His job as a Chief Master Sergeant in the United States Air Force is to "empower people," but he's never had to use that phrase. Instead, he says it with his CHESS. He walks us through his acronym, CHESS, which stands for Change, Help, Encourage, Support, and Strengthen. Instead of empowering individuals, he enables self-growth and autonomy on their journey. Don't believe anything you hear and only half of what you see. That statement was told to me in the fall of 1972 by a Senior Non-commissioned Officer in the United States Army. I had recently finished basic training and was posted to my first duty station in the 101stAirborne, I and other young soldiers were about to embark on an on-the-job training course as an infantryman. Vietnam was still going on. But it was still three years until the US would be out of there. Thousands of young soldiers were pouring into the 101st Airborne to replenish its losses, and our anticipation or expectation was that we would be returning to Vietnam. But that did not happen. We were being trained to fight a nuclear, chemical, and biological war against the Soviet Union in Eastern Europe. My posting in the 101st Airborne was in a Battalion Recon Platoon. Our job was to move forward of the Forward Edge of the Battle Area (FEBA), conduct tactical intelligence surveillance, and get the information back to our command behind us. As a young Recon Scout, it became very apparent that anything I said or did could adversely affect the lives of up to 30,000 people behind me. It was vital to know that what I was saying was true because the people listening to my words would believe it to be so and act on it. Today almost 50 years later, that statement is more accurate than ever. Don't Believe Anything You Hear And Only Half Of What You See Today we live in a world emboldened by outright liars, misinformation mongers, politicians, media personalities, and marketers who will set our emotions on fire so they can profit from it. Today the American people and the people of the world are vastly divided. Why? Because we believe we know better than they do "Beliefs are what divide people. Doubt unites them. – Peter Ustinov" If we were to take a moment and look at our recent history. It does not matter what side of the fence you sit on. We can objectively see that some of the gravest injustices done by people are because of emotion. Not because of the truth or the facts. For us to be effective, we need to have a plan. We need to remove the emotion from the equation. Learn to seek the truth of what can be done, how it can be done, what needs to be done, and when it needs to be done. Our plans should be based on facts and truth. There is no emotion involved there, though sometimes emotion will pop up. I will enjoy it at the moment, and then I will get back to the brain and follow the plan. The brain is smart the heart is stupid. Blair Levin serves as a Senior Non-Resident Fellow at the Metropolitan Policy Project at the Brookings Institution. He also is the Policy Advisor to New Street Research, an international equity research firm. Blair began his career practicing law in North Carolina. He then served as Chief of Staff to FCC Chairman Reed Hundt (1993-1997), was a policy analyst for the equity research teams at Legg Mason and Stifel Nicolaus, co-lead the Obama technology and government innovation transition team, and returned to government to direct the writing of the United States National Broadband Plan (2009-2010). Since then, he has split his time advising institutional investors and private companies, serving with various non-profits, and has been involved with a number of pro bono projects including working with three dozen university communities seeking to obtain next generation broadband networks, and working with the World Bank and UNHCR to create a Global Broadband Plan for Refugees. Barron's Magazine noted that his work, "has always been on top of developing trends and policy shifts in media and telecommunications … and has proved visionary in getting out in front of many of today's headline making events." Dr. Eileen A. Bjorkman, a member of the Senior Executive Service, is Executive Director, Air Force Test Center, Edwards Air Force Base, California. She serves as principal deputy to the AFTC Commander on all matters under the cognizance of the Commander. She has extensive authority for broad management, policy development, decision-making and effective program execution of the AFTC’s developmental test and evaluation mission. Her role as an Executive Director involves long and short-range planning, policy development, the determination of program and center goals, including those involving scientific and technical matters, and the overall management of the AFTC enterprise. Dr. Bjorkman was commissioned through Officer Training School in 1980 and served nearly 30 years in the Air Force, retiring as a colonel. During her military career, she served as a Flight Test Engineer, Instructor and Test Squadron Commander. She was a Senior Non-rated Aircrew Member and flew more than 700 hours as a Flight Test Engineer in more than 25 different aircraft, primarily the F-4 Phantom II, F-16 Fighting Falcon, C-130 Hercules and C-141 Starlifter. She also held multiple staff and director positions involving modeling, simulation, analysis and joint testing, retiring from active duty as the Chief of the Modeling and Simulation Policy Division, Warfighter Systems Integration and Deployment. Dr. Bjorkman was appointed as a Senior Leader Executive in January 2010, and entered the Senior Executive Service in 2015.

She manages the project Yemen: Rethinking the Peace Process, working with Yemenis engaged in regional strategic thinking groups in Hadramaut and Marib governorates. She joined ORG in July 2018. Fatima Abo Alasrar is a Non-Resident Scholar at the Middle East Institute. Before joining the Institute, Alasrar was a Senior Analyst at the Arabia Foundation in Washington DC, MENA Director for Cure Violence, Research Associate at the Arab Gulf States Institute in Washington, a Mason Fellow at the Kennedy School of Government, and an International Policy Fellow at the Open Society Foundation. From 2006-12, she worked as an advisor for the Embassy of Yemen in Washington, DC. Earlier in her career, Alasrar served as a program officer for the Department for International Development (DFID) in Yemen. Nadwa Al-Dawsari is a non-resident fellow at the Middle East Institute. Before joining the institute, she was the Yemen Country Director for Center for Civilians in Conflict, a Senior Non-resident Fellow at the Project on Middle East Democracy, and a founding Director of Partners Yemen, a local affiliate center of Partners Global. Earlier in her career, she worked as a senior program manager at the National Democratic Institute in Yemen, managing elections monitoring and tribal conflicts programs. Nadwa has over 20 years of field experience in Yemen. She conducted extensive research in Yemen, providing deeper insights into the internal dynamics of the conflict in the country. Her publications have been featured by the Middle East Institute, the Carnegie Endowment for International Peace, the United States Institute of Peace (USIP), the Atlantic Council, Lawfare, Project on Middle East Democracy (POMED), the Washington Post, and the Center for Civilians in Conflict, among others.

Speaker: Dr Brandon Valeriano, Donald Bren Chair of Armed Politics, Marine Corps University Chair: Dr Tim Stevens, Lecturer in Global Security and Convenor, Cyber Security Research Group Description: Dr Valeriano will discuss the development of strategy in the cyber domain, particularly the coercive potential of cyber operations, which are neither as novel nor as effective as often claimed. His research suggests that cyber operations usually fail to produce political concessions. When states achieve strategic outcomes through cyber means, these operations occur alongside traditional coercive instruments like diplomacy, sanctions and military threats. This suggests that foreign policy and diplomacy aimed at countering strategic cyber threats needs to take proper account of the coercive aspects of cyber operations, rather than being developed in a strategic vacuum. Biography: Brandon Valeriano is the Donald Bren Chair of Armed Politics at the Marine Corps University. He has published widely on cybersecurity and statecraft, including Cyber War versus Cyber Reality (2015) and Cyber Strategy (2018), both with Oxford University Press.
