Following the adoption of the 2024 Enlargement Reports on 30 October 2024, DG Koopman provides an analysis from the perspective of the European Commission on the current state of play of EU enlargement. He examines the progress made by the partners from the Western Balkans, Ukraine, and Moldova on their paths towards EU memberships. He also discusses the frozen negotiations with Türkiye and the halted accession process of Georgia in light of recent developments, in particular the adopted law on transparency of foreign influence. About the Speaker: Gert Jan Koopman has been the Director-General for Neighbourhood and Enlargement Negotiations at the European Commission since January 2023. Between 2018 and December 2022, he was the Director-General of the European Commission's budget department, where he contributed to putting in place the EU's €800 billion NextGenerationEU recovery plan as well as the €18 billion MFA+ for Ukraine.

The podcast features event speakers, Sergei Guriev of Sciences Po, Beata Javorcik of the European Bank for Reconstruction and Development, Şebnem Kalemli-Özcan of the University of Maryland and Abebe Aemro Selassie of the International Monetary Fund. They discussed the EU’s relations with its neighbours including Russia, Eastern Europe, Turkey, the Western Balkans and sub-Saharan Africa, identifying common themes, challenges and lessons. Katherine Pye, the CER's current Clara Marina O'Donnell fellow also spoke to Katarína Mathernová, Deputy Director General at DG Neighbourhood and Enlargement Negotiations at the European Commission about the EU's relations with Eastern Partnership countries. For more information please go to: cid.harvard.edu About the Speaker: Johannes Hahn has been serving as the Member of the European Commission in charge of Neighbourhood Policy and Enlargement Negotiations since November 2014. He is responsible for the Union's relations with the six Western Balkans countries and Turkey, as well as relations with Europe's Eastern and Southern neighbours, from Ukraine to the South Caucasus and from Syria to the Maghreb. From 2010 to 2014, Dr. Hahn was the Member of the European Commission in charge of Regional Policy. Before joining the Commission, he served as Austria's Federal Minister for Science and Research from 2007-2010, as a Member of the Vienna State Government from 2003 to 2007 and a Member of the Vienna State Parliament from 1996 to 2003. Since the mid-1980ies, he held various senior management functions in different sectors of the Austrian economy, including as board member and CEO of Novomatic AG from 1996-2003. The EU has pledged to continue membership negotiations with countries in the Western Balkans. But the region faces many challenges, including lack of progress in restructuring the economic model to ensure that all countries are functioning market economies driven by export and investments rather than import and consumption. Improving connectivity in the Western Balkans is also a key factor, not only in boosting economic growth and fostering job opportunities for youth but also in forging better neighbourly relations with the EU, despite the perils of radicalisation. Is the long road to membership a vision or a reality? With some of the Balkans’ top politicians and decision-makers in attendance, we debated ways of further re-energising the region’s myriad connections with the EU at a 'European Policy Summit' event on 7 December 2016 in Brussels. SESSION I - EU membership: the long road from vision to reality European Union leaders have pledged to continue membership negotiations with countries in the Western Balkans despite Brexit, saying their commitment to EU expansion remains as strong as ever. Speaking at the Balkans conference held in Paris in July, Federica Mogherini, the EU High Representative for Foreign and Security Policy, insisted the EU would continue to nourish “Euro-enthusiasm” in the region and said EU integration of the Balkans was important for peace and stability both in the region and in the EU. Meanwhile, Johannes Hahn, Commissioner for European Neighbourhood Policy & Enlargement Negotiations, has warned that one of the biggest challenges in preparing the Western Balkans for EU membership is restructuring the economic model to ensure that all countries are functioning market economies driven by export and investments rather than import and consumption. Given the hard work that lies ahead on Brexit and waning public appetite for further EU enlargement, are European leaders being overly optimistic in promising that membership negotiations with the Western Balkan states will remain on track? What are the key sectors where progress has been made and which questions pose the biggest challenge in the EU membership negotiations? To what extent are Russia, China and Turkey competing with the EU’s presence and influence in the region?
