Governor to serve the state of Idaho.Janice is a former State Representative and a successful business owner from Idaho Falls who, along with her husband Jim McGeachin, own and operate multiple businesses in the automotive industry, with stores in Idaho Falls and Boise. This week’s episode of “WisBusiness: The Podcast” is with Eric Borgerding, president and CEO of the Wisconsin Hospital Association. He discusses WHA’s budget priorities ahead of the Assembly and Senate taking up the spending bill passed by the Joint Finance Committee. He touches on provisions that would increase reimbursement, as well as budget changes to regulations surrounding telehealth. Borgerding said the budget put forth by Gov. Tony Evers was “probably the strongest health care budget I’ve seen in 30 years.” He said the guv listened to concerns raised by WHA and others, and proposed a “really strong piece of legislation.” “While it’s not everything he wanted, it’s not everything we wanted, it remains — coming out of Joint Finance — a very strong health care budget,” he said. “By and large it still remains very positive.” Borgerding said telehealth is a “critical technology” for expanding access to health care. “It’s a technology issue, it’s an infrastructure issue like broadband capacity,” he said. “And it’s a workforce issue. It’s a way for us to capitalize on our existing workforce in ways that take care to where the patient is, rather than having to get the patient to where the care is.” He said the guv included “some really positive things” in the budget changing regulations around telehealth, as well as some reimbursement policy changes in the Medicaid program related to the emerging technology. “We still have many steps to go, as it relates to fully realizing the promise, if you will, of telehealth but we’re certainly getting there,” he said. Assembly Speaker Robin Vos said yesterday Republicans aren’t looking to make “dramatic changes” to the JFC’s budget ahead of next week’s planned votes in the Assembly and Senate.

A standoff persists between Democratic Attorney General Josh Kaul and Republican members of the Joint Finance committee. Kaul said last week he would not join a multi-state settlement with OxyContin maker Purdue Pharma for its role in the nation's deadly opioid epidemic. He says he'll continue to pursue Wisconsin's case against the company, which is now filing for bankruptcy. Under the lame-duck laws the Republican-controlled Legislature passed last year, Kaul has to get permission from the GOP-controlled Joint Finance committee to settle lawsuits. He recently asked members to sign confidentiality agreements to discuss cases, but they refused. Now the two sides are at an impasse. In this week's Capitol Notes conversation, JR Ross of WisPolitics.com tells WUWM's Marti Mikkelson that hundreds of millions of dollars in lawsuit settlement money could be at stake. And, the OxyContin settlement is at the center of the gridlock.

Republicans on the Joint Finance committee last week stripped many of Gov. Tony Evers' policy items out of his proposed budget. Evers campaigned on many of these issues, including expanding Medicaid, as well as legalizing medical marijuana and decriminalizing small amounts. Republicans also rejected Evers' plan to borrow up to $40 million to replace lead pipes, mostly in Milwaukee.

This episode aired Feb. 4, 2019. There was a lot of drama last week involving Foxconn. The Taiwanese electronics giant said it would shift the focus of the huge plant it's building in Racine County from manufacturing LCD screens -- to research and development. But, after a conversation between President Trump and Foxconn Chairman Terry Gou, the company announced that LCD screen manufacturing at the plant is back on. In this week's "Capitol Notes" conversation, JR Ross of WisPolitics.com says in essence, plans for the plant are back to where they were last summer. Foxconn signalled it would scale back the operation from making large LCD screens for flat screen TVs, to making smaller screens for electronic devices. The company is also talking about locating a research hub at the campus in Mount Pleasant. Ross says we probably won't know for years what the plant is going to be -- and whether Foxconn will make good on its promise to create up to 13,000 jobs. In another development, the co-chairs of the Joint Finance committee announced the state will have more money to spend than expected in the next budget -- to the tune of $2.4 billion. Ross says his sources tell him that Gov. Evers is preparing a budget that will spend most of that money, on items like education or prison reform. But, the question is, what will Republicans accept and then what will Evers do with his veto pen? And finally, Ross talked about conservative Supreme Court candidate Brian Hagedorn, who came under fire last week for comments about abortion and homosexuality, that he made on his blog in 2005. Hagedorn is running against Appeals Court Chief Judge Lisa Neubauer in the April 2 election. Neubauer is backed by Democrats. Ross says it remains to be seen how this will play out at the polls. He says Hagedorn's comments could be used in campaign ads, to fire up the liberal base and drive turnout.

Gov. Tony Evers raised eyebrows last week when he announced in his first State of the State address that he was directing Attorney General Josh Kaul to withdraw Wisconsin from a federal lawsuit against the Affordable Care Act. Evers took back his comments, after Kaul said he has no authroity to do so. That's because the Republican-controlled Legislature passed laws last month which took away that power and gave it to lawmakers. Kaul is now asking the Joint Finance committee if it would approve getting the state out of the suit. In this week's Capitol Notes conversation, WUWM's Marti Mikkelson asked JR Ross of WisPolitics.com if he thinks the committee will approve the request.
