A Bill to bring an end to all race-based policy and legislation in South Africa has been launched. But Phil Craig, whose Referendum Party is behind the Bill, says while it is getting strong support from the public, the support from the established political parties has been “disappointing” thus far. The next step is the submission of the Non-Racialism Bill to the Parliamentary Committee on Justice and Constitutional Development. “Are they going to say, well, look, this Bill is important to me, stand with it, or are they going to vote with the ANC to effectively block this bill and maintain race-based policy? And then we'll all know.” Also giving an update on the fight for Cape Independence, Craig says: “We have to build a beachhead of political power so we can then force that decision down onto the Western Cape government and obviously we'll be able to use the private referendum as a means to build pressure…” Meanwhile, he predicts that “the more the GNU is exposed as a shallow compromise that isn't a long-term solution, the more our vision of self-determination for different communities, including the Western Cape, is going to come to the fore”.

Parliament's Powers and Privileges Committee will today hold a hearing into former Minister Mosebenzi Zwane's failure to appear before the House to apologize for undeclared state capture and Gupta-related benefits. In May the National Assembly adopted findings of Parliament's Joint Committee on Ethics and Members' Interests that Zwane failed to disclose the benefits he received from the controversial Gupta family. The ANC MP was instructed by the Committee to issue a public apology but Zwane absconded from a parliamentary sitting to do so. Samuel Atta Akyea, the Chairman of the Parliamentary Committee tasked with investigating a leaked audio recording involving senior police officers, has raised serious concerns about the recent interdiction of three senior police officers.
Busisiwe Mkhwebane has been charged with misconduct by a section 194 parliamentary committee. Mkhwebane was suspended as public protector after President Cyril Ramaphosa called her integrity into question last year. The committee adopted a final report to impeach Mkhwebane which they will forward to the National Assembly. Her term in office ends on October 14. The EFF and ATM rejected the report and said they would take it on review.
Members of the Section 194 parliamentary committee have, this morning, been going through a draft report on suspended Public Protector, Advocate Busisiwe Mkhwebane. The draft report has been divided into three with the first part focused on the charges put forward against Mkhwebane while the second part covers the evidence gathered. The last part of the report is mainly focused on the conclusion made including recommendations that have been put forward. Despite considerable pressure, a Parliamentary Committee launched an investigation into the matter and successfully put forward ground-breaking legislation aimed at keeping big finance out of Copenhagen's housing market. Known as ‘Lex Blackstone', the legislation put a 5-year ban on renovations and rent increases for new owners and strengthened tenants' rights. The legislation had its intended results: fewer institutional investors and a significant decrease in property prices. The committee chairperson for the Section 194 Enquiry into Public Protector (PP) Advocate Busisiwe Mkhwebane's fitness to hold office, Qubudile Dyantyi, emphasised on Tuesday that the deadlines set by the committee for Mkhwebane to submit written notice will not be extended any further. This after Mkhwebane failed to meet another deadline on July 7. She had also missed a June 19 deadline to submit additional information for the committee's consideration. The committee was established on March 16, 2021 to conduct a constitutional enquiry into the PP's fitness to hold office. Dyantyi said up to this point, Mkhwebane had failed to meet any of the deadlines stipulated in the new path that the committee was forced to take so as to fulfil its constitutional mandate and finalise its work. He explained that, according to the new timetable, Mkhwebane had to submit written notice to the committee secretariat indicating whether she will make a closing statement and the format of her statement by no later than July 7. He noted that the committee's July 28 deadline for the consideration of the draft report for its adoption would still stand. “In fact, to the contrary, her continued non-response to questions and deadlines means that we may produce a report much sooner than initially planned because there would be no reason for the chairperson not to direct evidence leader to do the summation earlier than planned or to convene a committee meeting earlier than 28 July if this is practical,” he added. He noted that the committee provided an opportunity to Mkhwebane to explain her version of the allegations against her, but she failed to respond. “This is not the first deadline missed by Adv Mkhwebane since the committee was forced to forge a new path after various challenges and delays arose in relation to the PP's legal assistance, even though the Public Protector South Africa made another R4-million available in additional funds and the PP was granted permission to retain all three of her counsel at increased fees,” explained Dyantyi. Last week Mkhwebane also ignored the deadline to respond to written questions posed by Members and evidence leaders. Mkhwebane was also due to notify the committee by June 19, whether she would be responding to questions in writing or orally. Dyantyi noted that Mkhwebane was granted another opportunity, until June 22, to submit any additional affidavits or documentation in support of Part B of her statement or in relation to the evidence leaders' presentation to the committee on Part A of her statement to the extent that there is a part that was not addressed in her oral evidence or written statement. “Adv Mkhwebane did not meet the deadline of 19 June and did not submit any additional information for the committee's consideration. On 25 June 2023, two sets of questions - one by Members of the committee and one by evidence leaders - were sent to Chaane Attorneys, Adv Mkhwebane's attorneys of record. This due date was also not adhered to,” he added.

This week, ministers and top officials from the Judicial Inspectorate of Correctional Services (JICS), the South African Police Service (SAPS) and the Department of Correctional Services (DCS) faced questions from MPs in the Parliamentary Committee on Justice and Correctional Services on their investigations into Thabo Bester's escape. As officials scrambled to answer, what emerged was a string of events laced with clear characteristics of gross dereliction of duty, incompetence, corruption and passing the buck. The Section 194 parliamentary committee inquiry into the fitness to hold office of suspended Public Protector, Advocate Busisiwe Mkhwebane kicked off once more today with flares and tension between committee chairperson Richard Dyantyi and Mkhwebane. This as the committee continues with its work despite objections from Mkhwebane following the withdrawal of her legal fees by the office of the public protector. In starting today's proceedings, Dyantyi had just finished acknowledging all those present when Advocate Mkhwebane got onto the virtual platform to seemingly alert the chair to an urgent letter written to the committee. Chairperson Dyantyi would not entertain Mkhwebane demanding she be muted from the virtual platform. Here is a snippet of how that exchange took place.

The parliamentary committee conducting an inquiry into suspended public protector Busisiwe Mkhwebane's fitness to hold office and her legal counsel fought over the resumption of proceedings. Mkhwebane's legal team, led by advocate Dali Mpofu, was unhappy about the inquiry resuming as it has not been paid by the public protector's office. It was also unhappy about witness Bianca Mvuyana not making an affidavit. Mpofu asked Mvuyana if she had opted not to make an affidavit as communicated to the legal team and she denied not wanting to make an affidavit. A shouting match ensued between Mpofu, chairperson Qubudile Dyantyi and some MPs.

In this special Scotland's Future Series recording, host Stephen Gethins speaks to the convener and deputy convener of the Scottish Parliament committee on the Constitution, External Affairs, Europe and Culture, during their visit to the University. The discussion with Clare Adamson MSP and Donald Cameron MSP included talking about the committee's most recent Inquiry into the Scottish Government's International Work as well as Scotland's place in the world and what ‘soft' powers can be used to promote Scotland ‘the brand'. The recording followed two meetings held at the University earlier in the day – one with staff from the School of International Relations and one with a group of students from a variety of disciplines and backgrounds, including students from Ukraine, Germany, Romania, the US, and Scotland. These discussions were, according to both Clare and Donald, very helpful to the committee and they said it was interesting to hear the students in particular talk about how they see Scotland on the international stage, the importance of the Scottish diaspora in building links across the globe, as well as the value of cultural exchanges where international students can learn more about Scotland while they are here and take this knowledge with them. In this week's CER podcast, our foreign policy director Ian Bond spoke to three senior figures involved in Ukraine's application for EU membership: Natalie Forsyuk, General-Director of Ukraine's Governmental Office on European Integration & NATO; Ivanna Klympush-Tsintsadze, Chair of the Parliamentary Committee on Ukraine's Integration into the EU; and Katarína Mathernová, Deputy Director-General for Neighbourhood Policy & Enlargement Negotiations at the European Commission, and Head of the Commission's Support Group for Ukraine. Ian spoke to Natalie and Ivanna just before the European Council decided on granting Ukraine (and Moldova) candidate status for EU membership, and Katarína shortly afterwards. *) US welcomes Türkiye's efforts in Ukraine grain The United States welcomes Türkiye's involvement in brokering an agreement to get grain out of Ukraine, John Kirby, the national security spokesman said. Kirby said that the US is working with allies and partners to get some grain out of Ukraine, exports that have been thwarted by Russia's incursion on Ukraine. *) Athens fuels up crisis with naval base expansion in Crete Island Athens is ramping up its ongoing armament programme, with plans to step up the military buildup on the island of Crete and upgrade its arsenal, according to a Greek media report. Greece will allocate about $200 million to upgrade and expand a naval base at Souda Bay, the daily Kathimerini reported. Greek Defense Minister informed the Parliamentary Committee on Defense Affairs about the additional allocation for the naval base, the report said. *) Tunisia's police arrest former PM Jebali over money laundering allegations Tunisian police arrested former prime minister Hamadi Jebali, who is also a former senior member of the Ennahda party, on suspicion of money laundering, his lawyer said. Police in the city of Sousse seized Jebali's phone and his wife's phone and took him to an unknown location, according to a statement by his family. Jebali's arrest raises opposition concerns over human rights record since President Kais Saied seized control of executive power last year. *) UK Tory party chairman resigns after twin by-election losses The chairman of Britain's ruling Conservatives quit after the party lost two parliamentary by-elections. Oliver Dowden wrote in a resignation letter to Prime Minister and Tory leader Boris Johnson that party's supporters are distressed and disappointed by recent events, and I share their feelings. He added, "We cannot carry on with business as usual. Somebody must take responsibility and I have concluded that, it would not be right for me to remain in office." And finally… *) FIFA increases squad limit to 26 players for 2022 Qatar World Cup FIFA will allow countries to select up to 26 players for the 2022 World Cup in Qatar, increasing the maximum squad size by three for the tournament. FIFA stated, "The number of players to be included on the final list has been increased to at least 23 and a maximum of 26.” World football's governing body said the decision to expand squads was made "given the need to retain additional flexibility due to the unique timing" of this year's competition.

My guest today is Teuta Sahatqija, former Consul General of the Republic of Kosovo in New York and parliamentarian in Kosovo's Assembly. An electronic engineer by training, she now works in Digital Transformation and is Smart City Advisor for the Municipality of Pristina. In this episode, we discuss the Kurti government's performance, the status of various domestic issues in Kosovo, and the ongoing dialogue between Kosovo and Serbia. Full bio Teuta Sahatqija is the former Consul General of the Republic of Kosovo in New York, and currently serves as Digital Transformation and Smart City Advisor for the Municipality of Pristina. She is a well-known political activist and a former Member of Kosovo's Parliament. She was also the President of the Cross-Party Women Parliamentary Caucus and Vice President of the Parliamentary Committee on Economic Development. She was an advisor to the former President Fatmir Sejdiu, chairwoman of the Reformist Party ORA, and a member of the Parliamentary Committees for International Affairs and Development. She was also a Founding Member of KUSA – Kosovo US Alumni. Mrs. Sahatqija is an electrical engineer, and she has worked as a manager of a computer center in a food production company, as well as being the owner and director of a private telecommunication company in Gjakova.
