After getting infected himself, he became a sort of leader of the ghouls there. He worked and got ghouls recognized as metahumans in the UCAS. However, Grey died “mysteriously” and then subsequently their recognition as metahumans was repealed. Ever since it’s been controversial politics about whether or not to allow them metahuman status again. Especially since, in recent years, there have been a lot of reports of the “hunger” that ghouls experience is getting worse.
