In 1992, the Michigan parole board received a monumental wake-up call in the form of serial killer Leslie Allen Williams. He was a habitual offender who was still offered parole despite his title. Unfortunately, he went on to rape and murder after his parole and forced Michigan to reassess its criminal justice system.
