A joint U.S.-Israeli attack on Iran, followed by Iranian retaliation against U.S. military assets, Israel and other U.S. allies, has engulfed much of the Middle East in a conflict with global repercussions. Israel and the United States campaign's immediate aim was to decapitate the Islamic Republic's leadership, and it quickly achieved this goal. But the broader objectives of the operation are still clouded in uncertainty. What might be enough for them to declare victory is still unclear. Two months in, a weak ceasefire is in place, but outbursts of hostilities remain as the U.S. seeks to break the chokehold Iran has placed in the Hormuz Strait disrupting the global economy. Evidence points at Iran, the U.S. and Israel fighting different wars in the same territory making a lasting ceasefire very difficult. This session draws on Crisis Group's latest analysis to assess the trajectory of the conflict, examine the strategic calculations of the main stakeholders, and explore whether pathways to de-escalation remain viable—or whether the region is heading toward a more protracted and expansive war. Ali Vaez is International Crisis Group's Iran Project Director and Senior Adviser to the Group's President. He led Crisis Group's efforts in helping to bridge the gaps between Iran and the P5+1 that led to the landmark 2015 nuclear deal. Previously, he served as a Senior Political Affairs Officer at the United Nations Department of Political and Peacebuilding Affairs and was the Iran Project Director at the Federation of American Scientists. He is an adjunct professor at Georgetown University's Edmund A. Walsh School of Foreign Service and a Fellow at the Foreign Policy Institute of the Johns Hopkins School of Advanced International Studies. He is a co-author of How Sanctions Work: Iran and the Impact of Economic Warfare.

Senator Kelly Hines grew up in the small town of Whitesboro, Oklahoma, in the Kiamichi River Valley. He received his commission in the U.S. Army through the Reserve Officer Training Corps (ROTC) program at East Central University in Ada. Senator Hines began his military service as an Infantryman with the Oklahoma Army National Guard in 1985, serving until he graduated from college in 1992. He was commissioned as a Second Lieutenant in Army Aviation. His active-duty aviation assignments included the Multinational Force and Observers in Egypt; the 101st Airborne Division; the 10th Mountain Division; the 160th Special Operations Aviation Regiment (Night Stalkers); United States Special Operations Command; the 25th Infantry Division; and the U.S. Army Aviation Center of Excellence. Senator Hines commanded numerous units, including the 110th Aviation Brigade, the Army's only Aviation Training Brigade. His final assignment was as the 10th Commandant of the U.S. Army Warrant Officer Career College. Senator Hines retired from active duty on November 1, 2019, after more than 34 years of service. He served numerous combat deployments to both Iraq and Afghanistan and has had operational deployments throughout Central and South America. He is a Master Army Aviator, qualified as a pilot in command of numerous helicopters, and has logged nearly 3,000 flight hours (1,000 with night vision goggles and over 500 in combat). Upon retirement, Senator Hines joined Aviation Training Consulting (ATC) in Edmond as the Director of Business Development. He currently serves as a Senior Adviser at Delaware Resource Group Senator Hines holds a bachelor's degree in history, a master's degree in ancient and classical history, and a master's degree in strategic studies. His military awards and decorations include two Legion of Merit Medals, two Bronze Star Medals, the Defense Meritorious Service Medal, three Meritorious Service Medals, three Air Medals (one for Valor), the Afghanistan Campaign Medal with three stars, and the Iraq Campaign Medal with four stars. Senator Hines and his wife, Shannon, have been married for 32 years and have two children. Their son, Alex, is a Second Lieutenant in the Oklahoma Army National Guard and a police officer with Oklahoma City Community College. Since the fall of the Assad regime in December 2024, Damascus has rapidly emerged as an internationally recognized actor. By providing internal security and through high-level diplomatic engagements, the Al-Sharaa government has marked Syria's return to the international arena. At the same time, stability at home has remained fragile, with unresolved challenges related to territorial integrity, sovereignty, security, governance, and post-conflict integration. Domestic disturbances were contained and agreements were reached in a relatively short amount of time, strengthening hopes of lasting stability.Most recently, a ceasefire and a comprehensive “Ceasefire and Full Integration Agreement” between the Syrian government and the Syrian Democratic Forces (SDF) has been reached. Private-Sector Involvement in Offensive Cyber Operations.”They talk about why, in the face of escalating cyber threats from state and criminal actors, U.S. officials are reevaluating the policy that currently reserves offensive cyber operations as a government-only function. Rather than endorsing a change, Seymour and Wales propose a structured framework to guide the policy debate. This framework is built on three key factors: first, defining the core policy objectives for involving the private sector; second, determining the appropriate scope of authorized activities, including what actions are permissible and who can be targeted; and third, addressing the complex legal and liability considerations, especially when operations cause harm to innocent third parties.
