The India Meteorological Department has issued an ‘orange alert' for the next two days in the city. Four deaths have so far been reported in the rain-related incidents, including three due to electrocution and one due to a rock fall. The city witnessed three landslides and a wall collapse as confirmed by the Police Commission.Meanwhile, due to torrential rains local train services in Mumbai were disrupted, as heavy waterlogging in many places brought traffic to a standstill. The IMD issued a ‘red alert' for Mumbai and the neighbouring districts of Thane and Raigad. SpiceJet, Air India, and IndiGo also announced potential flight disruptions, while schools and colleges were shut.The debate on the Union Budget 2024-25 is underway in both Houses of the Parliament. Congress MP from Jalandhar, Charanjit Singh Channi said there is an undeclared emergency in the country citing the crisis in Manipur, the plight of farmers, rape of Dalit woman in UP. Channi also raised the issue of the depreciation of the Indian rupee's value and questioned the absence of Prime Minister Modi, Home Minister Amit Shah, and Finance Minister Nirmala Sitharaman in the House.Aadhaar-based fingerprint authentication, facial recognition of candidates, and live Artificial Intelligence-based CCTV surveillance are among the measures that the UPSC now plans to introduce to prevent “cheating, fraud, unfair means, and impersonation” during the examinations that it conducts. This comes in the wake of the case of trainee IAS officer Puja Khedkar who is facing a UPSC probe for allegedly “faking her identity” and a row over the NEET UG paper leak case.Typhoon Gaemi made landfall in Taiwan, leaving 22 people dead in the Philippines from flooding and landslides, and three in Taiwan, with more than 220 reported injured. The island has seen persistent flooding in low-lying areas, landslides, and damage to homes and shops. Offices and schools in Taiwan were closed for the second consecutive day today and people were urged to stay home and away from the coastline. The island is regularly hit by typhoons and has boosted its warning systems, but its typography, high population density and high-tech economy make it difficult to avoid losses when such storms hit.This was the Catch-Up on the 3 Things by The Indian Express.
1. Congress is caught in a big crisis, being unable to decide between Siddaramaih and D K Shivakumar --after impressive win in Karnataka; Shivakumar camp is firm that he should be given the opportunity to head the government as he had revived the party organisation at a time when it was hit by defections and desertions. His supporters also pointed out that Shivakumar enjoyed the backing of powerful caste groups such as the Vokkaligas and Lingayats. They also argued that Siddaramaiah's emphasis on personality-based politics did not make him a team player, and alleged that the supporters of the former Chief Minister had sabotaged the election of former KPCC chief G. Parameshwar from Koratagere in 2013. However, supporters of Siddaramaiah argued that he not only enjoyed the support of the majority of the newly elected MLAs but is also responsible for Congress' mass outreach among AHINDAs, an acronym for the rainbow coalition of religious minorities, Other Backward Classes and Dalits. 2. In Rajasthan, young Sachin Pilot, then Congress chief in the state, was seen to have led the party to victory in 2018 but the Gandhis, as seen often, chose the old guard, in Ashok Gehlot, for the CM's chair. It was a decision that has kept the Rajasthan Congress divided into two, though unequal, groups. Pilot mounted a mini-revolt against the party but couldn't pull off his coup in 2021 because Gehlot had the numbers. However, Gehlot's revolt in 2022 was by no means mini: he said a defiant no to becoming the Congress national president, a one-stone-two-birds ploy of the Gandhis aimed at clearing up Rajasthan for Pilot. A similar conundrum was seen in Punjab where Navjot Singh Sidhu, as state party chief, was leading the 2022 assembly election while his bªte noire, Amarinder Singh, was the CM. On the eve of the polls, the Congress played the Dalit card by making Charanjit Singh Channi the chief minister but the Amarinder-Sidhu and anti-incumbency mess was too much to be cleared by such last-minute gimmicks. The AAP won the border state, one more step toward replacing the grand old party as India's potent opposition force. 3. Will Karnataka set the political mood for 2024 Lok Sabha elections? The picture was clear from the beginning, on Thursday morning, when the early trends from postal ballots started trickling in. Celebrations erupted in the camps of BJP, which later clinched four of the five states which went to polls. The two big states Uttar Pradesh and Punjab went to BJP and Aam Aadmi Party respectively. While it was Aam Aadmi Party's first victory in any state outside UT of Delhi, BJP won UP for the second time running. With this, the BJP has become the first party to win two consecutive UP Assembly elections since 1985. The elections in Manipur and Uttarakhand went in favour of the BJP, which also emerged as the single-largest party in Goa. With the three independent winners declaring their support for BJP in the coastal state, the party is confident of forming the government. But, apart from victory, the two most populous states of UP and Punjab are also offering a set of challenges to ruling parties. The freebies announced by both the parties in their bid to come to power will also add to the financial burden. Like Aam Aadmi Party had announced to give Rs 1,000 to every woman aged above 18 years in Punjab after coming to power. And now that it has come to power, this promise alone is expected to cost the state exchequer over Rs 1000 crore a month. Besides this, the party has promised a 24-hour water supply and 20,000 litres of water free of cost to every household each month along with an assurance that no new taxes would be introduced. Party convener Arvind Kejriwal had also promised free electricity up to 300 units a month for domestic customers. The state is already reeling under a high debt of about Rs 2.8 trillion. For this fiscal, it owes about Rs 8,000 crore in pending power subsidy dues to Punjab State Power Corporation. The annual dues to the state discom have swelled to more than Rs 20,000 crore. Chief minister Charanjit Singh Channi had recently waived off electricity bills and water dues amounting to thousands of crores. Punjab has India's highest debt-to-Gross State Domestic Product (debt-to-GSDP) ratio, which stood at 53.3% in FY22. The situation is so dire that its annual debt servicing liability is higher than its annual gross borrowings. The state also fares poorly when it comes to own tax revenues as a percentage of total revenue receipts. Just 39% of its total revenue came from own-tax revenues. It gets more money from the Centre. About 52% of its revenue comes from Central transfers. Meanwhile, UP is a tad better than Punjab. Yogi Adityanath, who is set to take over the reins of UP for the second time, will have to factor in UP's debt which is expected to be one-third of the state's GDP by this financial year end if he continues welfare schemes and meets BJP manifesto promises of free power supply for irrigation to farmers. UP distributed free ration between December 2021 and February 2022 as part the Covid relief package just ahead of the state polls. Political observers have attributed this as being one of the factors that turned the voters towards the ruling dispensation. The free distribution done to almost 146 million beneficiaries is expected to cost the exchequer around Rs 300 crore per month, officials said. Besides free rations, welfare schemes like PM Awas Yojana, which provided monetary assistance to build homes, Swachh Bharat Abhiyan to build toilets, and cash transfers to farmers under the PM-KISAN scheme also helped BJP come back to power. However, Uttar Pradesh had the highest percentage of population who were multi dimensionally poor after Bihar and Jharkhand, according to a recent NITI Aayog report. Nearly 38% of the state was suffering from multidimensional poverty. The menace of stray cattle has also emerged as one of the biggest issues of the state's farm economy, causing heavy losses to the incomes of farmers. After much anticipation and drama in the political corridors of Punjab, incumbent Chief Minister Charanjit Singh Channi was declared the CM face of the Congress in the upcoming Punjab Assembly elections. Making the announcement, senior Congress leader Rahul Gandhi said that it was not he who made the choice, but the people of Punjab, who said "we want someone from a poor home as the chief minister." The question of who would become the CM candidate had been festering in the Punjab Congress for months, with constant infighting between CM Channi and Navjot Singh Sidhu, who had even gone on to resign in protest earlier last year. Now that Channi has been chosen, will the Congress' plan to consolidate the decisive Dalit votes in Punjab work? Also, what is next for Sidhu? Prime Minister Narendra Modi's recent visit to Punjab turned into quite a fiasco with his convoy being stranded on a highway and the PM being forced to cancel his plans and public addresses in the state. What followed was a full-blown political slugfest between the BJP-led Centre and the Congress-led Punjab government. Shortly after the episode, the Ministry of Home Affairs issued a statement accusing the Charanjit Singh Channi government of a lapse in the PM's security. Seeking a detailed report on the matter, Home Minister Amit Shah tweeted, "Such dereliction of security procedure in the Prime Minister's visit is totally unacceptable and accountability will be fixed." Other BJP leaders like Smriti Irani also went onto claim that there were "murderous intentions" behind such an oversight. Former Punjab CM and Congress leader Amarinder Singh, who is now a BJP ally, went a step ahead and asked CM Channi to quit. While the Punjab government has constituted a high-level committee to investigate into the lapses around the visit, CM Channi, on his part, has denied any breach. Rejecting the allegations that PM Modi's life was in danger, he said, "Narendra Modi is our PM. I would lay down my life to protect him, as a Punjabi." But how did this visit take such a wild turn? How did PM Modi end up being stranded on a flyover? Who is to blame for the security lapses? And the most important question, given that Punjab is headed to the state elections: is there a political gameplay here?
