The White House is not requesting an increase in pay for federal employees in fiscal 2026. President Donald Trump released more details of his budget request for next year late Friday afternoon. The appendix section of the budget proposals also includes provisions to continue the pay freeze for certain career Senior Executive Service members and political appointees. In all, the new budget document details more specific discretionary spending requests for each agency. Additionally, Austin joined ARLIS to help support the evolution of the Defense and U.S. Government Operations in the Information Environment (OIE) enterprise. Previously, Austin served as OIE Technology & Strategy at Secretary of the Air Force Directorate for Concepts, Development and Management (Exec IPA) after several years in the private sector at COLSA Corporation as the Executive Director for Information Strategies and Programs (2015-2021) after serving 30 years in Federal service as an Army Officer and Senior Civilian. He was commissioned as an Infantry Officer in 1986 from The Citadel, Charleston S.C. and went on to serve in multiple Command and Staff positions in conflict and in peace becoming the Army's first Information Operations Officer. Austin pioneered military operations in the information environment in key leadership positions in the Army, Joint Special Operations Command, Joint Staff, EUCOM, and deployed Joint and multinational Task Force Organizations across the globe. Upon retirement from the Army, Austin joined the Office of the Undersecretary of Defense for Intelligence as the Deputy Director and Chief of Operations for the Defense Policy Analysis Office with oversight of National special plans and technical operations. In 2008 was selected as a Defense Intelligence Senior Leader as Senior Advisor for Defense Information Operations focused on oversight, policy and support for Service and Joint Information Operations, and associated Special Access programs. In 2010, Austin was selected by the Secretary of Defense to lead the Information Operations and Military Information Support Defense Enterprise as the first Senior Director for this mission area in the Office of Policy and Special Operations and Low Intensity Conflict. In this capacity, Austin was DOD's senior representative for IO, MISO, EW and special program oversight, policy and assessments. In 2013, Austin was selected by the Director for the National Counter-Terrorism Center and the DNI to establish and lead a new organization to address Domestic Counter Terrorism, Counter Violent Extremism, and Counter Terrorism Cyber Strategy and Policy in support of the National Security Council. In this capacity, he also served as the National Co-lead for countering ISIS propaganda and influence and associated IPC lead strategist for National Security Council. Austin is also one of the founder's of a Non-profit, Information Professionals Association (IPA). IPA is a professional organization established to serve the interests of the broader Information community worldwide and for issues related to Cognitive Security. Austin also served on the Defense Science Board summer 2019 study focused on great power competition in the Information Environment and was recently was selected to join the University of Maryland Advanced Research Laboratory for Intelligence & Security (ARLIS) to help lead development of their Cognitive Security & Information Portfolio. He also serves on various Advisory Board(s) and professional associations. Austin and his wife, Carol live in Bluffton SC and have three children. They have two serving in active duty in the Army and one in Medical School at Icahn School of Medicine, Mt Sinai, NY. Dave Pitts is a senior national security professional, former CIA executive, and veteran with over four decades of experience in challenging and critical missions, ranging from intelligence operations, counterterrorism and special operations to great power competition. Dave served as the Assistant Director of CIA for South and Central Asia, Chief of National Resources Division, senior leadership positions in the Counterterrorism Center—including in the strategic communications space—and led CIA's two largest Field Stations. Dave has a proven track record of leading large and diverse teams, building lasting partnerships, integrating innovative technologies, and delivering results in high-stakes and high-pressure situations. Dave is a thought leader, Cipher Brief Expert and a frequent writer and commentator on terrorism, great power competition, the gray zone, cognitive warfare and emerging global issues. Dave is a co-founder of The Cipher Briefs Gray Zone Group. Joe Miller, Senior Executive Service, is currently the Deputy Commander for Support at the US Army Special Operations Command, headquartered at Ft Bragg, N.C. Because of their efforts, Escobar offered a $300,000 bounty for the death of each of them. Amid concerns about U.S. competitiveness in artificial intelligence, the Senate Commerce, Science, and Technology Committee advanced several AI-focused bipartisan bills on Wednesday. However, fault lines emerged, signaling potential growing tension between the parties. Sen. Maria Cantwell, D-Wash., who chairs the committee, highlighted the global stakes for AI development, noting that the technology could increase U.S. GDP growth by $1.2 trillion to $3.8 trillion per decade, while China and other countries invest heavily to gain economic and national security advantages. Cantwell emphasized the importance of public-private partnerships to drive innovation. The committee advanced nine AI bills, including the Future of AI Innovation Act, the CREATE AI Act, the NSF AI Education Act, the VET AI Act, and the TEST AI Act. Sen. Ted Cruz, R-Texas, criticized the bills, arguing they would over-regulate the U.S. AI industry and stifle innovation, enabling other countries, namely China, to take the lead. Cruz's amendment to eliminate President Joe Biden's executive order on AI was voted down, but he stressed that repealing it is a part of the Republican platform. In other news, the Pentagon's Chief Digital and AI Office (CDAO) has introduced a new role focused on management and business operations. Julie Cruz, a longtime strategic planner and military workforce expert, has been selected as the CDAO's new director of business operations, making her the first to hold this title. A CDAO spokesperson explained that this position is a maturation of the previous “resource management” role and is part of a broader effort to institutionalize good governance processes. Promoted to the Senior Executive Service in June, Cruz's responsibilities include overseeing HR, internal contracting, resourcing, and key mission support functions such as space planning, IT, and records management. Long inspired by his father, a Harlem NYPD detective, and confronted by the 1970s heroin epidemic in New York City which affected many of his young-adult peers returning from the Vietnam War, Lew Rice found his calling with the Drug Enforcement Administration in 1974. In this episode, Rice describes his journey with the DEA, highlighting his undercover experiences and how he worked his way through the ranks to supervisory roles, all while sharing the best advice he received along the way. He also explains to Dutch and Giovanni how he came to sit down with “American Gangster” drug kingpin Frank Lucas and what he learned during that pivotal time.   About Lew Rice: A native of New York City, Lew Rice earned his bachelor's in criminal justice from St. John's University, Queens, New York. Shortly after graduation, he began his 26-year career with the DEA in 1974 and served in a variety of investigative assignments in the state of New York and in Kingston, Jamaica. In 1984, he was promoted to the position of Supervisory Special Agent in Miami, Florida, where he coordinated numerous international drug investigations against violent drug cartels resulting in the seizure of millions in cash, thousands of kilograms of cocaine and heroin and the arrests and convictions of major drug traffickers. During his career with the DEA, he held additional supervisory assignments in Washington, D.C., Philadelphia, Detroit and New York. In 1996, he was promoted to Special Agent-in-Charge (SAC), Detroit Division covering the states of Michigan, Ohio and Kentucky and in 1997, he was again promoted to the position of SAC of the DEA office in New York, the flagship office of the DEA. In 1998, Rice was selected by President Bill Clinton to be awarded the rank of Meritorious Executive in the Senior Executive Service of the DEA. In this episode of NucleCast, host Adam interviews Pat Rhodes and Dave Jonas, who have been writing a series of articles on nuclear issues. David S. Jonas is a partner at the law firm of Fluet, Huber & Hoang (FH+H). His practice includes corporate transactions, employment law, government contracts, trial and appellate litigation, international law, administrative/regulatory compliance and investigations. He has extensive experience in national security issues and is recognized as one of a handful of experts worldwide in nuclear nonproliferation law. He was a career member of the Senior Executive Service and served as General Counsel of the National Nuclear Security Administration (NNSA) where he negotiated numerous multilateral and bilateral international agreements to include the U.S. – India Civil Nuclear Agreement. He also served as General Counsel of the Defense Nuclear Facilities Safety Board.Prior to his civilian service, he was a career Marine Corps officer where he held a wide variety of command and staff billets. He served as nuclear nonproliferation planner for the Joint Chiefs of Staff negotiating multiple international agreements and has worked extensively with the International Atomic Energy Agency, the Conference on Disarmament, and the United Nations. He is one of the only judge advocates to have commanded two units, including a company in an infantry regiment, the 5th Marines. He argued the case of Davis v. United States, 512, U.S. 452 (1994) at the U.S. Supreme Court becoming the first judge advocate in the history of the Army, Navy, Marine Corps and Air Force to do so. He received the U.S. Court of Appeals for the Armed Forces Award for Excellence in Legal Writing and was selected as the Outstanding Career Judge Advocate in the Marine Corps. He concluded his military service as a lieutenant colonel. Patrick Rhoads had a thirty-eight-year career as an engineer with the National Nuclear Security Administration. He started with Naval Reactors as an ensign in the Navy and worked his whole career in the uses of nuclear energy for national security missions. His career included nuclear design, construction, and operations. Late in his NNSA career, he led many nuclear construction activities, including billion-dollar acquisitions, and served as the Chief of Staff in three different organizations. After retiring from NNSA in 2020, he joined the National Strategic Research Institute as the Director of Nuclear Research. Today we are again joined by Navy Commander Robert Green who authored “The Declaration of Military Accountability,” sent to the Joint Chiefs and other high ranking military officials on January 1, 2024. In it, the signatories seek restoration of our broken trust in our leaders through accountability. Over the past three years, military leaders broke the law by forcing medical experimentation on its servicemembers and suppressing the free exercise of religion. These military leaders who defied the Constitution cannot hide from the imminent reckoning that is coming their way. The Declaration is for the American People, to ignite a “new spark of liberty.” Accompanying the declaration is a petition for all American to sign, “kindling that spark of Liberty into massive flame.” Excerpt from the Declaration of Military Accountability:  “ In the coming years, thousands within our network will run for Congress and seek appointments to executive branch offices, while those of us still serving on active duty will continue to put fulfilling our oaths ahead of striving for rank or position. The national debt – which measures what the U.S. owes its creditors — hit $34 trillion as of Friday afternoon, according to new data published by the Treasury Department. By comparison, just four decades ago, the national debt hovered around $907 billion. "We are beginning a new year, but our national debt remains on the same damaging and unsustainable path," said Michael Peterson, CEO of the Peter G. Peterson Foundation, which advocates for fiscal sustainability. The historic debt level comes as Congress races to finalize critical funding bills in order to prevent a government shutdown. The national debt is expected to nearly double in size over the next three decades, according to the latest findings from the Congressional Budget Office. At the end of 2022, the national debt grew to about 97% of gross domestic product. Under current law, that figure is expected to skyrocket to 181% at the end of 2053 – a debt burden that will far exceed any previous level. "Though our level of debt is dangerous for both our economy and for national security, America just cannot stop borrowing," said Maya MacGuineas, president of the Committee for a Responsible Federal Budget. The White House was quick to blame Republicans on Tuesday evening for the astronomical rise in the federal debt. "This is the trickle-down debt — driven overwhelmingly by repeated Republican giveaways skewed to big corporations and the wealthy," Michael Kikukawa, White House assistant press secretary, said in a statement provided to FOX Business. Even more worrisome is that the spike in interest rates over the past year and a half has made the cost of servicing the national debt more expensive. That is because as interest rates rise, the federal government's borrowing costs on its debt will also increase. In fact, interest payments on the national debt are projected to be the fastest-growing part of the federal budget over the next three decades, according to the CRFB. Payments are expected to triple from nearly $475 billion in fiscal year 2022 to a stunning $1.4 trillion in 2032. By 2053, the interest payments are projected to surge to $5.4 trillion. Cases are now surging and could lead to a public health emergency. Shigella is a highly contagious bacteria that spreads through fecal matter. It’s usually spread when the bacteria is on someone’s hand and then they touch their mouth, or through sex. The Portland metro saw at least 218 cases of shigellosis in 2023, with 45 cases in December alone. Many of them occurred in Old Town. As cases rise, Multnomah County Deputy Health Officer Dr. Teresa Everson is advising the public to be alert, but not panic, as the cases are not occurring in the general public. But there’s fear in the community that that may change. The county is offering some infected homeless people free motel rooms to isolate in so they can mitigate the spread. “These cases can occur because bathrooms, handwashing sinks and soap can be hard to access when you aren’t housed,” she told KGW-TV. “And unhoused community members are at higher risk of infectious diseases in general, as they experience poorer health than the broader public.” Still, Everson advises people living and working in Old Town to be extra vigilant in washing hands. Though, she said most of the cases appear to be a result of sexual contact. Symptoms of Shigella infection include diarrhea, stomach cramps fever and vomiting that can last anywhere from three to 10 days. It can be treated with antibiotics. Though it’s rare to see this specific kind of outbreak amongst the homeless, once it spreads, it may be hard to contain since the homeless aren’t especially hygienic with a lack of access to restrooms. But it’s a crisis of Portland’s own making. Permissive left-wing policies have allowed homelessness to explode in Portland, rendering the city unrecognizable. In the waning months of 2023, officials finally committed to implementing a new strategy to target homelessness after public pressure forced them to accept the reality on its streets. In a long-overdue move, the city finally decided to enforce a camping ban on public property. The new policy was set to put much-needed restrictions in place, banning camping on all public property from 8 a.m. to 8 p.m. and limiting it during other hours. It’s a clear message: No more overnight stays in city parks, along riverbanks or near busy streets. But a judge stopped the ban from commencing after activist attorneys representing five homeless Portlanders sued the city. It’s part of a consistent strategy to stop any homeless policies from being enforced, with Radical Left activists fighting to keep homeless on the streets where they will now spread Shigella. Live footage on public broadcaster NHK showed Japan Airlines passenger plane JAL-516 on a runway at Tokyo's Haneda airport with flames coming out of its windows. Shortly after, the plane was entirely consumed. The coast guard aircraft pilot escaped, but the five crewmembers were killed, NHK reported. An official confirmed that a Bombardier Dash-8 Coast Guard plane was involved in the collision. A Japan Airlines spokesperson said more than 300 passengers were on board when the aircraft initially caught fire. NHK reported all 379 passengers and crew ultimately escaped from the plane. The aircraft JAL flight 516 had flown out of Shin Chitose airport in Japan to Haneda, officials said. Haneda is one of the busiest airports in Japan. Invoking the Declaration of Independence in a declaration of their own, the current and former members of the U.S. military state that America has reached a point in its history where it is "necessary to admonish the lawless, encourage the fainthearted, and strengthen the weak" as the "affairs of our nation are now steeped in avaricious corruption and our once stalwart institutions, including the Dept of Defense, are failing to fulfill the moral obligations upon which they were founded." Unlike the Declaration of Independence, the signers of the Declaration of Military Accountability "seek no separation" as the patriots of 1776 did from Great Britain, "but through this letter and the efforts we pledge herein, we pursue restoration through accountability." On the Pentagon's enactment of the COVID-19 vaccine mandate, the declaration states that "military leaders broke the law, trampled constitutional rights, denied informed consent, permitted unwilling medical experimentation, and suppressed the free exercise of religion," actions that meant "[s]ervice members and families were significantly harmed." "Their suffering continues to be felt financially, emotionally, and physically," the declaration emphasizes of those affected by the DoD's COVID-19 vaccine mandate. "Some service members became part of our ever-growing veteran homeless population, some developed debilitating vaccine injuries, and some even lost their lives." Despite these outcomes, the declaration says "military leaders are continuing to ignore our communications regarding these injuries and the laws that were broken," calling the DoD's silence "an apparent attempt to avoid accountability." Due to this lack of accountability, the 231 signatories to the declaration state their intention to "do everything morally permissible and legally possible to hold our own leadership accountable" because they "as service members and veterans...feel particularly responsible for the DoD and, in according with our oaths...will make every effort to demonstrate by example how an institution can put its own house in order." Signing "on behalf of hundreds of thousands of service members and the American people, while appealing to the Supreme Judge of the world for guidance and purity of intention, mutually pledge to each other that we will do everything in our power, through lawful word and action, to hold accountable military leaders who failed to follow the law when their leadership and moral courage was most desperately needed," the declaration explains. The action that will follow from the declaration, it explains, includes running for Congress and seeking appointments within the executive branch while those in active service "will continue to put fulfilling our oaths ahead of striving for rank or position." In addition, the declaration pledges that those who have the legal authority to do so will "recall from retirement the military leaders who broke the law and will convene courts-martial for the crimes they committed." Signing "on behalf of hundreds of thousands of service members and the American people, while appealing to the Supreme Judge of the world for guidance and purity of intention, mutually pledge to each other that we will do everything in our power, through lawful word and action, to hold accountable military leaders who failed to follow the law when their leadership and moral courage was most desperately needed," the declaration explains. The action that will follow from the declaration, it explains, includes running for Congress and seeking appointments within the executive branch while those in active service "will continue to put fulfilling our oaths ahead of striving for rank or position." In addition, the declaration pledges that those who have the legal authority to do so will "recall from retirement the military leaders who broke the law and will convene courts-martial for the crimes they committed." Those who become lawmakers will "introduce legislation to remove all retirement income for the military leaders who were criminally complicit, and we will ensure none serve in or retire from the Senior Executive Service." Emphasizing that fulfilling their oaths to the Constitution requires "persistent vigilance," the declaration's signers also pledge to "train those who come after us to fulfill their duty in achieving this accountability and safeguarding against such leadership failures hereafter." "While all good things come to an end, we refuse to allow our nation to go quietly into the depths of decadence and decay," the veterans and service members declare. "We promise to exhaust all moral, ethical, and legal means to restore the rule of law and will begin by attempting to hold senior military leaders accountable" in addition to fighting to enforce the Constitution and "put an end to the two-tiered justice system." The Declaration concludes: "May future generations see our efforts and, God willing, may they also be recipients of the great gift of liberty that we have had the honor of safeguarding.”

This week I'm reading from David Gaggin's book 'Our Eternal Existence: A Metaphysical Perspective of Reality'.Our Eternal Existence takes the many disparate scientific, religious, and metaphysical principles into account and answers the questions: Who are we? Where are we? and Why are we here? In so doing, it provides a much-needed ethical philosophy to guide mankind - and a personal methodology to improve our lives.BioI received Bachelor of Science and Master degrees in Electrical Engineering and a Bachelor of Arts in Mathematics. I spent 16 years designing and managing flight control systems, avionics and cockpits for The Boeing Company. I then joined the US Government's Senior Executive Service where I spent nine years in various director positions for the US Army and NASA research and development organizations. For the last 16 years of my business career I was the CEO of Cobham Defense Electronic Systems Corp, a company I founded and grew into the world's leading defense microwave corporation, which at my retirement had a billion dollars in annual sales and over 3500 employees. However, throughout my business career I spent my spare time seeking answers to questions like: who was I, where was I, and why was I here. I studied all the great religions in an attempt to learn the nature of their origin and their founding principles. Philosophy seemed like a fertile source of wisdom so I started in the West with the ancient Greeks like Plato and Pythagoras and worked my way up to Emerson. I then studied Eastern philosophies, which offered excellent insights. Curiously, it seemed the older the philosophy the more enlightened it was. Mainstream science was part of my education so I was exposed to those tenets early in life and often. But science focuses on the physical world and I figured if the source of the physical world is spiritual, then finding reality's truths without considering its spiritual aspects would be a futile effort. I concluded that if religion, science and philosophy could not construct a rational view of reality, then the answers needed to come from elsewhere. I found that for centuries psychics, mediums, channels, remote viewers, near-death experiencers, etc., had been offering a fascinating and consistent perspective on the spiritual world from first-hand experiences, and usually by highly reliable sources. But like any source, verifying the reliability of ESP reports was paramount. After sifting through reams of data, a consistent pattern of potential truth began to emerge that separated itself from the rest of the information. After retiring from the business world I wrote The Endless Journey and for two years I hosted The Common Sense Spirituality Show, which was a weekly Internet radio program, where I was exposed to a group of fascinating people. I also did a weekly podcast called Aspects of Spirituality, and hosted the Sanibel Metaphysical Meetup Group. After a lifetime of study not only did the multitude of disparate information begin to make sense, it turned out to be a truly good news story. NASA Astronaut Dr. Jan Davis flew on the Space Shuttle for the first time in 1992- ​ on the first joint Shuttle mission with the Japanese during an eight-day mission on Space Shuttle Endeavour.  She would fly again in 1994 on the first joint Shuttle mission with the Russians on Space Shuttle Discovery. In this episode of Moments in Leadership, host David B. Armstrong spends time with DUSN Victor Minella, otherwise referred to as “Dozen” where they spend time discussing various topics related to leadership from his enlisted time, his officer time, and finally in civilian leadership inside the Department of the Navy. DUSN Minella covers the importance of leadership in making organizations successful and the differences/similarities in leading civilians and military personnel. DUSN Minella emphasizes leaders should seek to understand their personnel as individuals and not merely names on a chart. He also believes the best organizations are those where everyone is held to the same standard, especially on the ethical side.  To make this happen, he stresses the importance of compassion and understanding junior personnel will make mistakes, the important thing is to understand why the mistake happened and ensure the person is still a member of the team.  While every leader is responsible for setting the culture and foundation, the episode also covers the need for ethical leadership to ensure personnel Live Their Oath. DUSN Minella says unethical leaders are one of the quickest ways to erode trust in a command and more broadly, citizens' trust towards the military.  The trust of people is firstly forged from competence and leaders must be able to triage and quickly learn. The transition from military to civilian removes the bonafides of the uniform and rolling up one's sleeves and getting involved helps in gaining trust and showing competence in the job. Losing military identity can be overcome by having job satisfaction, so picking the right job, and not just ‘a job' is vitally important in helping service members make their transition outside the military.  DUSN Minella discusses the role of the Senior Executive Service is to be an executive and not specifically to task but to give guidance when needed and support when warranted. Oftentimes being the ‘easy answer' fails to create teams where initiative becomes a part of the organizational culture. The role of innovation is critical to solving some of the most important issues facing warfighters today. Fostering a culture of mentorship, communication, and innovative ‘maverick' thought allows an organization to be agile and responsive to the needs of these warfighters.  DUSN Minella discusses how being ‘All-In' is essential for maximizing both individual opportunities and improving National Security.
