Prior to that, he served as State Secretary of the Latvian Ministry of Defence for more than seven years, leading defence sector reforms during an economic crisis period, developing a new state defence concept, and encouraging regional defence cooperation within NATO and the EU. He has also led the Latvian Government's efforts to increase its security and defence in cyberspace. As Chair of the National Cyber Security Board, he was responsible for formulating and overseeing the implementation of Latvia's cyber security policy, as well as for overseeing the work of the National Information Technology Security Incident Response Institution.

Sheldon Jacobs, PsyD, LMFT: Breaking Barriers: Transforming and Expanding Mental Health Access for Historically Underserved Communities Dr. Sheldon Jacobs, is a licensed mental health professional, educator, and nationally recognized advocate with extensive experience serving diverse populations, including juvenile probationers, first responders, professional athletes such as the Las Vegas Raiders, and individuals facing mental health challenges. With interests in sports and forensic psychology, Dr. Jacobs provides individual, group, and family therapy and teaches at the community college, undergraduate, and graduate levels. Appointed by Governor Steve Sisolak in 2019 to the Nevada State Board of Examiners, and elected in 2022 as the first Nevadan to serve on the NAMI National Board of Directors, he is also the President of the NAMI Southern Nevada Board of Directors. Dr. Jacobs founded and chairs a coalition to increase mental health provider diversity and access in underserved communities. His memoir, 48: An Experiential Memoir on Homelessness, and Las Vegas Review-Journal column, Mental Health Matters, reflects his commitment to raising awareness and breaking stigma. Senator Bob Duff is a state senator from Connecticut and has been the Majority Leader since 2015. Bob's Norwalk family ties go back five generations. His passion for public service began at the age of eight. That's when Bob voiced his concerns for the future of Duffy Field to then-mayor William Collins. Today, we still have Duffy Field — now renamed Veterans Park. Since joining the legislature, Bob has been a tireless advocate for job creation in Connecticut. Bob has also earned a reputation as a consumer watchdog. As Chair of the legislature's Housing Committee, he created the state's first Housing Trust Fund to build more affordable housing in Connecticut. As Chair of the Banking Committee, Bob worked to safeguard Connecticut homeowners from the ravages of predatory lending by creating a package of first-in-the-nation reforms to reduce the number of home foreclosures in the state. Included was the foreclosure mediation program, Mortgage Crisis Job Training Program (the first iteration to the federally recognized and nationally acclaimed Platform to Employment program) to help those unemployed or underemployed avoid foreclosure and a law that provides tools to municipalities ensuring lenders maintain their vacant properties. Bob's consumer advocacy continued as he went on to Chair the Energy and Technology Committee. As Chair, Bob championed two major pieces of energy legislation which taken together implement a new comprehensive energy strategy for Connecticut: restructuring support for renewable sources of electricity to provide for cheaper, cleaner and more reliable energy for consumers and businesses. Bob also supported the nation's first cybersecurity report by a state government relating to safeguarding our electric grid and water utilities. In addition, the Senate Democratic caucus with Bob has achieved numerous legislative victories. Most recently, the caucus passed legislation standing up for DREAMers, the National Popular Vote, net neutrality, data privacy, health care access, Time's Up, gun safety, LGBTQ rights, equal pay for equal work, raising the minimum wage and Paid Family Medical Leave. Bob has also been involved with the National Conference of State Legislatures (NCSL) serving on both the Foundation Board and Nominating Committee and active in their leadership programs. Throughout his legislative career, Bob has been honored by The Workplace Inc., AARP of Connecticut, the Lockwood-Matthews Mansion Museum, the Save Cranbury Association, Side-by-Side Charter School, the American Heart Association, the American Lung Association, Greater Stamford Hispanic Chamber of Commerce, Women's Business Development Council, the Maritime Aquarium, the Norwalk NAACP, the Norwalk Marching Bears, Inc., Action for Bridgeport Community Development and the Norwalk Public Schools Dr. Martin Luther King, Jr. Committee. After graduating Norwalk Public Schools, Bob earned his bachelor's degree in political science from Lynchburg College in Virginia. There, Bob honed his political skills as a student senator, campus leader and intern for then-U.S. Senator Christopher Dodd (D-CT). Charlene Nijmeh is the Chairwoman of the Muwekma Ohlone Tribe. She is from the Marine-Sanchez lineage that descends from the first peoples of the San Francisco Bay Area. Her ancestors are direct descendants of those who were taken into the mission system at Santa Clara, Mission San Jose, and Mission Dolores in San Francisco. Charlene began her engagement in Tribal affairs at an early age of 8 when she was exposed to her Tribe's efforts to repatriate ancestral remains during the early 80's. As she became a young adult she worked as a Native American Monitor and Field Crew for the Muwekma Ohlone Tribal Cultural Resources Management firm providing Tribal consultation to commercial developers and construction companies, municipalities, county, state, and federal agencies on ancestral Muwekma Ohlone heritage village and cemetery sites that included monitoring, mitigation, excavation, removal, and relocation of ancestral remains. In 2018, Charlene was elected as Tribal Chairwoman to help lead her people after the retirement of the previous chair. As Chair of the Muwekma Ohlone Tribe, she represents over 600 tribal members who comprise the 10 lineages of the previously recognized, never terminated Verona Band of Alameda County.

For nearly the past year, the Council has approved 40 land use applications that will result in over 12,000 projected new housing units, of which over 63 percent are affordable. One year ago, Simcha Rothman was a household name in Israel and beyond. As Chair of the Knesset Committee on Constitutional, Law and Justice Issues, Rothman was the man in a scorching hot seat, taking the lead in shepherding through the legislature the controversial judicial reform package. Working closely with Minister of Justice, Yariv levin, Rothman bore the brunt of public anger and became a convenient target for political mudslinging. For much of 2023 Israel was roiled by unprecedent civil disobedience and dissent set off by the judicial reform legislative package. And then, October 7th happened. Since then Rothman has largely been out of the public eye but still very active in dealing with the unprecedented legal challenges posed by the horrors of that day and the challenges with respect to how Israel will manage various legal issues going forward. We discuss the new world in which we all find ourselves and we also manage to squeeze in a few minutes of discussion of the judicial reform moment. That issue will surely resurface and I, for one, expect Simcha Rothman to be front and center, yet again. Rothman and I don't exactly see eye to eye on many issues but – as I have always said – State of Tel Aviv aspires to be a platform where respectful discussion and debate are facilitated. And I am grateful to Simcha Rothman for being game. Last week, the ACEC Research Institute released its first-ever Diversity Roadmap Report on the state of DEI&B programs and practices at ACEC member firms. The Report offers a view of where we are as an industry on our DEI&B journey and, as its name implies, gives actionable suggestions on how firms can take the next steps that are right for them. We gave a brief preview of the Roadmap's findings at our Fall Conference in Austin, where we shared that most of our firms' DEI&B programs are still in their early stages. That's an important metric, but it tells only part of the story. As Chair of ACEC's DEI&B Committee, I keep hearing one recurring theme: “We know we need to do better. We just need more support.” And that is where the Roadmap comes in. Where there is a will, there is a way – and this Roadmap shows the way. A way for firms to see where they are (and to see they're not alone in their progress) and how to move forward. A way to help our members build firms that attract talented candidates and enable them to thrive. A way to ensure that our industry is positioned to compete – and win – in a globalized and diverse marketplace. To borrow a line from Yogi Berra: “If you don't know where you are going, you might wind up someplace else.” Our industry can't afford to wind up someplace else. Questions about standards in public life have dominated politics in recent years. As Chair of the independent Committee on Standards in Public Life since 2018, Lord Evans KCB DL has been at the heart of these debates, leading the committee's work to define and uphold ethical standards across the public sector. As Lord Evans reaches the end of his five-year term, he joined the Institute for Government to reflect on the work of the committee and the UK's approach to standards in public life more broadly. He discussed how the standards landscape has changed, the challenges he anticipates, and how he would like to see public standards strengthened in future. After his speech, Lord Evans was in conversation with Dr Hannah White, Director of the Institute for Government. There was an opportunity for questions from the audience.
The potential of geothermal energy in the West is vast and offers significant advantages in the effort to expand renewable energy resources. Advances in technology and increased interest in developing domestic sources of low-cost, reliable, clean energy have brought greater attention to the energy potential of the heat beneath our feet. As Chair of the Western Governors' Association in 2023, Colorado Governor Jared Polis launched The Heat Beneath Our Feet initiative to examine opportunities for and barriers to the accelerated development and deployment of geothermal energy technologies. Through a rigorous stakeholder process that included four workshops, six tours, a public survey, and a webinar series, the Heat Beneath Our Feet initiative generated recommendations for increasing the development and deployment of geothermal energy in the West. In this episode of Out West, Governor Polis shares some of his experiences from the initiative and discusses the policy recommendations outlined in the initiative report. As Chair of the Ball Ground Public Works Committee, he often praised the accomplishments of the public works team. Prettyman supported numerous initiatives, including the construction of a new elementary school, city hall, senior center, fire station, and police station. He was actively involved in community organizations such as the Ball Ground Masons and Lions Club. Known for his dedication and reliability, Prettyman will be remembered as a valuable council member who served his city well.
