This is Nelson John, let's get started. Delhi's liquor policy has been marred by controversy, leading to significant disputes and changes over the years. In November 2021, the Delhi government privatized liquor sales, aiming to boost revenue. However, by August 2022 this policy was reversed following a CAG report that highlighted alleged undue advantages given to licensees, which purportedly led to losses exceeding ₹2,000 crore for the exchequer. This reversal resulted in the shutdown of more than 400 private liquor stores, returning control to four government agencies. The latest controversy, Varuni Khosla explains, arose from a meeting on 10 January involving government agencies and alcohol distributors. They discussed implementing a 'fixed-ordering' system aimed at diversifying the range of affordable liquors available, particularly whiskeys, and curbing the promotion of lesser-known brands. This initiative, which was launched despite the election code of conduct, specifically targeted certain Punjab-made whiskey brands accused of being disproportionately promoted. Since the covid-19 pandemic, there's been a big shift in India's snacking habits, with a growing focus on healthier choices. This change has sparked a surge in the popularity of products such as protein bars, makhana, quinoa puffs, oats bhujia and ragi chips, thanks to new-age companies such as Farmley, Happilo, Evolve Snacks and Open Secret. These brands are tapping a market that was once considered niche but is now going mainstream. Companies such as Happilo and Farmley are seeing impressive growth, with revenues skyrocketing as they cater to the health-conscious. This shift has even caught the attention of big FMCG players such as ITC, Marico and Tata Consumer, which are now acquiring startups in this space. However, creating snacks that are healthy, tasty and affordable remains a challenge, writes Samiksha Goel, as ingredients that boost health credentials are often more expensive. Yet, the industry is striving to balance these factors to keep these snacks appealing and affordable. Indian companies are revamping retirement benefits to address the inadequacy of traditional statutory plans such as provident funds and gratuities. More firms are now opting for the corporate National Pension System (NPS) and exploring private insurance investment options to enhance retirement benefits and retain employees longer, Priyamvada C and Devina Sengupta write. WTW's 2024 study highlights a significant shift towards corporate NPS, with over half of Indian employers planning to introduce it soon. These include major corporations such as Tata Motors, which is considering converting superannuation funds to corporate NPS to offer market-linked returns and allow employees to choose their pension fund managers. The shift to NPS, which was introduced by the government for its employees in 2004, offers tax benefits and is seen as more flexible and cost-effective. Companies such as Coca-Cola India have already adopted NPS, aligning it with their overall employee well-being strategies. India is steadfast in not granting unilateral trade concessions to the US under Trump's 'America First' policy but is open to discussions on market access for American products in exchange for no new trade barriers against Indian goods. Amid potential trade talks, India is focused on enhancing access for U.S. products in healthcare, automotive and agriculture, possibly increasing imports such as crude oil and specific agricultural goods. Despite historical trade friendliness, India is cautious about committing without reciprocal benefits, especially concerning higher U.S. tariffs on Indian exports. The country remains open to discussions that could include facilitating market access for U.S. firms in satellite communications and reducing barriers for U.S.-made electric vehicles and motorcycles. Both nations aim to balance trade interests with strategic economic cooperation. India's government is considering changing its initial plan to merge three struggling general insurers—National Insurance, United India Insurance, and Oriental India Insurance—into a single entity. Instead, it may now select one of these insurers for privatization this fiscal year while bolstering the others with additional capital to strengthen their balance sheets. The decision will be informed by an upcoming assessment of their financial performance. Previously, a merger and public listing of the three insurers had been proposed in the 2018-19 Union budget, but progress has been slow. NITI Aayog had suggested privatizing United India Insurance, but this plan has yet to materialize. As of the last quarter, the solvency ratios of the three insurers were significantly below the regulatory minimum of 1.5, indicating financial instability. However, New India Assurance, the market leader, maintained a healthy solvency ratio and is not being considered for privatization.

It is designated as a UNESCO Biosphere Reserve. It is also the habitat of indigenous communities, including the Nicobarese and the Shompen, a ‘Particularly Vulnerable Tribal Group' (PVTG). The island is located on a seismically high-volatile zone, and experiences on an average one earth quake a week, of varying magnitude. The government of India has planned a ₹72,000 crore mega-infrastructure project on this island. The project plan, piloted by the Niti Aayog, includes a ₹40,000 crore International Container Transshipment Terminal (ICTT), a greenfield international airport, a gas-and-solar-based power plant, and a township stretching over 16,610 hectares. This proposed project will decimate 131 sq km of pristine tropical evergreen forest, destroy the primary nesting place of the giant leatherback turtle, and settle 350,000 people on an island whose current population is 8,500. Yet it has got environmental and forest clearance from the Union Ministry of Environment, Forest and Climate Change (MoEFCC). How serious are the risks of this project? How rigorous are the Environment Impact Assessments that were done? Elon Musk is coming to India. He is meeting Prime Minister Narendra Modi, and is likely to announce the entry of Tesla into the Indian market. The timing of this visit is interesting. Tesla used to be the world's largest seller of electric vehicles or EVs – but it lost that title to China's BYD Auto last year. Also, most of the EV markets in the West --- in North America and Europe – are in a slowdown. In China, Tesla has been losing ground to local competitors. But India, on the other hand, is looking to expand its EV density in a big way – it unveiled a new EV policy in March that is seen by many as tweaked to make the country more attractive for Tesla. What is the agenda of Musk's visit in the context of EVs? Is the price conscious Indian market ready for the kind of expensive EVs that Musk sells? If Tesla is allowed to sell imported cars, what happens to ‘Make in India' and technology transfer to local manufacturers? G. Krishnan is an economist based in Chennai and Singapore, and specializes in agriculture education systems, fisheries, and aquaculture research. He is currently an advisor at Infinite-Sum Modeling Inc and was a distinguished scientist of the Agricultural Research Service of the Indian Council of Agricultural Research. Badri Narayanan Gopalakrishnan is an economist specializing in trade and international policy. He is a Fellow at the (NITI) Aayog, Government of India, where he formerly led the institution's sections on Trade and Commerce, Strategic Economic Dialogue, International Cooperation, and Vision India@2047. The Union Finance Ministry has come out with a ‘White Paper' on the changes in the Indian economy in the past 20 years. In the 58-page document, which it presented in Parliament, the government compares the 10 years of UPA-rule from 2004 to 2014 with 10 years of NDA rule from 2014 to 2024. It claims that the NDA government in 2014 inherited a “deeply damaged economy” marked by “governance, economic and fiscal crises”. It further claims that the in the past 10 years, the NDA government has “turned around” the economy and “rebuilt” it from the foundations for long-term growth. Incidentally, this is the second such major paper from the government making significant claims in the economic domain. Earlier, the Niti Aayog had released a paper claiming that multidimensional poverty declined in India during the NDA years. A new paper released by the NITI Aayog has claimed that multidimensional poverty (MDI) has declined from 29.17% in 2013-14 to 11.28% in 2022-23, and that 24.82 crore people “escaped” from multidimensional poverty during this 9-year period. Titled ‘Multidimensional Poverty in India since 2005-06: A Discussion Paper', the NITI Aayog report claims that India is well on track to achieve the Sustainable Development Goal (SDG 1.2) of “halving multidimensional poverty” by 2030. The report also claims that various government initiatives such as Poshan Abhiyan, Anaemia Mukt Bharat and Ujjwala Yojana have played a major role in mitigating different forms of deprivation. On the face of it, India managing to reduce its poverty head count is a great achievement. But at the same time, development economists have been complaining about the increasing paucity in relevant data. Are Niti Aayog's claims based on hard data or are they projections? Does a reduction in multidimensional poverty headcount actually mean a reduction in poverty? And how do these claims square with India's worsening rank in the Global Hunger Index, for instance?

Some of them are now among the largest on the planet, both in terms of area and population. However, Indian cities are far from perfect. They're often not well planned, coping with problems of rapid growth and inefficient use of land and other resources. Indian cities are also plagued by a lack of basic amenities, such as clean drinking water, sanitation, and solid waste management systems, as well as safety-related problems.What is the scale of the challenges facing India's cities? With CEO Amitabh Kant as the leader, the think tank progressed to become a thriving, open, and empowering space for public policy experts, including those from non-government backgrounds. But ever since Kant's stint ended at the think tank in 2022, the walls between the leadership and non-govt employees at the think tank are getting thicker. From what appears, NITI Aayog is going back to the top down approach, quite like the Planning Commission back in the day.This is making its non-govt employees quite unhappy. He is the Jagdish Bhagwati Professor of Indian Political Economy at Columbia University and is also the Director of Deepak and Neera Raj Center on Indian Economic Policies at School of International and Public Affairs at Columbia University in New York City. He served as first vice-chairman of the government of India think-tank NITI Aayog between January 2015 and August 2017. Professor Panagariya is a former Chief Economist of the Asian Development Bank and was on the faculty of the Department of Economics at the University of Maryland at College Park from 1978 to 2003. During these years, he also worked with the World Bank, IMF and UNCTAD in various capacities. Professor Panagariya has authored more than fifteen books. India pulled out 135 million people out of multidimensional poverty in five years between 2015-16 to 2019-21. NITI Aayog said this in its recent report. The portion of the poor in the country has now come down to 14.9%, from 24.8% earlier. So what does this dip in poverty mean for the country's economy?  But these government schemes - which have lifted millions out of poverty - come at a cost. They put extra burden on the exchequer, forcing the government to look for ways to replenish it. Privatisation of state-owned assets was one of the avenues through which it would have raised capital. But barring Air India, the country hasn't seen any major sale of any state-owned asset. So why has the government's privatisation drive stalled?  Let us turn our gaze to markets now. Gold jewellery retailers have been able to post strong sales in the recent quarter even as the overall consumer sentiment remains on the back foot. 1. Who cares for development!? Is the decision of Chief ministers of eight states — Punjab, Delhi, Telangana, Odisha, Bihar, West Bengal, Kerala and Rajasthan (all of them ruled by non-BJP parties) — to skip the 8th meeting of the Governing Council of NITI Aayog (which was chaired by Prime Minister Narendra Modi on Saturday) augur well for development? Will these Opposition leaders stay away from all meetings with Modi due to the Lok Sabha polls in 2024? What happens to governance? NITI Aayog meet was to deliberate on several issues including, health, skill development, women empowerment and infrastructure development, with an aim to make India a developed nation by 2047. Chief Minister Arvind Kejriwal boycotted the NITI Aayog in a protest against the ‘ordinance' passed by the Central Government which overturned the Supreme Court's order on control over services. He also wrote a letter to Modi about his decision, saying that , “What is the use of attending this meeting, when the Centre is openly making fun of cooperative federalism.” 2. If May 28's new Parliament inauguration is a once-in-a-history moment, why Congress and 19 other Opposition parties are making a blunder? This is Parliament built in independent India to replace the one built during colonial rule — imagine the message for all generations to come. That's not to be 3. Changing persona of Foreign Minister S Jaishankar, who is one of the favourite ministers of Prime Minister Narendra Modi, is undergoing a transformation! As advised by Modi, Jaishankar is changing into a more serious political leader --rather than being in the mould of a retired Indian Foreign Service Officer who cannot get out of being a diplomat all his life. Jaishankar is increasingly being asked to address BJP meetings in different states. Modi wants him now to take charge of supervising BJP work in Delhi, which has seven Lok Sabha seats. In 2019, BJP won all the seven seats. In 2024, it will be a tough task for BJP winning all seats. So, Jaishankar, along with former Gujarat Chief Minister Vijay Rupani, will lead the Delhi leg of a month-long, nationwide outreach campaign by BJP aimed at spreading awareness regarding tModi-led central government's achievements over the last nine years. As part of the programme set to kick off next week, a senior party leader said, Delhi will be divided into two segments – which will include both big and small public meetings – with Jaishankar at the helm at four and Rupani at three of the seven Lok Sabha constituencies in the city. The outreach will take place between May 30 and June 30. Earlier, Modi had asked Jaishankar to travel to different BJP state offices in the country to explain India's foreign policies, in the light of confrontation with China. NITI Aayog is playing a critical role in promoting clean, connected, shared, and holistic mobility initiatives. These initiatives are actively contributing to the manufacturing ecosystem of Electric Vehicles (EVs), its components, and batteries, along with increasing the adoption of EVs.  In this episode, Samhita Shiledar is in conversation with Mr. Randheer Singh, Director – Electric Mobility at NITI Aayog.   Mr. Singh is working to transform the mobility sector in India and has extensively worked at the intersection of technology and policy. He is driving several Government of India programs including the Advanced Chemistry Cells (ACC) Program, the Battery Swapping Policy, and the Shoonya – Zero Pollution Mobility campaign.
