Dans un rapport colossal et dévastateur de près de 600 pages, le commissaire Gallant affirme que la direction de la SAAQ a menti sur l'état de réalisation du projet. Il soutient que le gouvernement de François Legault savait dès 2023 qu'il y avait des dépassements de coûts. Parmi ses recommandations, il suggère au gouvernement de développer une meilleure expertise en informatique pour éviter un autre fiasco comme celui de SAAQclic.
