On August 24, at an airport just outside of Paris, a man named Pavel Durov was detained for questioning by French investigators. Just days later, the same man was charged in crimes related to the distribution of child pornography and illicit transactions, such as drug trafficking and fraud.Durov is the CEO and founder of the messaging and communications app Telegram. Though Durov holds citizenship in France and the United Arab Emirates—where Telegram is based—he was born and lived for many years in Russia, where he started his first social media company, Vkontakte. The Facebook-esque platform gained popularity in Russia, not just amongst users, but also the watchful eye of the government.Following a prolonged battle regarding the control of Vkontake—which included government demands to deliver user information and to shut down accounts that helped organize protests against Vladimir Putin in 2012—Durov eventually left the company and the country all together.But more than 10 years later, Durov is once again finding himself a person of interest for government affairs, facing several charges now in France where, while he is not in jail, he has been ordered to stay.After Durov's arrest, the X account for Telegram responded, saying:“Telegram abides by EU laws, including the Digital Services Act—its moderation is within industry standards and constantly improving. Telegram's CEO Pavel Durov has nothing to hide and travels frequently in Europe. It is absurd to claim that a platform or its owner are responsible for abuse of the platform.”But how true is that?In the United States, companies themselves, such as YouTube, X (formerly Twitter), and Facebook often respond to violations of “copyright”—the protection that gets violated when a random user posts clips or full versions of movies, television shows, and music. And the same companies get involved when certain types of harassment, hate speech, and violent threats are posted on public channels for users to see.This work, called “content moderation,” is standard practice for many technology and social media platforms today, but there's a chance that Durov's arrest isn't related to content moderation at all. Aktualitātes pasaulē analizē "Tvnet" žurnālists, politologs, starptautisko attiecību speciālists Artūrs Bikovs un Biznesa augstskolas "Turība" Juridiskās fakultātes dekāns Ivo Krievs. Pirmdien Francijas varasiestādes oficiāli apstiprināja informāciju, ka 24. augustā Parīzes Leburžē lidostā apcietināts ziņapmaiņas platformas Telegram radītājs un līdzdibinātājs, reizumis par „krievu Īlonu Masku” dēvētais Pāvels Durovs. Saskaņā ar izdevuma "Forbes" sniegtajiem datiem, Durovs šobrīd ir simtdivdesmitais bagātākais cilvēks pasaulē ar aktīvu kopvērtību apmēram piecpadsmit ar pusi miljardu ASV dolāru. Viņam tika izvirzītas apsūdzības divpadsmit punktos, tai skaitā saistībā ar bērnu pornogrāfijas izplatīšanu, narkotiku tirdzniecību, naudas atmazgāšanu, būtiskas informācijas noklusēšanu izmeklēšanai un citām noziedzīgām darbībām. Lietas būtiskais iemesls ir platformas Telegram saturs, kas ir teju nekontrolēts un varas iestādēm nepieejams un tādējādi, pēc apsūdzības domām, padara Pāvelu Durovu līdzvainīgu noziedzīgās darbībās, kurām platforma tiek izmantota. Pāvels Durovs dzimis 1984. gadā toreizējā Ļeņingradā, filoloģijas profesora, senās Romas vēstures un literatūras pētnieka Valērija Durova ģimenē. Pāvela vecākais brālis Nikolajs ir izcils matemātiķis un programmētājs, un tiek izteikti pieņēmumi, ka viņa ieguldījums abu brāļu kopīgi radītajos tīmekļa produktos ir bijis izšķirošais. 2006. gadā Pāvels  ar izcilību pabeidza Sanktpēterburgas Valsts universitāti angļu filoloģijas un tulkošanas specialitātē, jau studiju laikā sevi apliecinājis arī programmēšanas, dizaina un tīmekļa projektu vadības jomā. Tūlīt pēc Pāvela studiju beigām, iedvesmojoties no nesen tapušā Marka Cukerberga garabērna Facebook, radās brāļu Durovu izveidotais sociālais tīkls VKontakte, līdz 2010. gada nogalei piesaistot vairāk nekā simts miljonus lietotāju, lielākoties Krievijā, Ukrainā un citās postpadomju zonas valstīs. Tad pienāca 2013. gada nogale ar dramatiskajiem notikumiem Kijivā, un Krievijas Federālais drošības dienests pieprasīja VKontakte vadībai nodot tā rīcībā datus par „Eiromaidana” kustības organizētājiem. Dažus mēnešus vēlāk, pārdevis savas daļas uzņēmumā, Pāvels Durovs pameta Krieviju. Drīz pēc tam viņš un brālis ieguva Karību salu pundurvalsts Sentkitsas un Nevisas pilsonību. Sākās viņa dzīves otrais posms ar jauno, vēl grandiozāko projektu – vairākplatformu ziņapmaiņas sistēmu Telegram. Tāpat kā VKontakte gadījumā Pāvels uzņēmās organizatoriskās struktūras vadītāja lomu. Sistēmas darbības centrs atrodas Dubaijā, Apvienotajos Arābu Emirātos, un kopš 2021. gada Pāvels Durovs ir šīs Persijas līča valsts pavalstnieks, kā arī Francijas pilsonis. Tiek minēts, ka pēdējos gados viņš Francijā un vispār Eiropā gan uzturējies reti, it kā vairīdamies no šīs pasaules daļas. Līdz ar to viņa privātās lidmašīnas nosēšanās Laburžē un tai sekojošais arests strauji apaudzis ar versiju un pieņēmumu gūzmu. Kas vainas Telegram? Pirms trīs gadiem, 2021. gada augustā, ziņapmaiņas programmatūras Telegram lejupielāžu skaits pārsniedza miljardu, aktīvo lietotāju daudzums, ja ticam paša Pāvela Durova publiskotajam, pirms mēneša bija apmēram 950 miljoni. Lielākā „telegramistu” kopiena ir Indijā, tāpat to plaši lieto Krievijā, Irānā, Ukrainā un citur. Kā lielāko Telegram priekšrocību min tās hibrīdo raksturu – platforma lieti der ne vien lietotāju saziņai, bet arī dažāda multimediāla satura publiskošanai. Sistēmas līdzautors un vadītājs Pāvels Durovs to allaž pozicionējis kā tādu, kuras lietotāji var droši paļauties – viņu informācija nenonāks nevienas trešās personas, tai skaitā varasiestāžu, rokās. Viņa paša – režīma spiediena rezultātā Krieviju pametuša censoņa – reputācija šķiet kalpojam kā papildu arguments šim pieteikumam. Tomēr nu pienācis brīdis, kad jājautā – vai Telegram spožums nekļūs par tās radītāja un vadītāja postu? Platformas politika, visai nosacīti kontrolējot tur ievietoto saturu, padarījusi to par siltumnīcu, kurā zeļ visdažādākā veģetācija. No vienas puses, Krievijā un Irānā Telegram tiešām kalpo kā vārda brīvības kanāls. No otras – tikpat netraucēti tur līdz šim savu saturu varējuši izplatīt visu sugu politiskie radikāļi un citi margināļi, ieroču un narkotiku tirgotāji, bērnu pornogrāfijas izplatītāji un citu noziedzīgu nodarbju piekopēji. Lielā skaitā tur ganās arī Kremļa propagandisti, un, kā apgalvo daudzi novērotāji, ziņapmaiņas sistēmu iemanījušies izmantot arī krievu militāristi, ar tās palīdzību saņemot izlūkošanas ziņas un pat koriģējot artilērijas un raķešu triecienus. Vai par to visu var padarīt atbildīgu platformas radītāju un īpašnieku? Sniedzot atbildi uz šo jautājumu, Durova lieta nenoliedzami kļūs par nozīmīgu juridisku precedentu. Kā, komentējot situāciju izdevumā Politico [politiko], norāda nīderlandiešu žurnāliste Eva Hārtoga, Durovs varot rēķināties ar diviem faktoriem savā labā. Pirmkārt, ka Francijā tiesa būs taisnīga, otrkārt, ka process risināsies arī publiskajā un informācijas telpā. „Spriežot pēc viņa pagātnes, šai arēnai šovmenis Durovs ir gatavojies visu savu apzinīgo mūžu,” raksta Hārtiga.   Sagatavoja Eduards Liniņš.

Revista germană Der Spiegel, preluată de Courrier International, consacră o amplă investigație rețelei Telegram, pe care o descrie drept un succes global, cu peste 570 de milioane de utilizatori. De la începutul pandemiei, Telegram a devenit mai popular ca niciodată. Este una dintre rarele platforme de comunicare capabile să concureze cu produsele din Silicon Valley.Începând cu 2021, milioane de utilizatori, mulți dintre ei germani, au schimbat WhatsApp - o ​​subsidiară a Facebook - cu Telegram.Cu toate acestea, Telegram nu este doar un alt WhatsApp. Este un serviciu care scapă de controlul statelor și autorităților, unde fiecare poate scrie ce vrea, notează revista germană.Ceea a atras grupurile de coronasceptici și extremiștii de dreapta, traficanții de droguri și escrocii de tot felul. Bland annat finns ett helt ryskt samhälle som styrs helt av det ryska statliga kolgruveföretaget Arktikugol. Spänningarna mellan det ryska och det norska Svalbard har ökat på sistone.– Det har ju blivit väldigt annorlunda nu efter kriget börjat i Ukraina, säger Moa-Maria From Kero som bor på Svalbard.Norge vill stärka sin kontroll över ögruppen. Samtidigt anklagar Ryssland hela tiden Norge för att bryta mot Svalbardstraktatet.
