In 2023, the ITRC Contaminants of Emerging Concern (CEC) Framework was published to help environmental regulatory agencies and other stakeholders identify, evaluate, and manage CEC's while acknowledging uncertainties in their environmental fate and transport, receptor exposure, and/or toxicity. Such an approach can be conducive to improved allocation of regulatory response resources and provide a foundation for communicating potential risk to stakeholders. The ITRC framework is comprised of a white paper and four associated fact sheets. In the white paper, CEC are defined as: "substances and microorganisms including physical, chemical, biological, or radiological materials known or anticipated in the environment, that may pose newly identified risks to human health or the environment." The framework is meant to help environmental regulatory agencies and other stakeholders by providing examples of CEC monitoring programs and guiding the user through the process of identifying CEC key characteristics, how to communicate real and perceived risk from CEC to the public, and how laboratory analytical methods can be used in the identification process.The ITRC CEC training presents this entirely new framework for identification, prioritization, and communication of CEC. This course includes the following topics:An overview of the framework, how and why it was developed, the factors that influence the creation of CEC management units at the state level, and a listing of existing CEC monitoring programs.A discussion of key variables that may be used as criteria to identify and prioritize CEC for response actions. This portion of the course includes a case study that illustrates how the identification and prioritization process works with an "unknown" chemical CEC.Practices and methods for stakeholder messaging and how to share incomplete information on CEC that could impact human health and the environment. This portion of the short course builds upon the ITRC Risk Communication Toolkit by providing additional detail addresses communications plans, message maps, and audience identification.A paradigm for how laboratory methods can be used to identify CEC ranging from: "Is compound X in the sample and at what concentration?" (i.e., known knowns) to"Which compounds from the list are in this sample?" (i.e., known unknowns) to"What is in the sample?" (i.e., unknown unknowns). CEC are typically compounds or substances whose occurrence or effect is unknown but may or may not be understood through similar compounds or substances. This module includes a discussion of the use of targeted and untargeted analysis to identify a CEC.Participants will learn the elements of the CEC framework and gain an understanding of the framework application from case studies. Participants are encouraged to review the ITRC CEC Framework prior to the class. We are living in times which have been the result of many past solutions, but also still have massive problems. One could imagine they are a problem solver wrestling chaos into order, while far too often, much of their struggle is spent wrestling shadows which are phantoms born of misidentification. And one might as well attempt surgery with a blindfold as try to solve a problem one refuses to properly name. Because a problem improperly named is a labyrinth without an exit. The inability to accurately identify a problem is not a minor intellectual slip; it is the very mechanism by which bad ideas perpetuate themselves. If it is misdiagnosed, it's misprescribed. It's as simple, and as fatal, as that. Take something personally ordinary one might say: Such as “I'm bad at relationships.” That sounds like a problem definition, but it's actually a story conclusion. The real issue might be communication habits, attachment patterns, or even just consistently choosing incompatible partners. John Lott on U.S. Military Bases Gun-Free Zones Policy (1992-1993) (Savage) John Lott argues that U.S. military bases should never have implemented gun-free zones, as these policies disarm trained personnel, leaving them vulnerable to attackers, evidenced by multiple mass shootings totaling 24 murdered and 38 wounded. James: New York Permanent Injunction on Social Media Gun Permit Requirement (Savage) In Antonyuk v. James, the United States District Court for the Northern District of New York issued a permanent injunction against New York's requirement for concealed carry applicants to disclose social media accounts from the past three years, as part of the Concealed Carry Improvement Act. The state consented to this injunction, removing the provision from the PPB-3 license application form. Litigation continues on other aspects of the Act, including restrictions on sensitive locations. Trump's FY2027 Budget Proposal (Civil Rights Division and ATF Funding for 2A Protection) (Savage) President Trump's FY2027 budget proposal includes targeted federal funding to defend Second Amendment rights, such as $1.4 million for a new office in the DOJ Civil Rights Division to protect against unlawful infringements and pursue enshrining those rights. It allocates $4.8 million to the Office of the Pardon Attorney's Firearm Rights Restoration Initiative for law-abiding citizens to regain rights post-justice obligations. The budget supports ATF in reversing prior regulations on background checks, pistol braces, homemade firearms, and FFL revocations, redirecting focus to illegal traffickers. Beckwith v. Frey: First Circuit Rules Gun Purchases Not Protected by Second Amendment (Savage) In Beckwith et al. v. Frey, the U.S. Court of Appeals for the First Circuit reversed a district court's preliminary injunction against Maine's 2024 72-hour waiting period for gun purchases (Me. Stat. tit. 25, § 2016). The panel held that the Second Amendment's plain text protects keeping and bearing arms but not the act of purchasing or acquiring firearms. This creates a circuit split with other circuits recognizing a right to acquire arms. ATF Frames and Receivers Rule (Updating 2021R-05F) – Bondi v. This follows the 2022 rule upheld by the Supreme Court in Bondi v. VanDerStok (2025). The update eases restrictions on some metal unfinished kits while maintaining strict regulation on polymer frames.
