Regina was born and raised on a dairy farm in Frederick County and attended Frederick County Public Schools. She earned her Bachelors Degree from Hood College, and is a CPA with a Masters Degree in Accounting & Financial Management from UMUC. During her tenure as Frederick County Budget Director, she was responsible for creating the budget and 6 year projections for the Bond Rating Agencies in New York that resulted in Frederick County being upgraded to AAA by Standard & Poor’s. For the first time in history, Frederick County had AAA bond rating by all three agencies. Fewer than 50 counties out of more than 3,000 counties nationwide have AAA bond ratings from all three rating agencies.
