Beatrice, Tracy Rosenthal, Marques Vestal Session description: Discussions of “surplus populations” often fixate on labor markets; those cast out of work, left idle, or deemed unproductive. This session explores how the state organizes surplus not just through production, but through property and confinement. From land enclosures to the prison-industrial complex, the management of “surplus” has always been a question of containment, racialized abandonment, and carceral exile. Drawing on histories of displacement, abolitionist thought, and housed and unhoused tenant organizing, the discussion will examine surplus not as a demographic misfortune, but as a structural necessity of capital, and as a flashpoint of resistance. What emerges is not a question of productivity but of place—who is allowed to belong, and who must be removed to keep property regimes intact. "Poverty plan hit for fraud, waste," reported the Associated Press in 1966. "Study says government waste is unbelievable,” insisted United Press International in 1983. "Beneath Trump's Chaotic Spending Freeze: An Idea That Crosses Party Lines," announced The New York Times in January of this year. It's an argument that dates back decades, even centuries: Government is bloated, spending wastefully, and enabling widespread fraud and abuse. The only solution to this waste, fraud, and abuse is to root it out. Cutting salaries, personnel, or entire programs or agencies, it follows, will streamline government bodies, saving millions to billions of dollars.  But who gets to decide what's “wasteful” in the first place? How are these concepts routinely racialized? What effect does it have on a public dependent on social programs and essential government services like safety inspections? And why should governments be expected to “save” money, when their job—at least in theory— isn't to make money in the first place, but—again in theory—improve the welfare of its citizens? On this episode, we detail the past and present of the “waste, fraud, and abuse” framing, looking at how it's long been used to justify the degradation of essential social programs; mischaracterize governments as businesses; and weaken protections for workers, renters, and everyone else who isn't a capital-owning member of the elite.  Our guest is Death Panel's Beatrice Adler-Bolton.

Today's Headlines: Donald Trump's second-term cabinet is coming together fast. Hedge fund CEO Scott Bessent, a former George Soros employee and respected strategist, has been picked for Treasury Secretary. Other key roles include Lori Chavez-DeRemer for Labor, Scott Turner for HUD, and Brooke Rollins for Agriculture. Matt Gaetz, meanwhile, says he's leaving Congress after eight years to focus on supporting Trump from the sidelines. The DOJ is pushing to break up Google, proposing that it sell Chrome and Android to restore competition in online search. Google isn't thrilled, calling the plan “wildly overboard,” with closing arguments happening today. In Texas, the state board of education approved a Bible-based curriculum for public elementary schools, offering schools $60 per student as an incentive to adopt it. And in Georgia, the maternal death oversight panel was abruptly dismissed after whistleblowers exposed preventable deaths linked to the state's abortion ban.
