The Islamic republic has developed extensive tools to engage in conflict short of war, in what has come to be known as the “gray zone.” Examples include the 1983 Beirut Marine barracks bombing, the 1996 Khobar Towers bombing, and the 2011 plot to assassinate the Saudi ambassador to the United States. The U.S. government has struggled to adapt to the unique requirements of gray zone deterrence, especially as it reduces its military presence in the Middle East. What steps need to be taken not only more effectively to deter Iran but also for more menacing actors like China and Russia?

Military analyst Michael Eisenstadt details how the Islamic Republic of Iran operates in the gray zone between war and peace to manage escalation, leverages asymmetries to achieve disproportionate effects, and employs its hybrid force structure for maximum effect. The current U.S. approach, he explains, is based on overt action, blunt force, and emphatic messaging, all of which entail a heightened potential for escalation. But an alternative approach—one focused on unacknowledged activities, indirection, subtlety, and discreet messaging—could more effectively deter Iran while reducing the risk of further escalation and broader conflict. Michael Eisenstadt is Kahn Fellow and director of the Military and Security Studies Program at The Washington Institute. In this episode, we discuss the existence of college Speech and Debate and the differences from the high school sector. Michael's Bio: Dr. Michael Eisenstadt took the position as Assistant Professor and Director of Forensics at CSU Long Beach in 2018. Since then, he has helped qualify more than a dozen students to the National Forensic Association National Championship and two policy debate teams to the National Debate Tournament – CSULB's first qualification since 2005. Under his leadership, Beach Forensics has received multiple awards, including the 2019 Desiree Odekirk Outstanding Service Award from the Cross-Examination Debate Association, the 2019 and 2020 Volunteer Service Award from the Los Angeles Metropolitan Debate League, and the 2020 National Public Debate Award from CEDA. Eisenstadt's mission is to grow and sustain a full-service intercollegiate forensics program, premised on community building, access, and connecting the practices of argumentation and advocacy to public life. Generally speaking, Eisenstadt's scholarly interests lie in the areas of public argumentation, political campaign debates, and the rhetorical form of social movement. Michael Eisenstadt is the Kahn Fellow and director of The Washington Institute’s Military and Security Studies Program. A specialist in Persian Gulf and Arab-Israeli security affairs, he has published widely on irregular and conventional warfare, and nuclear weapons proliferation in the Middle East. Prior to joining the Institute in 1989, Mr. Eisenstadt worked as a military analyst with the U.S. government. Mr. Eisenstadt served for twenty-six years as an officer in the U.S. Army Reserve before retiring in 2010. His military service included active-duty stints in Iraq with the United States Forces-Iraq headquarters (2010) and the Human Terrain System Assessment Team (2008); in Jerusalem, the West Bank, and Jordan with the U.S. Security Coordinator (USSC) for Israel and the Palestinian Authority (2008-2009); at U.S. Central Command headquarters and on the Joint Staff during Operation Enduring Freedom and the planning for Operation Iraqi Freedom (2001-2002); and in Turkey and Iraq during Operation Provide Comfort (1991). He has also served in a civilian capacity on the Multinational Force-Iraq/U.S. Embassy Baghdad Joint Campaign Plan Assessment Team (2009) and as a consultant or advisor to the congressionally mandated Iraq Study Group (2006), the Multinational Corps-Iraq Information Operations Task Force (2005-2006), and the State Department’s Future of Iraq defense policy working group (2002-2003). In 1992, he took a leave of absence from the Institute to work on the U.S. Air Force Gulf War Air Power Survey.
