KSL 5 TV's Brian Carlson spoke to a family that under this new program, they will be paying nearly a thousand dollars a month on just water usage. Dave and Debbie speak to Provo City Council Vice-Chair Rachel Whipple about the unique infrastructure problem Provo is facing and why they are making these changes. Gordan Haight - Public Works Director Provo City shares his insight.
