There've been voices raised around the failure, twice, of finance minister Enoch Godongwana to pass a 2025 budget through parliament, each time trying in vain to slip in a VAT increase to cover for the ANCs inability to grow the economy. We should not, the argument goes, be flinging mud at an institution so central to our democracy, actually mentioned in the Constitution, whatever the politics may be. That's just nonsense, veteran financial journalist and former Treasury spokesman Jabulani Sikhakhane tells Peter Bruce in this edition of Podcasts from the Edge. “To whom much power is given, much is expected,” says Sikhakhane. “We criticise the judiciary so why would you not criticise the Reserve Bank or the National Treasury? Political parties continue to react to the reversal of a 0.5 VAT increase that was announced by the National Treasury earlier today. First introduced in 2020, Ramaphosa described Operation Vulindlela as a strategic initiative designed to accelerate the implementation of economic reforms and bolster the country's economic recovery. A joint effort between the Presidency and National Treasury, Operation Vulindlela seeks to modernise and transform key network industries, including electricity, water, transport, and digital communications. According to Dicks, the initiative has already achieved significant success. "The essence of the reform programme was to try and develop an approach where we could fast-track some of the reforms and policy decisions we've taken," Dicks explains. The second phase of the programme is set to expand, incorporating additional structural reforms in sectors such as electricity, freight logistics, telecommunications, water, and skills development. The Department of Communications and Digital Technologies says it welcomes the decision of the National Treasury to assist the South African Post Office with 150 Million rands. These funds are expected to help address the Post Office's immediate financial pressures. This follows threats by the Communication Workers Union to close down all branches of the Post Office countrywide demanding a fifteen percent salary increase. The stability of the of the GNU has been thrust in the spotlight once again after its failure to present its first budget on Wednesday. This is not the first time that GNU partners openly differed politically, ideologically and otherwise. With three Bills having been enacted into law since the GNU formation last year, several parties including the DA and the Freedom Front Plus among others have not supported these Acts and even threatened to take Some of them to court. Financial Compliance expert Paul Nel of Prisma says the solution to collecting the R92 billion owed to ESKOM by municipalities and the billions owed to Water boards is to liquidate dysfunctional municipalities in terms of the Municipal Finance Management Act after all the intervention processes of provincial and National Treasury have failed. “…it's more of a business rescue. It's not the same as what we understand on the liquidation with the private sector or any other business or private person where all the assets are sold. Not with a municipality. It is only the non-essential assets that must be sold and the full amount of that should be provided for full settlement for all its obligations, which is basically ESKOM and Water Boards." Nel says, in terms of the MFMA, a court order could also be obtained to get rid of the whole council as well as of all officials that are not adding value to the municipality. “…the big advantage of such a drastic step is that you will have a Metro or municipality with a clean sheet with no obligations.” Nel also provides figures on how ESKOM has overcharged the consumer since 2009, and gives his take on the reasons behind the continued high tariff increases. He was one of those who made a presentation to The National Energy Regulator of South Africa (NERSA) on the proposed 66% tariff hikes over the next three years.
Some City of Jo'burg councillors are in the cross-hairs after a court ordered that City Manager Floyd Brink must resign because his reappointment was unconstitutional, unlawful and invalid. This ruling comes after the Democratic Alliance (DA) challenged Brink's appointment in court after the ANC/ EFF/ PA/ActionSA coalition supported his irregular appointment. In this interview with BizNews, DA' Caucus Leader Belinda Kayser-Echeozonjoku says: “…we have written already…to the Minister and the MEC and the National Treasury and the AG to look at fruitless and wasteful expenditure with a view to recover the cost from these councillors who voted in favour of these unlawful decisions.” Meanwhile, they are awaiting the City's next move: “We haven't seen any reaction from the City Manager himself, now former City Manager, but we have seen statements from the Executive Mayor who said they are still studying the judgment to determine what will be the next directive to take.
