Dr Lennit Max: To save SAPS, purge the politics…

The only way to save the South African Police Service (SAPS) is to “sanitise” it from political interference and put proper management in place. So says former Western Province Provincial Police Commissioner, Dr. Lennit Max. He points out that currently, the National Commissioner, his deputies and the nine provincial commissioners are black. He says in terms of current regulations, the National Commissioner can only appoint from Major General upwards in consultation with the Minister. “that… is in itself political interference where the Minister must agree to an appointment”. Dr Max describes a breakdown in trust between Minister Senzo Mchunu - now on special leave - and National Commissioner Fannie Masemola - and says one of them will have to leave otherwise it will “affect the rest of the police and ultimately negatively affecting service delivery to the people”. He estimates that public trust in the police has dropped below 20% following the explosive allegations of police capture made by General Nhlanhla Mkhwanazi. Dr Max also outlines the various legal mandates of the police as SAPS faces civil claims of more than R14 billion for unlawful arrests and detentions and another R741 million for shooting incidents involving members of the public.

Report poses serious questions about effectiveness of scrap export ban

Serious questions about the effectiveness and desirability of South Africa's prevailing scrap export ban have been raised in a new report, which calls for its immediate lifting unless evidence can be produced showing that the ban is having the desired effect of preventing infrastructure-related theft. Published by XA Global Trade Advisors, the report follows hot on the heels of a decision by ArcelorMittal South Africa to wind down its long-products business, partly because its integrated mills are unable to compete with those electric-arc furnaces that have secured a significant raw material advantage as a result of the trade restrictions placed on scrap. XA Global Trade Advisors CEO Donald MacKay argues that the combination of the price preference system, scrap export duties and the prevailing export ban have distorted the domestic steel value chain and have created financial risks that could have major implications for the State-owned Industrial Development Corporation (IDC) if unwound. The report calculates that there are yearly value transfers of R4.5-billion from metals recyclers to the scrap-based mini-mills on the three-million tons of scrap being sold yearly. It also estimates that the IDC has built up a R14-billion exposure to scrap-metal consuming sectors, which has created an incentive to sustain these transfers to companies that have become increasingly reliant on subsidised raw materials as electricity prices rise and infrastructure fails. "The electricity price cannot be lowered and so all the pressure is applied to the scrap recycling sector," the report argues. In response, the IDC told Engineering News that its exposure to steel-related companies stood at about R10-billion and was not confined to scrap-metal consuming firms. "The rationale for the IDC support provided to mini-mills was to increase competition in the primary steel industry, improve economic inclusion, access to markets for small and medium enterprises and black industrialists, and to enhance competition in related products. "The investment case also concerns market segmentation and the ability to comply with the market's requirements," the IDC stated. It added that the mini-mills supplied a complementary range of "fit-for-purpose" commodity products which were mainly driven by competitive factors such as an ability to respond to the market in a short period of time at the right price. "While several of the IDC's investee companies produce the standard commodity-type bar mill range, upgrades have also taken place over the years towards higher quality products and diversification," it added in response to questions. The XA report also highlights a lack of data transparency since the initial ban on the export of ferrous and nonferrous scrap metal was imposed by the Department of Trade, Industry and Competition (dtic) on November 30, 2022, or following its six-month extension on July 31 this year. MacKay says that, despite Promotion of Access to Information Act requests, no information has been released on the theft of infrastructure since the ban, with even Transnet's cable theft data, which had been published regularly on the State-owned utility's website, having been removed from the public domain. Transparency, MacKay argues, is essential for assessing whether the ban's negative economic impacts are outweighed by the benefits. "The secrecy around scrap metal policy has created fertile ground for lobbying and corrupt decisions," he adds. The dtic told Engineering News it would study the report but did not want to comment so close to the closing date for comments on whether or not to extend the ban. "All comments received by the closing date will be carefully considered by Minister Ebrahim Patel before a decision is taken. "The Minister will consider all inputs and will carefully weigh the impact of the scrap and waste-metal ban on the steel value-chain against the substantial damage done to infrastructure and the associated disruptions to bus...

Electricity reform bears fruit with 1 185 generators now registered with Nersa

The National Energy Regulator of South Africa (Nersa) reports that it registered a further 98 generation facilities - with a combined capacity of 908 MW and an investment value of R17.3-billion - during the second quarter of its 2023/24 financial year. These registrations, which took place from July to September, raise to 1 185 the total number of generation facilities registered since 2018. However, the pace of registrations accelerated markedly after a 2021 reform was made to Schedule 2 of the Electricity Regulation Act, lifting the licence-exemption cap from 1 MW to 100 MW. That cap was subsequently removed entirely to accelerate investment as power disruptions intensified. In August, the National Energy Crisis Committee reported that, since the implementation of the regulatory changes, the pipeline of private sector generation projects had increased to over 100 projects representing more than 10 000 MW of capacity. Projects registered with Nersa to date, meanwhile, have a combined capacity of 5 785 MW and an investment value of R111-billion and exclude the thousands of smaller installations that have been implemented by households and businesses in response to loadshedding. Eskom has estimated that some 4 400 MW of behind-the-meter generation was installed between July 2022 and July 2023, mostly in the form of rooftop solar. Nersa reports that 92 of the registrations during the second quarter were for solar photovoltaic (PV) facilities, which make up 71% of the capacity registered. The balance comprises two solar PV projects with battery energy storage systems, two co-generators and two wind projects. Regulator Member responsible for Electricity Regulation Nhlanhla Gumede commended the uptake in registrations, which he indicated had been processed by Nersa within an average of five working days. However, he recommended that future registration applications for generation facilities of variable energy sources be coupled with battery storage. Sixty-eight of the generation facilities registered during the period are connected to the Eskom network and have a total capacity of 785 MW and an associated investment value of R14.8-billion. A total of 30 generation facilities are connected to the municipal distribution network, with a capacity of 27 MW and investment value of R2.5-billion. The three provinces with the highest number of new registered generation facilities in the second quarter were Gauteng (19 projects for 11 MW), Western Cape (17 projects for 119 MW) and KwaZulu-Natal (15 projects for 7 MW). The top three provinces by capacity were the Free State (251 MW across 7 projects), North West (192 MW across 11 projects) and the Western Cape. The 11 projects registered in the North West province during the period carried the highest investment value, at R5.8-billion. The average investment cost for the second quarter of the 2023/24 financial year is R19 000/kW, Nersa states.

This audio is brought to you by Wearcheck, your condition monitoring specialist. South African ilmenite used to manufacture titanium dioxide pigment in KwaZulu-Natal has received a major value boost with the signing of an engineering, procurement and construction (EPC) contract for the long-awaited sulphuric acid titanium dioxide project that has been championed over many years by Nyanza Light Metals CEO Donovan Chimhandamba. The project highlights the huge opportunity for Africa and South Africa to move up the value curve by establishing advanced material production companies that make competitive use of locally mined materials. The $750-million required for the far-reaching titanium dioxide (TiO2) project is no small change and has been awaiting the high-level EPC signing with East China Engineering Science and Technology Company (ECEC), a subsidiary of China National Chemical Engineering Group Company. The signing was essential to give the many finance houses committed to funding the 80 000 t/y project the confidence needed. This solace stems from ECEC having built 31 plants in China over 60 years, as well as the EPC signed being followed by an ongoing operational upkeep agreement. The important backdrop to all this is that South Africa's ilmenite, a heavy mineral sands derivative, sells at around $300/t on export markets, whereas using it to manufacture TiO2 pigment at the Richards Bay Industrial Development Zone will enable it to potentially fetch a ten-times-higher $3 000/t. The first thing the R14-billion Nyanza project is seeking to achieve is to move Africa's abundant raw materials up the value curve, Chimhandamba emphasised to Engineering News & Mining Weekly in a Zoom interview earlier this year. The 80 000 t/y of TiO2 pigment is probably around half of Africa's buying capacity and just over 1% in terms of the global market. TiO2 is widely used in the fields of coatings, cosmetics, medicine, electronics and environmental protection. However, at present, there is not a single TiO2 factory in operation all across Africa, China Chemical Industry News journalists Li Dongzhou and Wang Peng have noted in their article sent to Engineering News & Mining Weekly. At last month's third Belt and Road Forum for International Cooperation held in Beijing, the EPC signing breakthrough was finally achieved. With shared technology and cooperation, Nyanza will produce TiO2 pigment in South Africa, demonstrating how the Belt and Road Initiative is benefiting development in Africa through cooperation with China, Dongzhou and Peng emphasise. Nyanza will be sourcing its ilmenite from within South Africa and Mining Weekly can report manufacturing costs could be lowered further if a way is found to blend in the 45-million tons of stockpiled ilmenite-containing slag at Evraz, the former Highveld Steel and Vanadium, in eMalahleni, Mpumalanga. The blending in could conceivably be brought about with higher-content ilmenite, or synthetic rutile from Richards Bay Minerals. Self-generation of 12 MW of solar power supported by battery storage is planned, augmented by cogenerated electricity from theTiO2 pigment plant itself once it is in operation. Already commissioned is a R200-million product testing and development centre, which is able to provide 700 t/y of TiO2 pigment sample to offtake partners. Offtake agreements for more than 60% of the 80 000 t/y capacity have already been signed and while the main plant is being built, the testing and development will be used to train the 850 employees that will be brought in early for upskilling. Africa Finance Corporation of Nigeria and African Export-Import Bank of Egypt are co-funders of the project's feasibility phase, and a third multilateral international finance institution is going through concluding the agreements. Senior debt is already oversubscribed, equity players have expressed interest, financial close is likely by year-end and construction is expected to begin next year. Arkein Industr...

This audio is brought to you by Wearcheck, your condition monitoring specialist. Higher free cash flow, higher recovered grades, higher production and higher received gold price have been reported by Harmony Gold in its operational update for the three months ended September 30, the first quarter of the JSE-listed gold mining company's 2024 financial year. Group operating free cash flow in the quarter rocketed by 278% to R3 236-million on higher recovered grades at the Mponeng and Moab Khotsong gold mines in South Africa and by a strong quarter at Hidden Valley in Papua New Guinea (PNG). "The first quarter saw a continuation of the strong operating performance across all our operations," Harmony stated in a release to Mining Weekly on Monday, November 13. High-grade South African underground operations contributed 53% towards group operating free cash flow and the PNG mine 22%. The initial quarter of Harmony's new financial year has been sufficiently buoyant to give confidence that annual guidance of 1 380 000 oz to 1 480 000 oz will be produced in the full year. All-in sustaining costs (AISC) below R975 000/kg and underground grade of 5.6 g/t to 5.75g/t are forecast. Highlights for the three months ended September 30 include a 17% increase in total quarterly gold production to 425 130 oz, compared with 363 336 oz the same three months of corresponding period of Harmony's 2023 financial year. AISC for the quarter was $1 404/oz was 7% improved and quarterly gold revenue was 33% higher at R14 781-million on an 18%-higher rand gold price received of R1 127 208/kg. Underpinned by the high-grade Mponeng and Moab Khotsong mines were 18% higher recovered grades to 6.29 g/t from 5.35g/t. owing to entry into the high-grade 'Big Red' part of the orebody. Silver production from Hidden Valley jumped by 55% to 993 914 oz and the average silver price received rose by 35% to $23.59/oz, taking revenue to R433-million. Production of uranium, a by-product of the gold extraction process at Moab Khotsong, leaped by 50% to 154 420 lb and uranium sold by 116% to 205 000 lb. Year-on-year, the average uranium price received increased by 24% to $58.21/lb, resulting in uranium revenue of R223-million for the quarter. Harmony's key gold projects in execution include the tailings storage facility expansion at Mine Waste Solutions and the Zaaiplaats project, which is the life of mine extension at Moab Khotsong. Harmony looks forward to working with Newmont as it continue with the permitting of Wafi-Golpu in PNG. Sustainability is informing the updating the feasibility study for the Eva Copper project in Australia, where a key project consideration is to include the supply of renewable power in the project plan. The sequencing of capital expenditure is expected to remain largely unchanged, with comfortable levels of capital intensity alongside a robust balance sheet. Regarding health and safety, Harmony is deeply saddened by three colleagues - Amahle Nodangala, a rock drill operator and Luvuyo Sangeni, a development team member, both from Kusasalethu in Gauteng, and Mlandelwa Zide, a scraper winch operator from Tshepong North in the Free State - losing their lives in two separate fall-of-ground events.

¡Vaya lio! ¿O no? ¿Me he olvidado de alguno? Espero vuestros comentarios . Y en un próximo vídeo, los F1. Coche del día. Cualquiera me valdría.

Despite attractively priced assets, the lure of remaining listed declining and a swift bounce back from Covid, Private Equity suffered its annus horribilus last year. Private equity investments totalled R14.9 billion in 2021, a marginal increase from R14.5 billion in 2020. But the number of deals was still the lowest since 2011, and the value is less than half of what the local industry attracted at its peak in 2018. Fund raising remains tough for South African private equity GPs as evidenced by the latest SAVCA survey which shows that Funds Under Management increased by 5.6% to R206.2bn down from a 5.8% increase in 2020. Coches incomprendidos: Renault 14. El "coche pera"

El Garaje Hermético de Máximo Sant

Play Episode Listen Later Aug 28, 2022 17:10

After being called bullish about the Rand; TreasuryOne's currency expert Andre Cilliers is confident that the rand can remain entrenched between R14.50 and R14.85 in the near term. He told Biznews that the Rand strength is supported by peace talks between Russia and Ukraine and although people tend to forget what the impact of the war is as it drags on; it is still very much at the forefront. Cilliers also weighs on Moody's revision of the country's outlook to stable, and on the impact on the economy of billions of rands that was returned to the Treasury by the North West and other provinces.
