Ustedes escuchan a diario en nuestro panorama informativo noticias vinculadas a homicidios por ajustes de cuenta, por represalias, por conflictos entre vecinos que terminan de la peor manera. Ahora, ¿se puede mediar en situaciones conflictivas en los barrios, de forma de reducir la violencia, y evitar que los involucrados terminan muertos? Este es el objetivo del programa Barrios Sin Violencia, una iniciativa del Ministerio del Interior, con financiamiento del BID con la que se busca bajar la cantidad de homicidios. Desde marzo del año pasado, el programa está trabajando junto con oenegés, en el Cerro y Casavalle, dos zonas de la capital donde se registran la mayor cantidad de homicidios. Allí actúan equipos integrados por psicólogos, trabajadores sociales, e “interruptores” de violencia, quienes intervienen directamente ent el barrio ante potenciales situaciones de violencia. La iniciativa está inspirada en Cure Violence, un programa que se viene implementando en varias ciudades de Estados Unidos y América Central afectadas por la violencia entre pandillas y que procura resolver los conflictos mediante el diálogo con los involucrados. ¿Pero cómo es el trabajo en los barrios? ¿Cómo se interrumpen conflictos en los que muchísimas veces hay bandas armadas detrás? Seis organismos del Estado se reunieron el martes pasado para “coordinar acciones” ante los recientes casos de niños asesinados o heridos, víctimas de la "violencia narco". La convocatoria fue realizada por el Ministerio del Interior porque en los últimos dos meses hubo al menos siete niños que fueron baleados y en algunos casos asesinados a causa de la "violencia narco". A la cita concurrieron, representantes de los ministerios del Interior y de Desarrollo Social, la Suprema Corte de Justicia, Fiscalía, el INAU, ANEP y ASSE. En el encuentro se acordaron varias líneas de acción. Por un lado, se fortalecerá el trabajo de funcionarios policiales con poblaciones vulnerables, para dotar de herramientas a los agentes para que puedan trabajar mejor con personas con uso problemático de drogas. Por otro, se procurará “cambiar la cultura de violencia” en los barrios mediante una “reacción social” de los vecinos. Esto se hará a través del programa Barrios Sin Violencia (inspirado en Cure Violence) que trabaja con ongs locales. Además, en la currícula de Educación Primaria y Secundria se incluirán talleres de prevención de la violencia, con un plan piloto en centros ubicados en zonas de contexto crítico de Montevideo. ASSE, en tanto, capacitará a sus trabajadores ante situaciones de violencia cuyas víctimas sean niños. Al finalizar la reunión el subsecretario de Interior, Pablo Abdala, enfatizó que es necesario el “involucramiento ciudadano” para atender este fenómeno. “Hay una responsabilidad social compartida. Todos los ciudadanos tienen que colaborar con el sistema. Si hay un niño en condiciones de vulnerabilidad en algún lugar, el sistema pueda tener información para actuar”. Las nuevas autoridades del Ministerio del Interior comparecieron el viernes 19 de enero ante la Comisión Permanente del Parlamento para explicar las líneas de trabajo que se llevan adelante en el último año de la actual administración. El ministro Nicolás Martinelli, que asumió en noviembre en lugar de Luis Alberto Heber, puso énfasis en el “enfoque dual”, que combina la represión con el ataque a las causas del delito. En ese contexto, resaltó la aplicación del programa Cure Violence. Cure Violence es una iniciativa que se ha puesto en práctica en ciudades de Estados Unidos y de América Central que busca reducir la violencia entre pandillas, en particular los homicidios, mediante el diálogo entre los involucrados. Según informó el viernes Martinelli, en la siguiente semana el gobierno abrirá el llamado a las ONGs que proveerán los llamados “interruptores” en la versión local de este programa que se llamará “Barrios sin violencia” y que comenzará a funcionar en marzo. Las primeras zonas de Montevideo donde se aplicará serán Peñarol, Manga, Casavalle, Las Acacias, Villa Española y Marconi. ¿Cuáles son los pasos que se van a seguir y cómo se bajará a tierra en Uruguay esta experiencia internacional? It was another Sunday morning of sometimes heated but always civil political debate on Hancock and Kelley for Sunday, Sept. 10, 2023. John Hancock, Republican consultant, and Michael Kelley, Democrat consultant, discussed the following topics: St. Louis County is encouraging a return to masking in crowded areas with COVID cases on the rise, as a new medical study shows there's no evidence masking slowed the pandemic. Even Dr. Anthony Fauci is walking back his past stances on the benefits of masking. A new poll shows Democrat candidate for the U.S. Senate from Missouri, Lucas Kunce, narrowly trailing Republican incumbent Josh Hawley, 44%-43%. The poll was commissioned by the Kunce campaign but provided only positive background information about the two candidates prior to asking voters which man they would support. The City of St. Louis bucks up to extend the much-hyped Cure Violence program, which has failed to deliver the promised results. The program will run for a fourth year, with total cost over those four years nearing $10 million. U.S. Education Secretary Miguel Cardona pays a visit to St. Louis and says Missouri school districts going to a four-day school week are not meeting the needs of students or the nation's future. He seemed to sidestep the issue of parental involvement in school curriculum after uproar over issues like critical race theory and gender identity being taught in schools. New polling shows an overwhelming majority (77%) of voters think President Joe Biden cannot handle a second term, and 69% of Democrats in the poll feel Mr. Biden is too old. Famed Democrat strategist James Carville says he cannot deny the poll is alarming. At age 83, former House Speaker Nancy Pelosi announces she's running for another term in Congress, extending her 36-year run as the Congresswoman representing San Francisco, California. President Biden's son, Hunter, will likely be indicted on a weapons charge before the end of the month by the same prosecutor who engineered the so-called sweetheart plea deal that would have let Biden off with a misdemeanor. A federal judge rejected that plea deal. Our quote of the week was from Republican South Dakota Governor Kristi Noem, who says she's very interested in being Donald Trump's running mate in 2024. Devin: What is your superpower?Marcus: I have a few of them, but the one that sticks out most with me and I realized that I have optimism is such a superpower that I possess. I'm not a negative person. The cup is half full, not half empty to me.Marcus McAllister consults with governments and NGOs around the world on one singular topic: ending violence.He doesn't work on any other aspect of crime than that. Seeing it for the public health challenge it is, he works to help communities stop the spread of violence.He's become one of the most respected leaders in the country on this topic. You can see him in this photo with President Biden below.Marcus helped me see violence in a whole new way.I will ask an audience of people from all walks of life, do they believe that—people in communities across this country, specifically black and brown, disproportionately affected communities—do they believe that disrespect can get you killed? I tell you, unanimously, almost everyone raises their hand because they can all think of a situation—whether we agree with it or not—they can think of a situation where just a little disrespect turned into somebody being shot, especially with young people across this country.His follow-up is powerful:So my next question is, I ask them how many people in the room raise their hand if disrespect is against the law. Almost 99 percent of them—no one raises their hand.So we just established that everyone believes that something as simple as disrespect gets shootings that get escalated into more homicides in the inner city, and yet it's not against the law.Ponder that for a moment. Let that soak in.People are dying because of triggers that weren't crimes. Imagine the challenge for those seeking to interrupt the cycle. It's not about locking people up who are committing pre-murder crimes.If it's not against the law, but we know it can get people killed, you have to have a specialized type of work—which we do—to handle disrespect before it gets to the point of multiple homicides.So we kind of police the disrespect; we get in front of things before they happen. At this point, he was trying to see if I would—if I call myself a violence interrupter, a peacemaker, “Here's your opportunity.” He explained to me what happened. The individual that he had beat upside the head with a pistol, he didn't want that guy to come back to kill him, or he didn't want to have to kill him if he did. But yet, he was the one that was the aggressor. So I knew both parties involved. That was the work we do. That's the work we train on. That's why I said native to the community. I remember going and talkinh to the guy that had been hit upside the head bad with this pistol. I thought to myself, what am I to tell somebody who had just been hit upside the head? Most people want to get back. But all I could think about was trying to pull the positive out to him and let him see how things won, how they could have been worse, how they can get worse. I mean, not that I was condoning him getting hit, but he could have been dead. We know of other situations. They both were intoxicated with alcohol. We know a situation like that don't always just have to wind end up with someone… Hey, and thank God that I'm even here to talk to you.So, I found myself in a positive situation, just talking to both sides, letting them know that they were friends, letting them know that things could have been much worse. We have the opportunity now. No one's shot. No one's, you know... Yes, you're bruised up. It's more so your pride. Your pride is more bruised than anything. It wasn't something life-threatening where he lost an arm or couldn't hear anymore. As hard as it is, you have to believe in your superpower. So you have to be able to still find positive things and tell them. Most people say they don't want to hear that. I don't want to hear that. If you have the right superpower and you're able to do it, they will hear it. For now, your superpower will break down their power of thinking that there's nothing nobody can tell me. So all I did was take the time to point out all the positives. These two individuals are friends today. But it wasn't like an overnight thing. La semana pasada el Ministerio del Interior informó que prevé “reclutar” a ex reclusos para hacer trabajo social en los barrios con el objetivo de reducir la violencia y en particular los homicidios, que han vuelto a dispararse en los últimos años. La iniciativa generó sorpresa e inmediatamente dio pie a la polémica política. El plan, que será financiado por el Banco Interamericano de Desarrollo, busca que los ex reclusos trabajen junto con el Ministerio de Desarrollo Social en tareas de “mediación y concientización” en las comunidades para prevenir la violencia. La iniciativa está inspirada en Cure Violence, un programa que se viene implementando en varias ciudades de Estados Unidos y América Central afectadas por la violencia entre pandillas y que procura resolver los conflictos mediante el diálogo entre los involucrados. El lunes, en una columna en La Diaria, el sociólogo Gustavo Leal sostuvo que este plan es una muestra de “improvisación y talenteo”, de parte del gobierno. “La cúpula del Ministerio del Interior parecería no tener noción de lo que sucede en la dinámica criminal. Tal vez esa sea la razón por la cual plantean la idea de pagarle un sueldo de consultor internacional a exmafiosos para que logren convencer” a integrantes de bandas criminales que depongan de su actitud. El plan también generó críticas en el oficialismo. In regards to written word as opposed to the oral traditions, he affirms that when you start recording a series of events in a factual and detailed way all it does is reinforce the protagonist models making us follow somebody through a narrative from beginning to end.This isolates us and takes us away from the collective model where we are all together getting bits of that story and sharing that space.When Josh is training, he talks a lot about Joseph Campbell’s “Hero Myth”, a common template of stories that involve a hero who goes on an adventure, is victorious in a decisive crisis, and comes home changed or transformed. And also refers to his favourite and beautiful concept of “Sonder”, the realization that each random passer-by is living a life as vivid and complex as your own. Josh embodies and strongly believes that every single one of us has an informed rich inner life, we all have our own experiences, and we are all protagonists in our own stories. Everybody is in a story with their own story and collectively trying to bring all those stories together.Sharing story can heal you. Josh has witnessed it at first hand and states that healing is about looking at your trauma through your lense and taking ownership and action over it. And each time you heal, your story shifts including more of what is relevant in your life and reducing the trauma.Finally, Josh talks about why we identify with some characters in movies and books. As the search for more reliable pathways for peace grows in our increasingly complex and polarised world, the social contract concept is drawing interest from policymakers and scholars focused on peacebuilding, as well as states and societies pursuing peaceful change. This podcast explores the role of social cohesion in social contracts, both as a driver and an indicator of their realisation. It investigates these issues through two Arab Spring countries – Tunisia and Yemen. While Arab Spring settings offered a wealth of possibilities for reimaging, reinventing and manifesting new and inclusive national social contracts, many are not on track to achieve anticipated outcomes desired by many within these societies. The discussion reflects upon the status of the social contract, the meaning of social cohesion, and the challenges and opportunities for the growth of social cohesion and forging or enriching inclusive and resilient social contracts in both contexts. Lessons for international cooperation are considered in this dynamic, rich discussion with specialists from the region and development aid community. Featuring:  Erin McCandless is an Associate Professor at the School of Governance at Witwatersrand University in South Africa, and directs a research and policy dialogue project on forging resilient social countries in countries transitioning from conflict and authoritarianism. A widely published scholar and policy advisor, she has over two decades of experience working on and in conflict affected settings, broadly on issues of peacebuilding, statebuilding, development and resilience - and their intersections. Her research currently is focused on forging resilient social contracts in countries affected by conflict, fragility and fraught transition. My name is Justin Hill, a local attorney, a proud San Antonian, and keeper of chickens and bees. On the Alamo Hour, you'll get to hear from the people that make San Antonio great and unique and the best-kept secret in Texas. We're glad that you're here. All right. Welcome to today's episode of the Alamo Hour. My guest today is Dr. Slutkin. Dr. Slutkin is a medical doctor and epidemiologist. I'm stealing from your TED Talk bio a little bit. You're an innovator in violence reduction which we're going to talk about. Currently, founder and executive director of Cure Violence. Also, consigliere of sorts to some Metro health and mayors and city officials who are seeking your guidance on COVID. Dr. Slutkin previously served as a medical director for the San Francisco Health Department. He's worked for the World Health Organization. He's worked on epidemics all over Africa which we will discuss. Importantly, he is a well sought after epidemiologist on using data and science to cure issues and specifically, issues that people probably didn't think could be cured that way. Dr. Slutkin, thank you for being here. Dr. Slutkin: I'm happy to be with you, Justin. Justin: You're in Chicago, right? Dr. Slutkin: Yes. Justin: All right. You are my first non-San Antonio local or someone who's lived here for some amount of time but our show tries to have a real connection with San Antonio and Dr. Lesch, a previous guest and Mayor Nirenberg, also previously a guest have discussed COVID with you. I know you've provided some guidance and counsel. Talk to me about what you're doing right now in your role as providing some guidance to cities and leaders including our very own Mayor Ron Nirenberg. Dr. Slutkin: Well, I'm aware that the US has not really seen anything like this before, that's to say an epidemic of this nature that's so fast, so contagious, so lethal and many other parts of the world have. I had the opportunity to be helpful with World Health and some of the others. Although I myself have largely been working on reducing violence in this country and in other places recently, I had to quickly switch into a role of helping, supporting, guiding and training where there were needs, which is basically wherever you look and how to manage this because it's not clear. Besides the fact that it's new, a lot of behaviors need to be changed. People don't like to change behaviors, people don't want to change behaviors and there's so much misinformation as well. I've been talking with mayors and governors and the Mayor's Associations and the Governors Associations and trying to help understand what needs to be understood here. Which is that you can't tell who's infectious and who isn't, which is a really counter-intuitive thing that someone you know or someone who looks well, could be carrying it. That it's really that serious. That you can get it even just by talking and screaming or talking loud or it doesn't require coughing and that the results are really quite bad. For policymakers, they need to really make this so serious, and whenever we don't, we see the consequences and that has to do with the fact that the virus jumps when given a chance. Opening up, it means opening up for the virus and that's what everybody saw but not everybody knew it. Then also what the people themselves have to do. I've been guiding and training in this arena since late February, early March....

Defunding the police seems like something that was completely unimaginable even 3 weeks ago. Now it's being talked about in most major media sources. Not only was this the result of the protests in honor of George Floyd, but also the result of a huge public awareness and education campaign which has largely happened on Instagram. In this episode, we use the resources from MPD150 and Cure Violence to talk about what a world without police could look like, particularly with respect to violent crimes. This was the main sticking point where both of us were skeptical that a police-free future could be viable, but after reading these resources, both of us are solidly convinced that there are proven tactics for reducing violence that do not involve the police. One of these tactics is treating violence like an epidemic, much like the very real one we are living through right now in the COVID-19 crisis. This involves treating a shooting or an act of violence like an "outbreak" and contact-tracing all of the individuals involved in the violence, and taking steps to work with individuals in their community to step up and make those individuals aware of the impact their violence is having on their loved ones, and working with victims to avoid retaliatory violence to stop the cycle. These tactics are already being used in cities across the US. The United Nations Security Council endorsed the UN Secretary-General's call last month for warring parties in Yemen to immediately cease fighting and focus on reaching a peace agreement whilst countering the outbreak of the coronavirus. The coalition, led by Saudi Arabia, responded with a two week ceasefire which was renewed for another month. While the cross border hostilities de-escalated, the conflict fronts inside Yemen continued to boil. This event will reflect on the challenges and possibilities for a comprehensive and inclusive peace agreement in Yemen. The speakers will discuss lessons learned from previous peace talks and ceasefire initiatives. They will also shed light on the national and regional dynamics affecting the peace process in Yemen. This event is co-organised with the Peace Track Initiative, an organisation that works on localising and feminising the peace process by supporting inclusive peace processes. Their role in holding Track II consultations with women’s groups and the role of women peacemakers will also be explored. Fatima Al-Asrar is a Non-Resident Scholar at the Middle East Institute. So declares Dr. Gary Slutkin, epidemiologist, former hea of the World Health Organization's Intervention Development Unit and Professor of Epidemiology and Interventional Health at the University of Illinois/Chicago School of Public Health. Dr. Slutkin is the founder of the international NGO Cure Violence launched in one of the most violent sections of Chicago and saw shootings reduced 67% in its first year.  The Cure Violence program has been adopted internationally (including in Canada - Halifax and Alberta). The federal Liberals have named their candidate to oppose now independent MP and former Liberal attorney general and Minister of Justice Jody Wilson-Raybould in the riding of Vancouver-Granville.  The Liberals candidate will be Taleeb Noormohamed, a previous Liberal candidate in a different Vancouver riding (he lost). Conversations about gun reform are often galvanized by catastrophic mass shootings. But gun violence mostly unfolds as a matter of awful routine: domestic-partner homicides, suicides, and shootings between people who know each other are everyday occurrences. “All this [talk of] legislation, that doesn’t mean anything for us,” Lupe Cruz says, in the Little Village neighborhood of Chicago. “Most of the guns in this community are stolen. This is the real world.” A onetime gang member, Cruz mediated disputes informally for years before being recruited by an organization called Cure Violence. Their trained mediators, or “interrupters,” will show up after shootings or at funerals, and talk down the people who are likely to retaliate. Cruz now leads Cure Violence projects in Latin America and elsewhere. But she still mediates in her old neighborhood, where the stakes are very high: if her intervention doesn’t work, someone she knows may get shot—maybe right in front of her, which is what happened in November. She is getting tired and would like to “pass on the torch,” she tells the reporter Caroline Lester. But they need her in Little Village.

We're talking with Cobe Williams about violence on the streets. Cobe works as Deputy Director for the Cure Violence organization. Cure Violence was selected as one of the top 10 Non-governmental organizations by Global Journal in 2013. Cobe is worldwide - he travels the US and the Globe training “violence interrupters” in mediation and conflict resolution strategies. He provides training in 23 cities in the United States - including Chicago, New York, Baltimore, New Orleans and right here in Philadelphia. Cobe has been featured on Vice, Ted Talk X, Crime Watch Daily, and now we have him on the Sunday School Show. Cobe's work was chronicled in the 2011 award-winning film “The Interrupters” which premiered at the Sundance Film Festival in 2011 and aired on PBS’ FRONTLINE in January, 2012 as a two-hour special. In this show, Dr. Gary Slutkin world known epidemiologist, senior advisor to the World Health Organization (WHO) and founder of Cure Violence, the organization ranked 1st among organizations devoted to reducing violence, invites us to recognize Violence as a Contagious Disease. Dr. Slutkin shares his background of reversing contagious diseases like TB and Cholera in Somalia and the AIDS epidemic in over 25 countries in central and East Africa and Uganda. Drawing upon this knowledge, he describes that the study of violence reveals the same exposure, susceptibility, mutation and transmission patterns, as a contagious disease. He then describes the Cure Violence Method, a program working in over 60 communities in 25 cities in the U.S. and on five continents with dramatic results. As he describes, we may have different manifestations of violence from gun shootings to domestic violence; but all are part of the Violence Disease Syndrome, which we are showing can be cured.
