We discuss breaking news in the fight to save Medicaid this week as House Speaker Mike Johnson rules out cutting the federal match to states for Medicaid Expansion states. This is huge for Governor Tony Evers' plan to accept federal money to expand BadgerCare in the state budget. We renew our call for the Governor to publicly declare that he will veto any state budget that fails to expand BadgerCare. Despite the victory in Congress for Medicaid Expansion, Speaker Vos and Republicans in the Joint Finance Committee deleted expanding BadgerCare from their state budget Thursday afternoon. It's time for the Governor to fight for his budget. We urge our listeners to call Governor Tony Evers at 1 (608) 266-1212 and urge him to use his most powerful in the nation veto and publicly declare that he will veto any state budget from the Legislature that does not include proper funding for our public schools and BadgerCare expansion. Why does Senator Cory Booker's filibuster this week matter and how is it connected to the Wisconsin election this Tuesday? We take a deep dive in the epic State Supreme Court election that saw a landslide win for Citizen Action endorsed Susan Crawford. The victory was essential to the future of the state with the balance of the court at stake. However, we discuss our concern with the current playbook that clearly can deliver progressive court candidate victories, but with high spending shit shows where virtually all paid communication is trashy crime and sexual predator ads that debase and erode the credibility of the court, a vital pillar of our democracy. And what about Elon? We review the first Joint Finance Committee public hearing on the State Budget this Wednesday and heads to West Allis' State Fair Park this Friday. At the hearing, support for funding Medicaid and increasing public education dollars dominated public testimony. We welcome Milwaukee County Supervisor Anne O'Connor to discuss her support for the Milwaukee County Climate Action Plan which is up for a vote in April and her opposition to the proposed We Energies gas plants that are at odds with the County's Climate plan goals.

The governor released his executive budget on Tuesday night. State Superintendent of Public Instruction, Jill Underly, survived a primary on Tuesday and also reacted to some budget plans. She tells Stephanie Hoff that she's advocating for a $60 million investment in Career and Technical Education programs also known as CTEs. Wisconsin is one of six states that doesn't have ongoing funding dedicated to these programs, which include agricultural education. The money would also fund Career and Technical Student Organizations. Jill Underly says these dollars were a priority for her in the Department of Public Instruction budget proposal. She says she sees the value in investing in ag education and other CTE programs as both of her children are members in FFA. More bitterly cold weather on the way today, but a change is on the horizon according to Stu Muck.Auction pace is starting to pick up! Ashley Huhn with the Steffes Group tells Pam Jahnke that they're picking up momentum in Wisconsin with some key sales slated before March. Howard Marklein co-chairs the Joint Finance Committee, which is in charge of reviewing and modifying the governor's state budget proposal. The committee also reviews all bills that relate to taxes, revenue, or appropriating money. Senator Marklein says he is concerned about a few cases in the court that might slow down their work. He gives us a quick update on the litigation. Wisconsin Democratic state Assembly Rep. Jill Billings in studio discussing the "knocking doors" world of campaigning, Legislature still holding up funding for PFAS, childcare and more, plus will UW-La Crosse's science center ever get built. Began the show talking about campaigning, is it realistic to know on all the doors and if things will get nasty between Billings and her GOP opponent, Cedric Schnitzler, for the 95th District seat in the Assembly. From there, we moved on to some of the funding for state initiatives (16:10) that have been held up by the GOP-led Joint Finance Committee on PFAS funding, hospital closure response, childcare and K-12 literacy. We then went back to Billings new district lines (21:00), plus a bit of an overview of the Democratic National Convention.  Ended the show (31:20) discussing how Republicans have now for about six years blocked funding for phase II of UW-La Crosse's Prairie Springs Science Center, which went from $87 million to build to $187 million last year. Wisconsin Senator Howard Marklein has been busy.  Not only is he a key member of Wisconsin's Joint Finance Committee, he's also been a dedicated volunteer at June Dairy Celebrations in his district! He took time to speak with Pam Jahnke about some of the critical components of the state budget related to rural communities - including the very important Agricultural Road Improvement Program (ARIP). The ARIP bill creates a new $150 million grant program for the improvement of agricultural roads to help ag producers and suppliers move goods to and from the farm. The funding in ARIP is targeted to the first-mile roads and bridges that farmers use every day. These are the small, Class B and weight-restricted roads that connect our farms to county and state highways. Unfortunately, many of these roads are in awful condition and our small towns need financial support to maintain and improve them. This program fills this need. Class B roads are the rural, country roads on which many farms are located.  Farmers, and their suppliers, must navigate these roads to move goods to and from the farm. Unfortunately, for most towns, these are low-traffic, low-priority roads, but they are very important to the farmers who live and work on them. The goal of the program is to repair these roads and small bridges so that they will no longer be weight-restricted. Thoroughbred horse racing's been getting all kinds of media attention, but for all the wrong reasons.  Stephanie Hoff talks with Dr. Mark Markel, Dean of the UW School of Veterinary Medicine and a practicing equine specialist.  7 horses were euthanized leading up to the Kentucky Derby, and 1 more at Pimlico just before the Preakness over the weekend.  Markel explains how fragile these young horses really are. The state budget debate continues at the Capitol in Madison. Gov. Tony Evers proposed his budget in February. And just weeks ago, the state Joint Finance Committee essentially threw out about 545 budget priorities from that proposal. Some of these were items supported by farm groups, like funding for regional farmer support, farmland preservation grants and animal disease response. Assembly Ag Committee Chair Rep. The legislation, which marks the second state this year to attack healthcare for trans people, the first being Utah - bans all gender-affirming care for patients under 18 years of age.  This brings up two questions: why does such a small percentage of population deserve this much outsized negative attention?
