Alex Imas is the Roger L. and Rachel M. Goetz Professor of Behavioral Science, Economics and Applied AI and a Vasilou Faculty Scholar at the University of Chicago Booth School of Business, where he has taught Negotiations and Behavioral Economics. He is a Faculty Affiliate of the Center for Applied AI and the Human Capital & Economic Opportunity, an NBER Faculty Research Associate, and a CESifo Research Network Fellow. He is also an Associate Editor at the Journal of the European Economic Association and on the editorial board of Psychological Science. Alex studies behavioral economics with a focus on how people understand and mentally represent the choices they are facing. His research explores topics related to how people learn and make choices in settings with risk and uncertainty. He also studies the economics of artificial intelligence and discrimination. Alex's work utilizes a variety of methods, including controlled laboratory experiments, field experiments, analysis of observational data and theoretical modeling. Alex Imas is the recipient of the 2023 Alfred P. Sloan Research Fellowship, the Review of Financial Studies Rising Scholar Award, the New Investigator Award from the Behavioral Science and Policy Association, the Hillel Einhorn New Investigator Award from the Society of Judgment and Decision Making, the Distinguished CESifo Affiliate Award, and the NSF Graduate Research Fellowship. He is the co-author, with Richard Thaler, of The Winner's Curse: Behavioral Economics Anomalies, Then and Now (Simon and Schuster, 2025). He is an Associate Editor at the Journal of the European Economic Association and on the editorial board of Psychological Science. Alex was born in Bender, Moldova. Previously, he was the William S. Dietrich II Assistant Professor of Behavioral Economics at Carnegie Mellon University, where he taught Behavioral Economics and Human Judgment and Decision Making. In 1991, as the USSR broke apart and its population became open to the reforming discourse of Mikhail Gorbachev's reform program of perestroika, Soviet dissident historian Roy Medvedev set the tone for subsequent writing on Leonid Ilich Brezhnev, concluding that he was “a personality so mediocre and a politician so ordinary” that he “quickly disappeared from the political scene and also in the literal and metaphorical sense.” But not for long. When it became clear by the end of the decade that market capitalism and democracy had not improved people's lives, nostalgia for the Brezhnev era rightly raised the question of whether he had been given his just due and unfairly blamed for the shortcomings of the Soviet system. This reversal of fortune also makes clear that no Soviet leader has been as neglected or as misunderstood as Brezhnev and therefore no Soviet party boss is in such need of a fresh historical reassessment. Divided into two parts, my presentation will first make a case for Brezhnev, emphasizing his vision of guaranteeing stability, assuring peace, and letting people live well. Earlier I coined the term “Soviet man of peace,” to characterize Brezhnev. I emphasize this point here, arguing that his dream of wanting to be remembered as an asset for world peace made him a leader who changed the world. In part 2 of my presentation, I zoom in on the Leonid Brezhnev that, as his biographer, I might never know and propose what these unresolved questions might mean. Donald J. Raleigh is the Jay Richard Judson Distinguished Professor of Russian History Emeritus at the University of North Carolina, Chapel Hill. He has authored, translated, and edited numerous books on modern Russian history including Revolution on the Volga (1986), Experiencing Russia's Civil War (2002), Russia's Sputnik Generation (2006) and Soviet Baby Boomers (2012). He currently is writing a biography of Soviet leader Leonid Ilich Brezhnev, research for which has taken him to archives in Russia, Moldova, Ukraine, Kazakhstan, the UK, and the US. Documentul, prin care se cer mai mulți bani pentru magistrați, a fost propus de Înalta Curte de Casație și Justiție (ÎCCJ) în contextul întâlnirii de la Palatul Cotroceni dintre magistrați și reprezentanții Executivului și ai Coaliției. Întâlnirea a fost mediată de președintele României, Nicușor Dan. Șefa ÎCCJ susține că este atributul președintelui Instanței Supreme să reprezinte puterea judecătorească în astfel de contexte de negociere cu celelate puteri ale statului privind chestiuni de ordin financiar în condițiile în care ÎCCJ, nu CSM,  este ordonatorul principal de credite pentru instanțele de judecată. Se vede o luminiţă: economia României dă primele semne de revenire în ciuda pesimismului cvasitotal. Industria are cea mai bună creştere din ultimul an, iar exporturile cresc (Ziarul Financiar) În septembrie 2025, producţia industrială a crescut faţă de luna august 2025 cu 1,1%. Faţă de luna septembrie 2024, producţia industrială a fost mai mare cu 2,6%. În primele nouă luni din an, an/an, producţia industrială a scăzut cu 1%. Dar căderea trebuie pusă pe sema seama primelor luni din an. Uşor-uşor, industria care reprezintă 20% din PIB şi-a revenit. Creşterea este timidă, dar nu mai este o scădere. Datele INS, citate de ZF, arată şi o evoluţie bună a exporturilor. În septembrie 2025, exporturile au crescut cu 9% faţă septembrie 2024. Septembrie a fost cea mai bună lună pentru exporturi din acest an.  Asta arată că, în ciuda pesimismului general, „Dracul nu e chiar atât de negru”, cum se spune în popor, când poporul vrea să-şi întărească inima. Dilema investitorului – de ce să alegi România? În mod neașteptat, primul-ministru moldovean a declarat că țara sa vrea să ia parte la construcția unui reactor de la Centrala Nucleară de la Cernavodă. Acolo funcționează primele două reactoare, în vreme ce unitățile 3 și 4 sunt în lucru. România a mai discutat serios despre investiții străine la Cernavodă doar cu Beijingul pe vremea când era Victor Ponta Premier, iar ulterior cu Statele Unite despre contrucția unor minireactoare. O investiție a R. Moldova la Cernavodă e însă ceva nou: o formulă prin care cele două state ar putea deveni mai apropiate, prin care R.Moldova ar avea asigurată suficientă energie pentru consumul țării de la un singur reactor. Deocamdată nu e nimic sigur, dar nu există motive pentru respingerea acestei propuneri, cu toate că un risc tot există, dacă la următoarele alegeri, de pildă, ar veni formațiuni pro-ruse la conducerea țării, scrie jurnalista Sabina Fati, corespondenta DW la București.

În cadrul primei sale vizite externe, noul prim-ministrul moldovean Alexandru Munteanu a transmis joi la București un mesaj de recunoștință pentru sprijinul României în integrarea europeană a Republicii Moldova. Vicepremierul Vladimir Bolea, ministru al infrastructurii, a acordat un interviu în studioul RFI, în care a vorbit despre proiectele în derulare sau în pregătire cu România, care vor transforma în următorii ani frontiera moldo-română într-un șantier care să unească cele două maluri ale Prutului. Temele ediției: - Cum a fost văzută de la București vizita prim-ministrului moldovean, ne spune analistul Radu Magdin, într-un interviu acordat Larisei Bernaschi. - Republica Moldova și România au o relație istorică și culturală deosebit de importantă. Vizitele reflectă prioritățile pe care le are Republica Moldova – relațiile frățești cu România și integrarea în Uniunea Europeană. *** În septembrie, rata anuală a inflaţiei în Republica Moldova a coborât la 6,9%, ceea ce reprezintă un semnal pozitiv pentru economie şi investiţii, potrivit șefei BNM, Anca Dragu. Potrivit datelor BNM, rata anuală a inflației a scăzut de la 8,2%, cât era în luna iunie, la 6,9%, în luna septembrie 2025. Specialiştii băncii centrale anticipează că inflația va reveni în intervalul țintă, adică sub 6,5% pe an, începând cu primul trimestru al anului 2026. Prognozele BNM estimează o inflație medie anuală de 7,7% pentru acest an și de 4,3% pentru anul viitor. Şefa BNM a atras atenția și asupra faptului că economia începe să revină pe un trend pozitiv, după câțiva ani de declin din cauza impactului războiului din Ucraina asupra economiei Republicii Moldova. Produsul intern brut a înregistrat o creștere de 1,1% în trimestrul al doilea al acestui an. *** Președintele Parlamentului, Igor Grosu, a anunțat joi că Aeroportul Internațional Chișinău va cumpăra infrastructura pentru depozitarea carburanților de la aeroport, care aparține filialei locale a companiei ruse Lukoil. Termenul limită pentru ca Lukoil să accepte oferta statului este luni, 17 noiembrie, având în vedere că sancțiunile americane intră în vigoare pe 21 noiembrie. Republica Moldova a fost pusă în fața unor dificultăți majore odată cu anunțarea sancțiunilor americane, din cauza cotei mari de piață pe care o deține Lukoil și a faptului că multe instituții ale statului se alimentează cu combustibil de la furnizorul rus. Cea mai dificilă situație este la Aeroportul Chișinău, unde Lukoil este singurul furnizor. Autoritățile moldovene dau însă asigurări ca problema aeroportului va fi depășită odată cu preluarea de către stat a infrastructurii de aprovizionare cu kerosen a avioanelor. *** Un grup criminal organizat, din care fac parte și angajați ai Întreprinderii de Stat „Calea Ferată din Moldova”, a fost documentat de poliție pentru contrabandă cu țigarete, folosind ruta feroviară Chișinău–București, anunța un comunicat al Poliției. Au fost efectuate percheziții la domiciliile persoanelor vizate, în depoul de locomotive și vagoane din Chișinău, precum și în trenul de pe cursa Chișinău–București. „În urma acțiunilor a fost depistată o cantitate de peste 120 de mii de țigarete, ascunse și pregătite pentru a fi transportate prin contrabandă”, anunță Poliția. *** Republica Moldova va procura manuale de matematică din Estonia, care vor fi traduse și adaptate pentru elevii din clasele I–XII. Achiziția se va face cu suportul Uniunii Europene. Ministrul Educației, Dan Perciun, spune că până în 2027 va fi finalizat și noul curriculum școlar, inspirat din modelul estonian, transmite Radio Moldova. Oficialul recunoaște că sunt discipline la care Republica Moldova, citez, „nu știe încă să facă manuale”, motiv pentru care Ministerul a decis să renunțe la „experimentele locale”. Chișinăul este în proces de revizuire a curriculumului național, iar reforma are scopul „de a transforma educația într-un proces relevant pentru realitatea cotidiană, capabil să dezvolte gândirea critică și creativitatea elevilor”. Ministrul Educației a precizat că vor fi introduse mai multe discipline noi, precum educația financiară, educația pentru societate, educația media și pentru sănătate – domenii tot mai solicitate pe piața muncii și necesare pentru viața de zi cu zi, despre care, spune Dan Perciun, școala „a vorbit prea puțin până acum”. *** Republica Moldova va introduce peste un an, la început de 2027, sistemul de depozit pentru ambalaje, pentru a încuraja reciclarea. Sistemul presupune o garanție de 2 lei moldovenești, sumă echivalentă cu cei 50 de bani cât constituie garanția în România, la cumpărarea băuturilor în ambalaje de plastic, sticlă sau aluminiu, care va putea fi recuperată prin returnarea ulterioară. Autoritățile estimează că noul sistem, care funcționează deja în majoritatea statelor europene, va permite colectarea a 55% din ambalajele de sticlă și 60% din cele din plastic și metal. In doar trei ani, rata de colectare ar urma să atingă şi 80%.

Transmission capacity on the Romanian-Moldovan border was overbid at quarterly auctions held in November as traders have been competing to sell gas to Moldova this winter. Only five years ago such a scenario would have been unthinkable. The country was fully reliant on Russian gas and depended heavily on Russian-controlled Transnistria for electricity supplies. After multiple energy crises triggered by Russia since then, Moldova has fast-tracked the implementation of EU-aligned reforms. Within less than six months it will start its gradual liberalisation of the gas sector and by 2027 it expects to couple its electricity spot market with that of the EU. However, as Constantin Borosan, director of energy regulator ANRE tells ICIS journalist Aura Sabadus, there are still many challenges ahead. These include ensuring the correct framework for functional power and gas markets, expanding the border gas capacity with Romania and Ukraine to facilitate regional transit and thinking long-term about the future of Transnistria's energy arrangements.

Uniunea Europeană a prezentat Armeniei un plan de acțiune pentru liberalizarea vizelor care conține o foaie de parcurs a reformelor pe care țara trebuie să le implementeze pentru a garanta călătorii fără vize pentru cetățenii săi în statele membre ale UE, relatează site-ul de știri Hetq. Pe 5 noiembrie, ministrul armean de interne, Arpine Sargsyan, s-a întâlnit cu Johannes Luchner, director general adjunct pentru migrație și afaceri interne la Comisia Europeană. În timpul întâlnirii, au fost discutate principalele puncte ale planului de acțiune. Arpine Sargsyan a subliniat că Armenia se angajează să implementeze reformele necesare pentru a garanta cetățenilor săi posibilitatea de a călători mai ușor în Uniunea Europeană. Potrivit lui liberalizarea vizelor în Armenia este un pas important în parteneriatul cu UE, menit să consolideze încrederea reciprocă și cooperarea. În prezent, Republica Armenia este singura țară cu care Uniunea Europeană desfășoară un proces de liberalizare a vizelor. Kazahstanul închide 130 de platforme de criptomonede Kazahstanul și-a intensificat lupta împotriva criminalității financiare prin închiderea a 130 de platforme de criptomonede legate de spălarea banilor și a confiscat active digitale în valoare de 16,7 milioane de dolari (14,4 milioane de euro), a raportat Agenția de Supraveghere Financiară Kazahă (AFM).Potrivit AFM, aceste platforme bancare din umbră au fost utilizate de grupuri criminale din Kazahstan, Rusia, Ucraina și Moldova pentru a spăla venituri din traficul de droguri și frauda online.Agenția a descris o schemă în mai mulți pași: traficanții și infractorii cibernetici își transferau profiturile în monedă fiduciară sau criptomonedă, în portofele de schimb valutar, unde fondurile erau convertite și mutate printr-o serie de tranzacții pentru a le ascunde originea.Agenția a declarat că aceste schimburi ilicite acționau ca spălări de bani făcute de profesioniști, care colectau și transferau venituri din infracțiuni în străinătate. Se bazau pe conturi bancare și portofele aparținând unor oameni de paie. Conform legislației kazahe, sunt autorizate să funcționeze doar platformele licențiate de Autoritatea pentru Servicii Financiare din Astana (AFSA) și integrate în sistemul bancar național.Până în prezent, 27 de Furnizori de Servicii de Active Digitale (DASP), inclusiv 12 burse de criptomonede, sunt autorizați să opereze în Kazahstan. Toți sunt supuși unor obligații continue de supraveghere financiară și conformitate privind combaterea spălării banilor și a finanțării terorismului.AFM a descoperit, de asemenea, 81 de grupuri clandestine specializate în convertirea fondurilor ilicite în numerar, pentru un total de tranzacții care depășesc 38,5 milioane EUR. Pentru a remedia acest lucru, AFM și Banca Națională a Kazahstanului introduc noi măsuri de securitate: depozitele în numerar care depășesc 500.000 de tenge (aproximativ 800 EUR) vor necesita acum un număr de identificare personal. Se are în vedere verificarea biometrică prin recunoaștere facială sau amprentare.Kazahstanul își propune să reducă ponderea economiei subterane la 15% din PIB până la sfârșitul anului, deoarece autoritățile își consolidează controlul asupra unui sistem financiar aflat în rapidă digitalizare.

Vizita secretarului general al NATO, Mark Rutte, la București a fost o demonstrație de forță diplomatică, menită să transmită un mesaj de continuitate și stabilitate strategică pe flancul estic, cu efecte și asupra Republicii Moldova. Pentru observatorii de la Chișinău, prezența lui Rutte vine să contracareze interpretările propagandistice ale Federației Ruse legate de decizia Washingtonului de a reduce formal efectivele americane din România. Știrile zilei: Președinta Parlamentului European, Roberta Metsola, a ținut un discurs în fața noului Parlament de la Chișinău, ales în urma scrutinului din 28 septembrie și care este dominat de o majoritate pro-europeană. Roberta Metsola a venit cu mesaje de sprijin pentru parcursul european accelerat al Republicii Moldova și a dat asigurări că Bruxellesul va susține aspirația Chișinăului de a avea un acord de aderare în 2028. În același timp, ea a subliniat că transparența în cheltuirea fondurilor europene este esențială. Roberta Metsola efectuează o vizită de două zile în Republica Moldova în cadrul căreia are întâlniri cu oficialii moldoveni, dar și ci tinerii de la Liceul „Spiru Haret” din Chișinău. *** Secretarul general al NATO, Mark Rutte, a declarat că împărtășește „sentimentul de urgență” exprimat de președintele României, Nicușor Dan, cu privire la amenințările hibride din partea Rusiei și la faptul că România sprijină R. Moldova în acest sens. Declarațiile au fost făcute în cadrul unui interviu oferit portalului Calea Europeană. „Vă pot asigura că întreaga NATO, inclusiv România, suntem cu toții foarte conștienți de amenințarea hibridă. Nu putem vorbi întotdeauna public despre ceea ce facem pentru a o contracara, pentru a ne asigura că alții nu vor încerca din nou. Dar este o parte integrantă a apărării noastre”, a continuat secretarul general al Alianței. Președintele Nicușor Dan a prezentat în octombrie liderilor europeni, la summitul Comunității Politice Europene de la Copenhaga, un document privind ingerințele Rusiei care au condus la anularea alegerilor prezidențiale din noiembrie 2024. Mark Rutte a precizat că a văzut același mod de operare și la alegerile parlamentare din R. Moldova. „Mulțumiri României pentru tot ceea ce faceți în acest sens pentru Moldova. Este crucial. Este extrem de important ca alegerile să fie cât mai libere posibil”, a spus Mark Rutte. *** Ucraina a reluat importurile de gaze prin ruta sudică Transbalcanică, care trece prin Republica Moldova, România și Bulgaria, așa-numitul Coridor Vertical, ca răspuns la intensificarea atacurilor rusești asupra infrastructurii de gaze și energie, care au redus producția internă cu cel puțin jumătate. Folosirea traseului de către Ucraina a devenit posibilă după ce recent România și Republica Moldova au redus cu 50 la sută tarifele de tranzit prin Coridorului vertical. *** Comerciantul global de mărfuri Gunvor a renunțat la achiziția activelor externe ale „Lukoil”. Decizia vine după ce Ministerul de Finanțe al SUA a numit compania de trading petrolier „o marionetă a Kremlinului”, scrie Ziarul de Gardă. În Republica Moldova Lukoil are o cotă de piață importantă și este furnizor unic pentru aeroportul internațional Chișinău. Autoritățile moldovene sunt în căutarea de soluții pentru a preveni o eventuală criză. „Lukoil” anunțase vânzarea activelor sale din străinătate, evaluate la aproximativ 20 de miliarde de euro, la patru zile după ce a fost supus sancțiunilor americane, iar trei zile mai târziu ajunsese la un acord cu traderul de petrol Gunvor. Pentru încheierea tranzacției era necesară aprobarea autorităților americane responsabile de sancțiuni. Totuși, Ministerul de Finanțe al SUA a declarat că „atâta timp cât Putin continuă aceste crime fără sens, marioneta Kremlinului — Gunvor — nu va primi niciodată o licență pentru a opera și a obține profit”. După această declarație, reprezentantul Gunvor, Seth Pietras, a declarat pentru Politico că firma își retrage oferta pentru activele externe ale „Lukoil”.

Guvernul de la Chișinău caută soluții pentru criza generată de cota mare pe piața moldovenească a companiei rusești Lukoil, ajunsă sub sancțiunile americane. Vicepremierul pentru infrastructură, Vladimir Bolea, a dat asigurări să aeroportul internațional Chișinău nu va rămâne fără combustibil, chiar dacă Lukoil este singurul furnizor pentru aeroport. „Căutăm soluții pe trei paliere distincte: rețeaua de benzinării, infrastructura de depozitare en-gros și, cu prioritate, infrastructura vitală de pe teritoriul aeroportului pentru a asigura stabilitatea pieței și securitatea energetică a țării”, spune Vladimir Bolea. Temele ediției: - Închiderea Centrului cultural rus din R.Moldova, prima decizie a noului Guvern de la Chișinău. Există suspiciuni că acesta ar fi primit finanțare ilegală din Rusia. - Comisia pentru politică externă din noul parlament suspendă activitatea grupurilor parlamentare de prietenie cu Rusia și Belarus, pe durata războiului de agresiune al Federației Ruse împotriva Ucrainei - Cetățenii Republicii Moldova vor putea solicita online toate actele de stare civilă, la prețuri mai mici decât la ghișeu. Știrile zilei: Cabinetul de miniștri condus de premierul Alexandru Munteanu a avut miercuri dimineața prima ședință după învestire, iar primul punct pe agendă a fost denunțarea Acordului cu Guvernul Federației Ruse privind funcționarea Centrului Cultural rus în R.Moldova. Înainte de ședință, noul premier a anunțat primele sale vizite externe – prima va fi la București, iar detaliile vizitei sunt acum în pregătire. A doua vizită va fi la Bruxelles, a anunțat Alexandru Munteanu, fără să dea datele concrete pentru care se pregătesc aceste vizite. *** Președinta Parlamentului European, Roberta Metsola, începe joi o vizită oficială de două zile în Republica Moldova. Aceasta va susține vineri un discurs în plenul legislativului moldovean, cu ocazia constituirii noii componențe, pro-europene, a Parlamentului. Roberta Metsola se va întâlni cu oficialii moldoveni și va participa la o întâlnire cu tinerii la Liceul „Spiru Haret” din Chișinău. *** Comisia Electorală Centrală de la Chișinău a inițiat verificarea finanțării Blocului Patriotic și a Partidului Inima Moldovei, bloc care s-a plasat pe locul doi la parlamentare și a adus în Legislativ 26 de deputați socialiști și comuniști. Potrivit Comisiei electorale, controlul se va desfășura până pe 31 martie 2026 și se va încheia cu întocmirea unor rapoarte pentru fiecare formațiune politică. Autoritățile moldovene au suspiciuni rezonabilă că formațiunile din Blocul Patriotic ar fi primit finanțări netransparente din Federația Rusă, ceea ce a influențat campania electorală și rezultatul alegerilor. *** Comisia pentru politică externă din noul parlament de la Chișinău suspendă activitatea grupurilor parlamentare de prietenie cu Rusia și Belarus, pe durata războiului de agresiune al Federației Ruse împotriva Ucrainei, transmite IPN. Anunțul a fost făcut de președinta comisiei, Doina Gherman, care a subliniat că decizia reflectă angajamentul Republicii Moldova față de valorile democrației și respectarea suveranității statelor. „Credem cu tărie în necesitatea menținerii grupurilor de prietenie cu statele care respectă suveranitatea, independența și integritatea teritorială a țării, precum și demnitatea umană și libertatea”, a declarat Doina Gherman. *** Poliția anunțat despre o captură record de arme și muniții, în timpul unei operațiuni ce viza un caz de șantaj. Potrivit anchetei, în timpul perchezițiilor au fost descoperite și ridicate 16 arme de foc, inclusiv mitraliere și puști, dar și arme cu lunetă, aproximativ zece mii de cartușe, 5 grenade și 2 aruncătoare, camuflate și ascunse în perete. De asemenea, au fost ridicate 3 pașapoarte cu aceeași fotografie, dar identități diferite, și alte obiecte interzise. Urmare a probelor acumulate patru persoane au fost reținute pentru a stabili circumstanțele și proveniența armamentului. Armele și munițiile capturate la Chișinău urmau să fie folosite pentru destabilizări în Republica Moldova, declară ministra Afacerilor Interne, Daniela Misail-Nichitin. Nu este clar în acest moment cum a ajuns arsenalul la Chișinău. „Mecanismele pot fi diferite. Ele pot intra în țară și din Ucraina, dar avem și situații când ele ajung din țări ale Uniunii Europene. Totodată, avem și situații când și regiunea din stânga Nistrului este folosită în acest sens”, a subliniat ministra Afacerilor Interne, Daniela Misail-Nichitin. *** Cetățenii Republicii Moldova vor putea solicita online toate serviciile de stare civilă, la prețuri mai mici decât la ghișeu. Noul sistem „Acte de stare civilă” al Agenției Servicii Publice (ASP) va permite înregistrarea nașterilor, căsătoriilor, divorțurilor sau schimbarea numelui direct de pe calculator sau telefon, cu semnătură electronică. Potrivit unui comunicat al ASP, actele eliberate în format digital vor avea aceeași valoare juridică precum documentele tipărite și vor putea fi recepționate în MCabinetul personal al cetățeanului sau livrate prin sistemul MDelivery. Modernizarea sistemului va aduce mai multă comoditate și transparență, reducând timpul de așteptare și eliminând necesitatea prezentării documentelor pe suport de hârtie, notează instituția.

Pagājušajā reizē raidījumā Divas puslodes runājām par Savienoto Valstu prezidenta Donalda Trampa turneju pa Āzijas valstīm, piebilstot, ka priekšā ir gaidītākā tikšanās ar Ķīnas prezidentu Sji Dziņpinu. Kādi ir šīs tikšanās rezultāti un ko tas nozīmē pārējai pasaulei un mums visiem? Cita vērā ņemama ziņa saistās ar Nīderlandi. Tur notika ārkārtas parlamenta vēlēšanas, un to rezultāti ir citādi nekā vēl pirms gada. Labējai Brīvības partijai, kuras rīcība izprovocēja šo notikumu, vēlētāju izvēli ir likusi vilties. Iespējams, ka ārkārtas vēlēšanas būs arī Serbijā. Tur pēc ļoti plašiem protestiem prezidents Aleksandars Vučičs meklē iespējas mazināt sabiedrības neapmierinātību. Serbijā šajās dienās pieminēja traģēdijas gadadienu, kad Novisadas pilsētā sabruka dzelzceļa nojume, nogalinot 16 cilvēkus. Notikumus komentē Latvijas Transatlantiskās organizācijas ģenerālsekretāre, Latvijas Universitātes pasniedzēja Sigita Struberga, Latvijas Universitātes pasniedzējs politologs Andis Kudors un Latvijas Ārpolitikas institūta pētniece Una Aleksandra Bērziņa-Čerenkova. Un vēl viens temats. Savienotajās Valstīs 4.novembrī vairākos štatos, arī Ņujorkā, cilvēki devās pie vēlēšanu urnām. Rezultāti nav Donaldam Trampam labvēlīgi. Ko tas liecina par noskaņojumu Amerikā? „Lielo zēnu” skaidrošanās Pagājušajā ceturtdienā, 30. oktobrī, pienāca globāli sengaidīts notikums – prezidentu Donalda Trampa un Sji Dziņpina tikšanās, pirmā Savienoto Valstu līdera otrās kadences laikā. Aizvadītie mēneši, kas pagājuši abu superlielvaru tirdzniecības kara apstākļos, padara šo samitu nozīmīgu ne tikai Vašingtonai un Pekinai, ciktāl šī cīkstēšanās ekonomiski iespaido visu pasauli. Abu šīs pasaules vareno samits notika Dienvidkorejas pilsētā Pusanā un noslēdza Baltā nama saimnieka iespaidīgo piecu dienu Austrumāzijas tūri. Tās laikā viņš apmeklēja Malaiziju, kur piedalījās ASEAN organizācijas samitā, pēc tam viesojās Japānā un Dienvidkorejā. Kas attiecas uz Trampa un Sji tikšanos, eksperti atzīmē, ka tā bijusi pat pārsteidzoši īsa – vien stunda un četrdesmit minūtes; un tas, visdrīzāk, liecinot, ka runāts tikai par to, par ko jau iepriekš panāktas principiālas vienošanās. Kopumā sarunu rezultāts tiek raksturots kā „pamiers” tirdzniecības karā ar termiņu uz vienu gadu. Savienotās valstis piekritušas samazināt uz pusi to tarifa daļu importam no Ķīnas, kas tika noteikta kā sankcija par Ķīnā ražotās narkotiskās vielas fentanila kontrabandu uz Savienotajām Valstīm. Savukārt Pekina apņēmusies aktīvāk apkarot šo kontrabandu. Kopējais tarifs Ķīnas ražojumu importam tādējādi samazināsies no 57 uz 47 procentiem. Ķīnas tarifs amerikāņu preču importam 32 procentu apmērā paliks nemainīgs. Pekina piekritusi neieviest ierobežojumus piecu retzemju elementu eksportam uz ASV, kamēr ierobežojumi septiņām citām šīs kategorijas izejvielām, kas noteikti jau iepriekš, paliek spēkā. Tāpat Ķīna apņēmusies atsākt amerikāņu sojas pupiņu importu. Savukārt no prezidenta Trampa puses esot saņemti Pekinai cerīgi signāli, ka iespējama ierobežojumu mīkstināšana mākslīgā intelekta attīstībai svarīgo jaunākās paaudzes mikroshēmu eksportam uz Ķīnu; šos ierobežojumus noteica prezidenta Baidena administrācija. Protams, ne mazāka interese kā par tirdzniecības karu aizvadītās tikšanās sakarā ir interese par karu tiešā nozīmē – kā jau notiekošu, tā iespējamu. Kas attiecas uz iespējamu Ķīnas iebrukumu Taivānā, tas, kā pēc tikšanās apgalvoja Donalds Tramps, sarunās neesot pat pieminēts. Par Krievijas agresiju pret Ukrainu gan esot runāts, pie tam Ķīnas līderis solījis sastrādāties ar Vašingtonu, lai vairotu miera iespējamību. Grūti gan spriest, kā tas varētu izpausties. Tiek lēsts, ka gandrīz visas abu karojošo pušu kaujas lidrobotiem izmantotās mikroshēmas un optiskais kabelis ir ražots Ķīnā, Pekina patiešām varētu būt vienīgais spēks šai pasaulē, kas varētu reāli pieslāpēt karadarbību, pārtraucot šo sastāvdaļu piegādi karojošajām pusēm. Nekas gan neliecina, ka tā varētu notikt. Vēlēšanu rezultāti Nīderlandē Kārtējām parlamenta vēlēšanām Nīderlandē bija jānotiek 2028. gadā, taču premjerministra Dika Shofa vadītās koalīcijas valdības izjukšana šī gada jūnijā un citas koalīcijas izveides neiespējamība noteica to, ka nīderlandiešu elektorātam jau otro reizi pēc kārtas bija jābalso ārkārtas vēlēšanās. Demisionējušo kabinetu bezpartejiskā premjera Shofa vadībā izdevās izveidot gandrīz astoņus mēnešus pēc iepriekšējām vēlēšanām, kurās izcilus panākumus guva radikāli labējā, populistiskā „Partija brīvībai” ar Gērtu Vildersu priekšgalā. Koalīciju ar šiem radikāļiem piekrita veidot konservatīvi liberālā „Tautas partija brīvībai un demokrātijai”, lauku labējo populistu partija „Zemnieku pilsoņu kustība” un kristīgi demokrātiskā partija „Jaunais sociālais līgums”. Tomēr mērenāko koalīcijas partneru nostādnes izrādījās grūti savienojamas ar Vildersa partijas pieeju imigrācijas jautājumos, kas paģērēja pilnīgu moratoriju patvēruma meklētāju uzņemšanai. Šajās vēlēšanās labējo radikāļu cerības nepiepildījās – vairāk nekā ceturtdaļa vēlētāju balsu un, attiecīgi, 11 no 37 deputātu mandātiem „Partija brīvībai” gājuši zudībā. Vietu skaita ziņā Vildersa partiju panākusi kreisi centriskā, sociālliberālā partija „Demokrāti 66”. Ļoti nozīmīgi savas pozīcijas parlamentā uzlabojusi arī konservatīvā partija „Kristīgi demokrātiskais aicinājums”, un divas galēji labējās partijas – „JA21” (saīsinājums no nosaukuma „Pareizā atbilde – 21”) un „Forums demokrātijai”. Daļu mandātu zaudējot, tomēr lielāko partiju pirmajā četriniekā joprojām ir „Tautas partija brīvībai un demokrātijai” un agrākā eirokomisāra Fransa Timmermansa vadītā „Zaļo kreiso” un „Darba partijas” alianse, nozīmīgākais kreisais spēks parlamentā. Tā kā Nīderlandes vēlēšanu sistēma neparedz balsu skaita slieksni iekļūšanai parlamentā, tur ir vēl astoņas mazākas partijas ar mandātu skaitu no viena līdz četriem. Visloģiskākais koalīcijas modelis būtu plaša ap centru veidota kombinācija, kurā centriskie „Demokrāti 66” vienotos ar labējākajām partijām Kristīgi demokrātiskais aicinājums un Tautas partija brīvībai un demokrātijai no vienas, un kreiso Darba partijas un Zaļo kreiso aliansi no otras puses. Tomēr savilkt kopā šī politiski visai plašā spektra daļas nebūt nav vienkāršs uzdevums, tāpēc valdības izveide atkal var prasīt vairākus mēnešus. Eiropas Savienības paplašināšanās „telesamits” 4. novembrī Briselē risinājās savdabīgs notikums – telekanāls „EuroNews” bija pulcinājis uz samitu telekameru priekšā sešu Eiropas Savienības kandidātvalstu vadītājus, kā arī Eiropadomes priekšsēdētāju Antoniu Koštu un eirokomisāri paplašināšanās jautājumos, Slovēnijas pārstāvi Martu Kosu. Kandidātvalstis klātienē pārstāvēja Moldovas prezidente Maija Sandu, Serbijas prezidents Aleksandars Vučičs, Ziemeļmaķedonijas premjerministrs Hristijans Mickoskis un Melnkalnes ārlietu un Eiropas lietu vicepremjers Filips Ivanovičs, savukārt Ukrainas prezidents Volodimirs Zelenskis un Albānijas premjerministrs Edi Rama pieslēdzās samitam tiešsaistē. Notikums bija salāgots ar Eiropas Komisijas ziņojuma par kandidātvalstu iestāšanās procesa virzību publiskošanu, un tajā telekameru fokusā nonāca kandidātvalstu specifiskās problēmas, kuras citādi grūti izlobāmas no politisko dokumentu sausajām rindām. Protams, ar citiem nesalīdzināmas tās ir Ukrainai, kuras vēlme pievienoties Eiropas Savienībai bija galvenais iemesls Krievijas agresijai, kuru Ukraina izmisīgi atvaira jau divpadsmito gadu. Prezidents Zelenskis uzrunāja samita dalībniekus tiešsaistē no kādas nekonkretizētas vietas frontes tuvumā un veltīja nīgrus vārdus Ungārijas premjeram Viktoram Orbanam, kurš deklarējis, ka bloķēs Ukrainas iestāšanās centienus. Kremļa tieksmes taranēt iestāšanās procesu sajūt arī Moldova, kuru Krievija cenšas visiem līdzekļiem iekšēji destabilizēt un panākt sev draudzīgu spēku nākšanu pie varas. Par netīkamu ārējo ietekmi samitā runāja arī Ziemeļmaķedonijas premjers Mickoskis, kurai iestāšanas procesā apšaubāmas prasības izvirza tās savienībā jau esošā kaimiņvalsts Bulgārija. Tomēr vislielāko ievērību samitā izpelnījās par tā „melno avi” dēvētais Serbijas līderis Aleksandars Vučičs. Viņam nācās atbildēt uz daudziem neērtiem jautājumiem, sākot ar Serbijas īpašajām attiecībām ar Maskavu, beidzot ar protestiem, kuri viņa valstī nenorimst nu jau gadu. Protestu galvenā tēma ir korupcija, taču arī autoritārisma iezīmes pastāvošajā varā. Prezidents Vučičs šai situācijā turpina manipulēt, gan aizvācot no amatiem dažus korupcijā vainotos, gan sūtot pret demonstrantiem policiju un ar dažādiem sitamajiem bruņotus huligānus, kas, savukārt, izraisa protestētāju pretreakciju. Pēdējais vardarbības uzliesmojums bija augustā, kad sadursmēs un policistu brutālos uzbrukumos cieta vairāki desmiti cilvēku un demonstranti izdemolēja un aizdedzināja prezidenta Vučiča vadītās Serbijas progresīvās partijas, citu varas partiju un valsts institūciju birojus.

Raportul constată deteriorarea poziției externe a Republicii Moldova, dar și oportunitățile pe care procesul de integrare europeană le oferă pentru reforme și creștere economică, transmite Radio Chișinău. Banca Mondială notează că în primele nouă luni, nivelul mediu al inflației a fost de aproximativ 8%, peste ținta de 5 la sută a Băncii Naționale, din cauza prețurilor la energie, servicii și produse alimentare. Pentru acest an experții estimează o creștere economică modestă de aproape 1,5 la sută, susținută de investiții și de creșterea veniturilor populației. Deficitul bugetar ar urma să fie de aproximativ 4,4 la sută din Produsul Intern Brut (PIB), sub limita planificată. Unul din principalele obiective declarate de noul guvern de la Chișinău, condus de economistul Alexandru Munteanu, este dezvoltarea economică a Republica Moldova, puternic marcată de consecințele războiului din Ucraina.
