Gerrymandering is a fun, time-honored way to rig elections on behalf of incumbents and political parties over irritants like competitive democracy. In 2010 it became industrialized. Or, rather, digitized--which had far-reaching impacts on American politics. Heaton speaks with Barak Goodman and Chris Durrance, co-directors of "Slay The Dragon," a film about a major coup in American political history.

One thing is certain about the presidency of George W. Bush: It was consequential. From the Sept. 11 attacks, through the war in Iraq and Hurricane Katrina and into the financial crisis of 2008, the country was sent careening through an era of deep disruption that changed the way Americans live and think. At the center of it all was the president, first as a unifying figure, later a divisive one and, finally, a derided one. From the moment his presidency ended, amid economic devastation and two prolonged wars, questions remain about how the first presidency of the 21st century would be remembered. Would history damn George W. Bush or somehow exonerate him? Twelve years later — with the nation again in the midst of a transformative crisis, led by a historically divisive Republican president — historians are beginning to take another look. For this episode of the Crosscut Talks episode, we speak with Barak Goodman, the director of a new American Experience film about Bush, and historian Robert Draper about the 43rd president and his legacy.

After the 2008 election, a secretive, well-funded partisan initiative poured money into state legislative races in key swing states to gain control of their redistricting processes and used high-tech analytics to dramatically skew voting maps based on demographic data. The result is one of the greatest electoral manipulations in U.S. history, one that poses a fundamental threat to our democracy and exacerbates the already polarized atmosphere in Congress and state houses across the country.  Gerrymandering, the practice of redrawing electoral maps to serve the party in power, has been around for centuries. But in today’s hyper-partisan political environment it has been taken to unprecedented extremes, fueled by the elimination of corporate campaign contribution limits and the availability of vast amounts of personal information. The effects of this insidious strategy have continued to bear fruit through the 2018 midterms. But voters, fed up with cynical efforts to sidestep the will of the majority, have begun fighting back. In one example, a grassroots movement led by a young with no political experience gathered hundreds of thousands of signatures to put an anti-gerrymandering initiative on the ballot in Michigan. The new documentary SLAY THE DRAGON shines a light on this timely issue, and follows a handful of citizens’ groups, outraged by what they see as an attack on the core democratic principle that every person’s vote should count equally, as they battle party operatives and an entrenched political establishment to fix a broken system. Co-directors Barak Goodman and Chris Durrance stop by to talk about their approach to tackling a complex issue, and finding the grassroots activists who have shown that there is a way to affect real change despite the overwhelming odds. For this second episode of our current season we try something new with a look back at an important film from the past, Barbara Kopple’s 1976 Harlan County U.S.A., which won the 1977 Best Documentary Oscar. Why this trip down docu-memory lane? Two reasons: 1) our guest host this week is actually a guest historian, Betsy McLane, who not only knows just about everything there is to know about documentary history, but also knows quite a lot about Kopple; and 2) the coal miners of Harlan County, Kentucky, are once again on strike, gaining national and international attention over the summer. Plus ça change … And while we’re on the topic of great films about unions, we thought we’d also play a recent interview Chris did with directors Steven Bognar and Julia Reichert of American Factory, just recently released on Netflix, which tells the story of what happens when a Chinese glass company takes over an abandoned GM plant. It starts out so well, but then, well … you’ll just have to listen to our podcast and then watch the movie. Enjoy! Group Review Documentary: HARLAN COUNTY U.S.A. On this week's Politics with Amy Walter: The fight over redistricting and who gets to wield the pen. “Slay the Dragon,” chronicles the challenges to congressional maps in several states that have been accused of partisan gerrymandering including Michigan and Wisconsin. In Michigan, voters approved a ballot measure in 2018 to take map-drawing power out of the hands of the legislature and put it into the hands of an independent commission. The film also follows the legal team involved in Gill v. Whitford as that case from Wisconsin makes its way to the Supreme Court of the United States.  Barak Goodman is the co-director of Slay the Dragon. The film will premiere later this month at The Tribeca Film Festival. Scott Walker was the governor of Wisconsin from 2011 to 2019. During his tenure, Republican lawmakers created new congressional districts which he then signed into law. Walker is now the Finance Chairman of The National Republican Redistricting Trust, but he's also been accused by critics of partisan gerrymandering. Amy Walter speaks to Walker about why he decided to continue to focus on an issue that has embroiled him in so much controversy. Eric Holder, the Attorney General under President Obama, recently wrote an editorial for The Washington Post in which he announced that he will not be running for president, and instead will focus his energies on the “fight to end gerrymandering.” We talk to Holder about why he thinks this is a such an important issue for Democrats to combat right now.  On March 26th, the Supreme Court of the United States heard oral arguments in this term’s gerrymandering case. Amy Howe, the co-founder of SCOTUSblog, brings us up to speed on what happened and what to watch for.
