head Analyst Philip Duncan says the situation wouldn't have gone this far if the Government hadn't allowed NIWA to commercialise everything. "MetService would have a lot more access to tax-funded modelling and be able to improve it, because climate change- or even the fact that things are warming up- is breaking some of the modelling." Meteorologists expect the El Niño climate system will start drying out parts of the country in the coming weeks. The North Island and northern and eastern South Island will be the most affected. Weatherwatch's Phillip Duncan says it'll bring a windier westerly - which very quickly dries the east of the country. Independent forecaster, Philip Duncan of WeatherWatch, is warning the rivalry between MetService and NIWA is dangerous and needs sorting out. The Government is reviewing the relationship amid a forecasting turf war between the two. State Owned Enterprises Minister Duncan Webb says the review will begin in September in a bid to improve how they work together. MetService is the Government's official forecaster for emergency management while NIWA's focus is climate science. But Philip Duncan says alarm bells are ringing over NIWA's growing role as a forecaster, especially after it won a key contract with DOC from MetService. Duncan spoke to Corin Dann.
