This is the second of a two-part series about UBI. You can find the first episode here.    This month we continue our discussion on the Universal Basic Income (UBI), a radical idea to extend regular, unconditional cash benefits to everyone. The UBI challenges certain social protection orthodoxies, for example by providing an equal amount of support to all, independent of needs, and by removing obligations on the part of recipients in order to receive benefits. There are different views on how generous a UBI should be, whether it's in addition to, or replaces other forms of social spending. And the literal multi-billion dollar question is – how to pay for it!  This episode is the second of a two-part series on UBI. In the first episode, our guests discussed the implications of UBI for the world of work. If you missed it, we suggest you start there.   In this second episode, we ask our guests to reflect on the ways UBI fits in with social protection systems. The truth is that despite many pilots and trials in countries as diverse as Kenya, Canada, and Finland, no country has managed to implement a full UBI. Drawing from these experiences, we address what is commonly the number one objection to making UBI a reality - namely, cost. More specifically, we delve into aspects of affordability (How can countries finance it? The hallmark of a strong stable civilization is the extirpation of extreme poverty. Many countries have realized this and implemented small-scale universal basic income (UBI) plans as a safety net for individuals or families suffering unexpected setbacks. Dr. Jim Pugh, a UBI activist and co-founder of the Universal Income Project, believes that supporting the most impoverished populations is how we can build a more humane, ethical society. Critics of UBI suggest that granting everyone - and we mean everyone - a guaranteed stipend would be harmful to the economy and for the 'pull yourself up by your bootstraps' mentality that is prevalent in individualistic societies. This hasn't been the case in UBI pilot programs. While there is some minor decrease in amount of time spent working a job, much of that time is spent on skill acquisition and education that provides for future economic advantages. Our conversation also investigates the remodeling of political structures, the differences between the U.S. and parliamentary republics, and the role of unpaid work such as child-rearing. Sometime in the last few weeks, or months, or years, you may have heard about this idea called “universal basic income.” It’s the idea that maybe governments should give a monthly stipend—no questions asked—to everyone who lives there. It’s an idea we’ve covered quite a bit over the years, and it’s one that’s increasingly gaining steam among people on both sides of the political spectrum. Conservatives and libertarians say that it can simplify the bureaucracy associated with things like welfare and food stamps, and liberals like it because it would strengthen the social safety net. Why do we need a basic income now? Well maybe you’ve noticed, but automation is slowly but surely replacing a lot of jobs that humans used to do with ones that robots, drones, software, and artificial intelligence can do. We’re looking at a future where it’s possible that there simply won’t be enough jobs for everyone. Maybe that’s a good thing—in a post scarcity society, do humans really need to do menial jobs? And so basic income has been floated as both a cure to automation and potentially a better way to redistribute wealth. The movement is gaining steam around the world: Switzerland voted this last weekend on whether the country should “guarantee the introduction of an unconditional basic income.” The measure failed, but the fact that it was even on the ballot speaks to its increasing relevancy. In the United States, the startup incubator Y Combinator is doing an experiment that will give 100 people in Oakland between $1,000 and $2,000 per month to see how the “mechanics” of a basic income would work and to see what people do with the money. That project is controversial for reasons we get into the podcast. I called up Matt Krisiloff, who is head of the basic income project at Y Combinator, and Elizabeth Rhodes, the research lead of the project, to talk about how it’ll work and why a Silicon Valley startup accelerator is interested in this idea. Then, we talk to Natalie Foster, who is a cofounder of the Universal Income Project, about why she finds the idea so compelling.
