The details about the sale of South African Airways (SAA) for R51 to the Takatso Consortium are on the spotlight again in Parliament. This as the portfolio committee on Public Enterprises is expected to decide whether the documents on the SAA-Takatso deal can be made available to the public. There have been reports of tensions between Public Enterprises Minister Pravin Gordhan and Parliament's Public Enterprises Portfolio Committee over the SAA - Takatso deal. Committee members are investigating Takatso's selection as the preferred equity partner to own a majority stake in the airline. The demand follows allegations of corruption and mismanagement surrounding SAA's sale. Takatso won the 51% stake in SAA just six weeks after the airline emerged from its business rescue. On Friday, the Department of Correctional Services said the parole board considered John Block's "meritorious service," including obtaining a Diploma in Business Management since his 15-year sentencing for corruption and money laundering in 2016. The department added that Block, 55, was among the inmates who benefitted from the Special Remission of Sentences of 2019, 2020, and 2023, which brought forward his detention period to 13 September 2023. Block had been out on R50 000 bail in a separate R51-million tender fraud case.

Police Minister Bheki Cele's ministry has spent R8-million on accommodation, entertainment and catering between 1 April 2019 to 17 June this year, while the rest of the police force spent more than R3-billion on the same services over the same period. The police's overall budget has dwindled during this time. This was revealed in Cele's response to a written parliamentary question by Democratic Alliance (DA) MP Janho Engelbrecht. Engelbrecht asked how much had been spent on accommodation, catering and entertainment for Cele, his deputy Cassel Mathale, and all other police officials since he came into office on 29 May 2019. However, the police's accounting doesn't break down costs from specific dates, and the amounts since the start of the 2019/20 financial year – 1 April 2019 – are given. Taxpayers footed a bill of R7.5-million for accommodation, R6 986 on entertainment and R443 146 on catering for Cele, Mathale and ministerial staff over the period. For other officials, the police spent R1.5-billion on accommodation, R1.8-million on entertainment, and R42.3-million on catering. "Entertainment expenses relates to refreshments, in the form of coffee, tea, non-alcoholic beverages and biscuits, for visitors to the offices of all Senior Management Service (SMS) members in the Ministry and the SAPS including Station Commanders, which will not exceed two thousand rand (R2 000) per SMS member or Station Commander (irrespective of rank) cumulatively per financial year," reads Cele's reply. "It should be noted that accommodation expenditure of officials in the SAPS, will realise at higher levels in instances where officials had to be accommodated away from their normal place of work, due to specific operational needs and deployment requirements, i.e. unrest periods, election, other events of national importance, detached duties, investigation of criminal cases, etc." No explanation for the catering costs was provided. The police's dwindling budget has been a concern during the period. The Portfolio Committee on Police heard in April this year, when the police's budget for the 2022/23 financial year was presented, that the budget for visible policing would again decline, as it had the year before. The police also continue to spend more money on protection services than on investigating so-called priority crimes, as the budget for protection services is higher than that of the Hawks. The police's budget for the 2022/23 financial year is R100.695-billion, compared to the previous year's R100.474-billion. Visible policing budget down Committee chairperson Tina Joemat-Pettersson said at the time that, despite the nominal increase of about R225-million from the previous year's budget, their allocation in real terms had decreased by R4.1-billion. According to the police's presentation to the committee, visible policing was the only one of their five main programmes that would receive less money this year than it did in 2021/22. The police's administration will get R20.361-billion in 2022/23, an increase of R102-million from the previous year. The visible policing budget for 2022/23 is R51.716-billion, a drop of R508-million. Detective services get R20.760-billion, an increase of R427-million. Crime Intelligence gets R4.362-billion, an increase of R65-million. Protection and Security Services get R3.496-billion, an increase of R35-million. The police's chief financial officer remarked that these increases were less than inflation. The Directorate for Priority Crime Investigations, better known as the Hawks, receives its budget out of the R20.760-billion budgeted for detective services. It only gets R2.167-billion, or 10.48%, of this figure. However, it increases by 4.67% from the previous year's R2.079-billion. As the Department of Water and Sanitation (DWS) tables its budget for the next three financial years, Minister Senzo Mchunu has committed to ensuring that the department manages its significant budgets responsibly and effectively. On May 13, Mchunu tabled a combined budget of R111.25-billion for the DWS and the Water Trading Entity over the medium-term expenditure framework (MTEF). This comprises allocations of R34.97-billion, R37.33-billion and R38.95-billion in the 2022/23, 2023/24 and 2024/25 financial years respectively. On the main account, the DWS was allocated R59.6-billion – R18.5-billion in 2022/23 and R20.1-billion and R20.9-billion in 2023/24 and 2024/25 respectively. The main account budget includes R37.43-billion of conditional infrastructure grants for municipal water services, including R19-billion for the Regional Bulk Infrastructure Grant, which will be spent on 113 different projects across South Africa, and R14-billion for the Water Services Infrastructure Grant, which will be allocated to more than 200 projects across the country, Mchunu commented. The Water Trading Entity, which largely relies on revenues from the sale of water, augments its budget for the development and management of national water resource infrastructure with a MTEF allocation of R9.55-billion. In total, the medium-term expenditure estimate for the Water Trading Entity is R51.6-billion, comprising R16.4-billion, R17.2-billion and R18-billion in 2022/23, 2023/24 and 2024/25 respectively. “At the end of the recent financial year, the Water Trading Entity was owed R24.57-billion by the customers that it sells water to. Municipalities and water boards account for 65% of this debt. Municipalities owed the water boards R13.94-billion, owing to non-payment by their water users. This in turn resulted in the water boards owing the department R7.6-billion.” Direct municipal debt to the department amounted to R8-billion. “It is critical that government as a whole, addresses the problem of poor revenue management and debts in the water sector. If this problem is not addressed, we will not see a sustainable improvement in water and sanitation services,” he warned, noting that the DWS is working with National Treasury, the Department of Cooperative Governance and Traditional Affairs and the South African Local Government Association on solutions to this issue. “The underlying problem that we all need to focus on is weak billing and revenue collection at municipal level.” Mchunu assured that the department had strengthened expenditure management and compliance enforcement to minimise unauthorised, irregular, fruitless and wasteful expenditure, an effort which resulted in no new unauthorised expenditure incurred in the 2021/22 financial year. “Irregular expenditure which is still appearing in the department's audit reports relates mainly to contractual obligations from prior periods, which have a carry-through effect on current running contracts,” he explained. The cases where investigations into unauthorised and irregular expenditure have been concluded and recommendations implemented have been submitted to National Treasury for condonation and the department is working on finalising the remaining cases of irregular expenditure. Further, the DWS has requested the CFO to prepare an action plan towards the department achieving a clean audit. Historically, the DWS has underspent on its allocated budget, particularly the budget allocated for infrastructure projects. “This is unacceptable in the context of the water and sanitation challenges facing the country, and we have requested the director-general and CFO to focus on addressing this in the current financial year,” Mchunu commented, adding that the director-general has indicated that he and the CFO are instituting improved project management, infrastructure procurement and delivery management and expenditure management systems and processes in the department to address this. Train-maker Gibela is confident it can meet the terms of its R51-billion contract to deliver 600 newly-built train sets to the Passenger Rail Agency of South Africa (PRASA) by 2029, despite the impact of Covid-19, says CEO Hector Danisa. Gibela in 2013 signed a R51-billion contract to supply PRASA with 600 six-car trains for its Metrorail service. The Gibela shareholders are Alstom (61%), Ubumbano Rail (30%) and New Africa Rail (9%). Gibela also has a contract to deliver post-delivery train maintenance and technical support to PRASA, and to manufacture and supply spare parts. Danisa says Gibela’s operations at its manufacturing plant in Dunnottar, Nigel, will “soon get back on track”. “Our target for 2020/21 is 25 trains and we have so far produced and delivered 13. “We are set to achieve this target as we are now able to produce three train sets per month, up from the two train sets per month before May.” Gibela has already provided 43 new passenger trains to PRASA in total. Twenty of the trains were manufactured in Brazil. The plant was closed for more than a month earlier this year owing to Covid-19 lockdown restrictions. However, both local and international supply chains continue to pose “a major challenge” as suppliers battle to overcome delays caused by measures taken to curb the spread of Covid-19, notes Danisa. “But, we are now approaching 2021 with a wealth of knowledge and better understanding of how to conduct our business in the Covid-19 environment.” “Each year of operation at Dunnottar, before the pandemic, we more than trebled our output. We aim to manufacture 50 trains for PRASA in 2022,” adds Danisa. “We are in a lucky, good space. I think we’ll have a whole lot of exciting things to achieve in the next few years.” But is PRASA in a position to receive Gibela’s product, with its rail service severely curtailed owing to Covid-19, while it also faces the dual challenges of widespread vandalism and a history of poor management? “Gibela’s role is to support the customer in its operations by ensuring that the trains that the customer operates are maintained in accordance with the defined maintenance regime,” explains Danisa. “We are not involved in the customer's operations and in the way the customer sets it itself up in the depots and the corridors where it operates its trains. “For every train set that we have produced and delivered to PRASA, payments have been made on time.” Importance of Rail Passenger rail has an important part to play in South Africa’s public transport plans, says Danisa. “South Africa has a fast-growing population and is urbanising rapidly. The country needs to provide its citizens with access to affordable, efficient and safe transport modes, as set out in the National Development Plan. “As density in cities and large towns rises over the next 20 to 30 years, passenger rail will be needed to reduce congestion on internal roads, and also between centres.” Also, says Danisa, international organisations such as the United Nations are calling for countries across the world to ensure their recovery from the economic damage wrought by Covid-19 is planned with climate change in mind. Passenger rail is an important part of a greener future. “Rail is part of an effective integrated transport system in any metro, anywhere. Gibela is well-positioned, with our Alstom partner, to take advantage of that and to help South Africa grow.”

The Palmer vs. DC case has been the giant news piece from the past week, and the decision only came out on Saturday. Ben and I dive deep into the decision and talk about what lead up to it, what it all means (We're not lawyers though...) and where we think the decision will take us in the future. The News: A Pennsylvania doctor used his concealed handgun to save his life this week. A crazed madman entered the office where the doctor was working and murdered a woman before being engaged in gunfire from the doctor who had a concealed handgun. Both the doctor and the scumbag were shot, with the scumbag eventually being wrestled to the ground and detained until police could arrive. It appears as though the doctor may keep his job, even though he violated hospital policy by carrying on the property. A group of misguided moms counter-protested an Open Carry Texas event last week, and they did it topless. We're not sure why. Remington announced that they will be taking back every R51 pistol made, re-tooling and re-working the design, and replacing all of them with new pistols. An Iowa resident with a CCW permit took over a police chase after an officer was injured, and held 5 suspects at gunpoint until other police could get there to take over. His name? Eastwood. Someone please tell me he carries a .44mag! A man found his brother wrestling with an armed home invader in the middle of the night. He retrieved his gun, and confronted the 15 year old home invader, who dropped his gun, and started crying. It's a good lesson that not all threats are crazed madmen, sometimes they are stupid kids being stupid.
