Ô nhiễm không khí và nắng nóng kéo dài không chỉ tác động đến sức khỏe và tỉ lệ tử vong, mà còn ảnh hưởng đến việc làm tại Việt Nam. Một bộ phận người lao động phải làm việc thêm 1 tiếng 45 phút và bị giảm thu nhập 129.000 đồng/tháng trong những giai đoạn như vậy. Đây là một trong những nhận định được nêu trong nghiên cứu “Nhiệt độ cực đoan và ô nhiễm ảnh hưởng đến hiệu suất lao động ở Việt Nam như thế nào?” Nghiên cứu được ông Nguyễn Việt Cường, viện phó Viện Nghiên cứu Phát triển Mêkông và kinh tế gia Cecilia Poggi, Cơ quan Phát triển Pháp - AFD thực hiện trong khuôn khổ Dự án GEMMES Việt Nam và được đăng trong số 79 AFD Research Paper (Tài liệu Nghiên cứu của AFD), tháng 07/2025. Kinh tế gia Cecilia Poggi, điều phối các chương trình nghiên cứu liên quan đến bảo trợ xã hội, thế giới lao động và hòa nhập xã hội tại AFD, đã dành cho RFI Tiếng Việt buổi phỏng vấn về chủ đề này. RFI : Vào cuối tháng 7 trong Tài liệu Nghiên cứu của AFD, ông Nguyễn Việt Cường và bà đã xuất bản một nghiên cứu về "Tác động của nhiệt độ cực đoan và ô nhiễm không khí đối với nguồn cung lao động và thu nhập: dữ liệu từ Việt Nam". Tình hình ở Việt Nam đáng báo động đến mức nào để một nghiên cứu như vậy được thực hiện ? Cecilia Poggi : Tình hình hiện nay vẫn chưa hoàn toàn đáng báo động. Tuy nhiên, chúng tôi cho rằng với việc các đợt nắng nóng cực đoan ngày càng trầm trọng, chẳng hạn như đợt nắng nóng 44°C được ghi nhận vào tháng 04/2024 ở miền Bắc Việt Nam, cùng với các đợt ô nhiễm ngày càng gia tăng, những câu hỏi như thế này cần được đặt ra. Các dữ liệu cũng cho thấy rõ điều đó. Việt Nam là một trong những quốc gia chịu ảnh hưởng nặng nề nhất của biến đổi khí hậu, gây thiệt hại khoảng 3,2% GDP vào năm 2020. Và mặc dù đã có các chính sách chủ động nhằm giảm thiểu ô nhiễm không khí, Việt Nam vẫn luôn có mức độ bụi mịn PM2.5 cao, tương đương với Trung Quốc và cao hơn nhiều so với mức trung bình toàn cầu trong hơn 20 năm qua. Vì vậy, nghiên cứu của chúng tôi tìm hiểu tác động của nắng nóng cực đoan và ô nhiễm không khí đến công việc của người dân tại Việt Nam. Cụ thể, chúng tôi muốn tìm hiểu xem những hiện tượng đó đã khiến một số người ngừng làm việc hoặc ít tích cực tìm việc như thế nào, cũng như ảnh hưởng ra sao đến hiệu suất làm việc của họ, bằng cách phân tích dữ liệu từ tất cả khu vực tại Việt Nam từ 2015-2022. RFI : Nghiên cứu nêu rằng không thấy những tác động đáng kể của nhiệt độ cực đoan hoặc ô nhiễm không khí đến sự tham gia của lực lượng lao động nhưng các tác giả đã quan sát thấy nhiều tác động nhỏ nhưng đáng kể đến thời gian làm việc và thu nhập. Có thể giải thích hiện tượng này như thế nào ? Cecilia Poggi : Nhìn chung, mọi người không nghỉ việc vì những thay đổi bất thường về thời tiết hoặc ô nhiễm. Do đó, tỷ lệ tham gia lực lượng lao động vẫn ổn định. Tuy nhiên, thực tế lại tế nhị hơn. Nắng nóng gay gắt hoặc một ngày ô nhiễm cao khiến khó có thể duy trì số giờ làm việc hoặc năng suất tương tự như bình thường. Điều này có thể được giải thích bởi những tác động đến sức khỏe, như mệt mỏi hoặc các vấn đề về hô hấp, hoặc chủ ý giảm tốc độ làm việc vì lý do an toàn. Và chúng tôi chứng minh rằng việc làm vẫn còn, nhưng khả năng làm việc với năng suất tương đương có thể bị ảnh hưởng, đặc biệt là trong giai đoạn ô nhiễm nghiêm trọng hơn mức bình thường. Đọc thêm Ô nhiễm không khí ở Hà Nội: Giải pháp không phải đơn giản Ví dụ, chúng tôi nhận thấy rằng một ngày nắng nóng mỗi tháng làm giảm khoảng 0,5% giờ làm việc hàng tuần và 0,7% thu nhập hàng tháng. Và tác động này thậm chí còn rõ rệt hơn khi liên quan đến ô nhiễm : Tăng thêm một microgam trên một mét khối hạt mịn PM2.5 dẫn đến giảm 1% số giờ làm việc, tương ứng với việc bị mất 1 tiếng 45 phút mỗi tháng. Ô nhiễm cũng tác động đến thu nhập hàng tháng, theo đánh giá trong nghiên cứu của chúng tôi là 1,7%, khoảng 129.000 đồng/tháng, tương đương từ 3 đến 4% mức lương tối thiểu thấp nhất theo chuẩn 2023. Xin lưu ý rằng hiện tại chúng tôi đang tiến hành bản phân tích thứ 10 để hiểu rõ hơn về tác động của ô nhiễm, cũng như nhiệt độ khắc nghiệt đối với sức khỏe. Bài báo nghiên cứu thứ hai sẽ phân tích tác động đến chi phí y tế và tỷ lệ tử vong. RFI : Trong nghiên cứu, bà và cộng sự cũng đề cập đến sự bất bình đẳng về tác động của ô nhiễm không khí và nhiệt độ cực đoan đối với người lao động. Tại sao lại có sự bất bình đẳng này ? Cecilia Poggi : Không phải tất cả người lao động đều bị tác động như nhau, và nghiên cứu của chúng tôi cũng chỉ ra rằng không phải tất cả đều có thể thích nghi như nhau. Cho nên xuất hiện sự bất bình đẳng trước những hiện tượng này. Nghiên cứu cho thấy rằng người lao động thường xuyên phải làm việc theo giờ cố định không thể dễ dàng bù đắp số giờ bị mất, cho nên họ cảm nhận được tác động của ô nhiễm nhiều hơn so với những người lao động tự do vì những người này có thể phân bổ khối lượng công việc của họ trong nhiều ngày. Một điều đáng quan tâm là những người lao động ngoài trời, mặc dù tiếp xúc nhiều hơn với hiện tượng biến đổi khí hậu, nhưng thực sự lại ít bị ảnh hưởng hơn khi họ tự kinh doanh, làm việc độc lập bởi vì họ có thể sắp xếp lại công việc của mình. Ví dụ trường hợp của những nông dân tự do ở nông thôn hoặc những người bán hàng rong ở thành phố. Ngược lại, khi nhân viên phải làm việc ở ngoài trời, ví dụ trong ngành xây dựng, nghiên cứu của chúng tôi cho thấy những tác động tiêu cực rõ rệt hơn nhiều. Cecilia Poggi : Để trả lời câu hỏi này, trước tiên tôi muốn nhắc lại rằng các vùng miền ở Việt Nam chịu mức độ ô nhiễm khác nhau, tùy thuộc vào điều kiện thời tiết. Một nghiên cứu bổ sung mà đồng tác giả là phó giáo sư Nguyễn Thị Nhật Thanh thuộc trường Đại học Công nghệ - Đại học Quốc gia Hà Nội cho thấy có sự biến động mạnh mẽ theo vùng về cách tình trạng ô nhiễm biển đổi tùy thuộc vào thời tiết hoặc hiện tượng khí tượng. Do đó câu trả lời không đơn giản như vậy, bởi vì, ví dụ, ở miền Bắc Việt Nam, những thay đổi về nhiệt độ và độ ẩm ảnh hưởng đến ô nhiễm không khí về lâu dài, trong khi lượng mưa và tốc độ gió lại có tác động ngay lập tức trong việc thay đổi nó. Tuy nhiên, những tác động này không giống ở miền Nam Việt Nam, nơi tất cả các tác động có xu hướng xảy ra ngay lập tức. Nghiên cứu của chúng tôi cho thấy rằng ở cấp độ quốc gia, các tác động xấu của các hiện tượng nhiệt độ cực đoan và ô nhiễm đối với thời gian làm việc thể hiện rõ rệt ở khu vực thành thị hơn là khu vực nông thôn. Tiếp theo, nếu gộp các khu vực thành vùng lớn như miền Nam, miền Trung hoặc miền Bắc, chúng ta cũng thấy rằng trong cả hai trường hợp, tác động của những ngày nắng nóng hoặc các đợt ô nhiễm ở miền Nam rõ rệt hơn so với miền Bắc hoặc miền Trung. Và với những tác động này, chúng tôi khuyến nghị rằng các biện pháp đối phó, phòng ngừa nên được thực hiện tùy theo các khu vực và phải được thử nghiệm bởi các cơ quan chức năng, đặc biệt là về mặt bảo vệ việc làm trước những thách thức ô nhiễm. Cecilia Poggi : Dựa trên kết quả nghiên cứu, trước tiên cần xem xét việc bổ sung các cách thức liên quan tới sức khỏe và an toàn lao động. Việt Nam hiện đã lập giới hạn nhiệt độ đối với công việc trong nhà, nhưng chưa có tiêu chuẩn nào về chất lượng không khí tại nơi làm việc. Đây là một lĩnh vực mà Việt Nam có thể tham khảo từ các quốc gia đã đặt ra ngưỡng phơi nhiễm ô nhiễm không khí tại nơi làm việc. Thứ hai, các nhà hoạch định chính sách có thể thử nghiệm các giải pháp về công việc đặc thù để ứng phó với các đợt ô nhiễm cao, có tính đến đặc điểm công việc của người lao động. Ví dụ, đối với người lao động ở các khu vực đô thị bị ô nhiễm, chúng ta  có thể phân tích chi tiết hơn xem liệu thời gian làm việc linh hoạt hoặc làm việc từ xa có thể vẫn cho phép duy trì năng suất trong những ngày ô nhiễm cao hay không. Cuối cùng, để tiếp tục các chính sách về môi trường cũng cần giải quyết gốc rễ của ô nhiễm. Vì vậy, về lâu dài, việc tiếp tục thực hiện các chính sách môi trường đang triển khai sẽ góp phần cải thiện đời sống của mọi người với việc giảm phát thải, tăng cường giao thông công cộng bền vững và thêm không gian xanh. Bên cạnh đó cũng không được quên những thách thức quan trọng, ví dụ như cần hạn chế việc cứng hóa nền đất hay bê tông hóa quá mức trong quá trình đô thị hóa. Cecilia Poggi : GEMMES Việt Nam giai đoạn 2 là chương trình nghiên cứu ba năm do Cơ quan Phát triển Pháp - AFD tài trợ, phối hợp với Cục Biến đổi Khí hậu, bộ Nông nghiệp và Môi trường Việt Nam và được triển khai với sự hợp tác của các chuyên gia và tổ chức khoa học, đại học Việt Nam. Trong giai đoạn 1, chương trình tập trung vào vấn đề khí hậu. Giai đoạn 2 hiện nay hỗ trợ chính phủ thực hiện tham vọng trung hòa các-bon và đồng thời trở thành một quốc gia có thu nhập cao. Cụ thể hơn, chúng tôi có ba trục nghiên cứu. Trục đầu tiên tìm cách hiểu rõ hơn về các đợt nắng nóng cực đoan bằng cách nghiên cứu các mô hình khí hậu. Trục thứ hai xem xét các tác động kinh tế vĩ mô của quá trình chuyển đổi năng lượng. Trục thứ ba, trong đó có nghiên cứu mà chúng ta đang đề cập, xem xét cách biến đổi khí hậu và quá trình chuyển đổi năng lượng tác động đến người dân, hay đúng hơn là các khía cạnh xã hội của những quá trình chuyển đổi này. Chương trình này thực sự là một ví dụ về sự hợp tác giữa các nhà nghiên cứu và các tác nhân công và cho thấy rằng nghiên cứu có thể hỗ trợ việc xác định và triển khai các chính sách công cho quá trình chuyển đổi sinh thái. She's back to talk about her latest book, My Mother, the Mermaid Chaser, which releases on 23 September 2025 (so either pre-order it if you're listening to this episode right when it comes out or order it if you waited a few days).  In a follow-up to her amazing novel My Father, the Panda Killer… My Mother, the Mermaid Chaser is told through the eyes of Jane's younger brother Paul and their mother Ngọc Lan. Much like her previous novel, this one is a lyrical story that explores the ripples of war, intergenerational trauma, and discovering a fractured past. In this dual timeline story, Jamie wields her signature style of balancing heartbreaking moments and humor as we get a fuller picture of the central family. That said, although we recommend reading My Father, the Panda Killer, you don't have to. My Mother, the Mermaid Chaser is a self-contained novel.  Jamie grew up in Orange County, California, and is also the author of the novel Blue Sun, Yellow Sky.
