Mamadou Touré : La Côte d'Ivoire entend être un hub numérique dans la sous-région ouest africaine. La Côte d'Ivoire compte se positionner au niveau africain, au niveau donc du numérique. D'ailleurs, Vivatech nous offre l'opportunité de mettre en évidence tous ces talents jeunes puisque nous avons avec nous à ce salon une trentaine de jeunes start-up PME qui viennent à la conquête du monde et qui apportent des solutions très concrètes dans différents domaines, que ce soit l'agriculture, le climat ou la Fintech. Il y a quelques jours, le ministre ivoirien de la Défense, Téné Birahima Ouattara, qui est vice Premier ministre, qui est aussi le frère du chef de l'Etat, a déclaré que la Côte d'Ivoire était prête à reprendre une coopération sécuritaire avec ses voisins du Sahel, notamment le Burkina Faso. Est-ce à dire que des opérations communes entre Ivoiriens et Burkinabés pourraient reprendre contre les groupes jihadistes ? La Côte d'Ivoire a toujours été dans cette posture. C'est ce que le vice Premier ministre a voulu rappeler. Rappelez-vous que, par le passé, nous avons eu d'excellentes relations avec ce pays dans le cadre de la coopération militaire et dans le cadre de la lutte contre le terrorisme. Malheureusement, ces relations se sont estompées, pas du fait de la Côte d'Ivoire. Et donc, ce que le vice Premier ministre exprime, c'est cette prédisposition permanente de la Côte d'Ivoire à œuvrer dans le sens d'un dialogue qui aurait pour effet de mutualiser les efforts en vue de traiter ce problème qui est un problème sérieux pour toute la sous-région. Le mois dernier, le gouvernement ivoirien a annoncé la dissolution de la CEI, la Commission électorale indépendante, qui est très décriée par l'opposition. À quoi ressemblera la nouvelle structure électorale ? Vous savez que, depuis plusieurs années, nous avons eu une commission électorale indépendante qui a été modifiée plusieurs fois et qui, en dépit donc de ces améliorations, n'a pas réussi à rassurer tous les acteurs en dépit de toutes les avancées obtenues. En dépit de cela, il y a une crise de confiance des acteurs. Tirant donc conséquence de cela, le gouvernement a décidé donc de dissoudre la commission électorale indépendante et va proposer une nouvelle architecture dans le but de mieux rassurer donc les différents acteurs. Alors pour cette nouvelle architecture, d'après certaines informations, le modèle sénégalais pourrait servir de base, à savoir une double structure où l'organisation matérielle des élections serait confiée à l'administration publique et le contrôle à une autorité indépendante composée de magistrats et de hauts fonctionnaires à la retraite ? Alors tout ce qui s'est dit aujourd'hui est de la spéculation et c'est normal. Mais il faut attendre quelques jours que le gouvernement propose officiellement l'ossature. Mais cette double structure, c'est une piste ? Écoutez, dans quelques jours, vous aurez l'architecture proposée par le gouvernement. Ce n'est pas impossible ? Attendez quelques jours. Les principaux partis d'opposition, notamment le PDCI, se félicitent de la disparition de la CEI, mais demandent une table ronde avec le pouvoir avant d'examiner une proposition à l'Assemblée nationale ? Écoutez, nous considérons que la Côte d'Ivoire n'est pas un Etat failli. La Côte d'Ivoire est un Etat avec des institutions depuis plusieurs années qui fonctionnent normalement. Et tout ce processus se fera donc dans le cadre normal du fonctionnement normal de l'Etat et de ses institutions. Pour le calendrier, donc, c'est le gouvernement qui l'annoncera. Mais quelle que soit la proposition du gouvernement, elle passera devant l'Assemblée nationale, elle sera discutée par les députés, l'opposition y est représentée. Donc dans le cadre du fonctionnement normal des institutions, la réforme se fera. Et quand est-ce que ça passera devant l'Assemblée nationale ? Mais il faut attendre déjà que la proposition soit adoptée par le gouvernement. En Conseil des ministres… Analysée en conseil de gouvernement et adoptée en Conseil des ministres, avant donc de passer à l'Assemblée nationale. Mais tout ce calendrier sera clairement défini et public au moment opportun. D'ici la fin du mois de juillet ? Je ne peux rien vous dire là-dessus. Mais pas de table ronde avant l'examen d'une proposition du gouvernement ? Je ne sais pas quelle sera la méthodologie choisie par le Premier ministre, qui est en charge d'initier la proposition au gouvernement et il revient au Premier ministre de définir l'approche. Mais ce que je dis, c'est que, quelle que soit l'architecture qui sera arrêtée, nous avons un pays qui fonctionne normalement, des institutions qui fonctionnent normalement, et différentes lois comme ça l'est pour des lois qui ont été déjà adoptées, donc, il y a un processus qui est défini, et je pense que ce processus sera respecté. Au Mondial de football, la Côte d'Ivoire a battu l'Équateur 1-0 lundi dernier. Félicitations ! Mais que pensez-vous du refus des Américains de laisser rentrer les supporteurs des Eléphants ? Il est clair que de milliers de supporters, qu'ils soient Ivoiriens ou Africains, auraient voulu partir aux Etats-Unis pour accompagner nos équipes africaines. Malheureusement, du fait des restrictions des visas, ces supporters ne peuvent pas y aller. Et on peut comprendre donc la douleur, la tristesse de ces supporters qui n'arrivent pas à y aller du fait donc de mesures administratives au niveau du gouvernement américain. Donc, on ne peut que regretter, cela est regrettable. Est-ce que cette politique de restriction des visas, vous la jugez discriminatoire à l'égard de certains pays ? Je ne ferai pas de commentaire.

La Côte d'Ivoire compte aujourd'hui plus de 400 000 points de service de mobile money selon l'Agence de promotion de l'inclusion financière – c'est 300 fois plus que le nombre total de distributeurs automatiques de billets. Les Ivoiriens utilisent les cabines au quotidien, pour déposer leur salaire, retirer de l'argent, mais les agents de mobile money sont parfois confrontés à un manque de liquidités qui pénalise leur activité. De notre correspondant à Abidjan, Fin d'après-midi au quartier d'Angré Château. L'heure de faire les courses ou de prendre les transports, mais sur ce carrefour très passant, la cabine de mobile money est à court de cash. Rosette est fataliste, elle est venue retirer 10 000 francs CFA – 15 euros : « Quand tu viens, ils n'ont pas ce dont vous avez besoin, c'est un truc qui arrive, donc on fait avec. » Assise dans la cabine jaune, la guichetière Nema fait patienter les clients : « Il y a des jours où il peut y avoir beaucoup de retraits et il nous arrive de manquer d'espèces. On s'excuse et on dit aux clients que nous sommes en mode dépôt. » Plutôt que de faire la queue, certains clients partent retirer ailleurs. Affoué est la gérante de la cabine. Pour cette ancienne comptable, perdre un client, c'est un manque à gagner : « Tu perds le client, et tu perds la commission du client, donc voilà pourquoi il faut bien s'occuper des clients afin que les commissions puissent augmenter et pouvoir dégager un bénéfice net. » Perte de clientèle, perte de rentabilité Les différents opérateurs de mobile money, comme Orange, Moov, MTN ou Wave, reversent une commission aux gérants de cabines. À titre d'exemple, ces derniers gagnent entre 20 et 60 francs CFA – entre 3 et 9 centimes d'euros – pour une transaction de 10 000 francs CFA – 15 euros. Plus il y a de transactions, et plus elles sont importantes en valeur, plus leurs revenus augmentent. La machine se grippe en cas de manque de cash ou de crédit. On permet aux points de vente d'avoir un chiffre d'affaires de 50 % en plus. » Leya revendique aujourd'hui plus de 3 000 clients actifs dans quatre villes de Côte d'Ivoire : Abidjan, Bondoukou, Bouaké et Korhogo. Pour l'économiste ivoirien Kassoum Timité, la continuité de service est essentielle pour soutenir l'activité économique en général : « Le mobile money s'adresse directement à la population dans le secteur informel, qui représente la plus grande part de l'activité économique en Côte d'Ivoire (il pèserait jusqu'à 40% du produit intérieur brut, selon le Fonds monétaire international, ndlr). She is the creator and baker behind Baked to Bliss by Laney. You can catch her selling baked goods at the Carlton County Farmers Market. Aleyna shares how a need to pull herself out of the lowest point in her life led to taking classes and an interest in sourdough bread. She posted videos on TikTok, never expecting people to reach out and to buy her bread. A decision to attend a local entrepreneur meet-up led to an encounter with a neighbor who was starting a coffee business and, coincidentally, needed scones and muffins to sell to his customers. Together, these surprising turns of events, her gifts and the support of her community have allowed her to create a thriving baking business she calls Baked to Bliss by Laney. She also talks about what helps her to cope when times get hard and why believing in yourself is key to building a better life. En République démocratique du Congo, la Commission électorale nationale indépendante vient de publier son rapport annuel. Il dresse un tableau financier préoccupant : la Céni dit manquer de moyens pour préparer sereinement les élections de 2028. Elle évoque des dettes héritées du cycle électoral de 2023, mais aussi son positionnement sur l'organisation d'un éventuel référendum pour changer la Constitution. Son président est notre Grand invité Afrique ce matin. Denis Kadima répond aux questions de Patient Ligodi. RFI : Des cadres de l'Union sacrée évoque publiquement un glissement du calendrier. Est-ce que vous, président de la Céni, vous excluez un glissement du calendrier électoral ? Denis Kadima : Comme en 2023, moi je ne travaille jamais en fonction d'un report. J'ai été nommé à ce poste pour organiser les élections et je n'ai jamais voulu avoir dans mon vocabulaire le mot « glissement ». Pourtant, vous n'avez pas d'argent ? Il est important que le pays ne rate pas un cycle parce qu'il n'y a pas eu diligence du côté de la Céni. Chacun doit jouer sa partition parce que dès l'instant, où on commence à reporter les élections, vous connaissez le pays, il y a beaucoup de tensions, il y a beaucoup de violence qui s'ensuivent. Et puis ce n'est pas bien pour la consolidation de la démocratie dans notre pays. Et pourtant, la feuille de route que vous avez élaborée est aujourd'hui hors délai pour certaines opérations notamment ? Cela est vrai. Mais n'oublions pas quand même que le pays fait face à une guerre qui dure et une guerre très sévère, très intense. Et les moyens sont orientés vers les efforts pour préserver l'intégrité territoriale de la RDC. Et si cela entraîne que le gouvernement ait moins de moyens pour s'occuper des questions électorales, nous comprenons, mais cela ne nous empêche pas de chaque fois qu'on a l'occasion, d'attirer l'attention du gouvernement sur le fait qu'il y a lieu de commencer déjà les préparatifs pour les élections, sinon nous risquons de rater l'échéance. Une année est même déjà perdue ? Une année est perdue. C'est vrai. Mais nous devons faire des ajustements. Je ne pense pas qu'il soit déjà trop tard, donc nous pouvons faire des ajustements et avancer un peu plus vite. Mais ça peut aussi signifier avoir un peu plus de moyens que ce que nous aurions pu demander si les choses avaient commencé bien avant. Votre première recommandation au gouvernement, c'est de garantir des décaissements réguliers. C'est aussi la recommandation de votre rapport de 2023 et probablement le rapport de 2022. Qu'est-ce qui vous permet de croire que cette fois ça sera différent ? Je suis mal placé pour répondre à cette question. Je pense que le ministre des Finances pourrait mieux vous expliquer la situation. Évidemment, nous, nous sommes parmi ceux qui demandent l'argent, et évidemment, le gouvernement ne peut nous les donner qu'en fonction de ses priorités et d'autres considérations, peut être que nous ne maîtrisons pas. L'actualité en RDC aujourd'hui, c'est aussi ce projet de référendum pour éventuellement changer la Constitution. Quel est le positionnement de la Céni ? La Céni a le mandat et là je parle de la Constitution. La Constitution nous donne le mandat d'organiser les élections et les référendums. Nous sommes tenus à être toujours prêts pour les élections et pour les référendums. Evidemment, c'est une question politique. S'il faut un référendum ou pas, ça, on laisse aux politiciens. Mais une fois qu'ils se sont mis d'accord, la Céni est tenue d'être prête pour pouvoir organiser. Je pense que l'expertise est là, mais il faut que on ait assez de temps. Techniquement, c'est quelque chose qu'on peut faire. D'ailleurs, un référendum est plus facile qu'une élection. Il n'y a que deux choix c'est oui ou non. C'est beaucoup plus facile. Référendum évidemment facile à faire. Mais il y a toujours cette question d'argent, des conflits armés, ces épidémies ? Bon, évidemment, là, je risque de glisser dans un champ qui n'est pas totalement le mien. Nous, la façon de voir les choses, c'est que, bon, il y a une élection qui est prévue et nous allons faire une analyse des risques. Quels sont les risques, la sécurisation, le financement et les réformes ? Enfin, ça, ce n'est pas un risque, mais c'est une contrainte parce qu'il faut améliorer toujours. Oui, ça nous pouvons le faire. Mais, évidemment, l'épidémie c'est aussi une réalité. Ça ce sont des choses à prendre en considération. Mais il reste que le Congolais, ça c'est mon analyse, le Congolais tient beaucoup à ses élections, à son cycle électoral. Le Congolais n'accepterait pas un glissement parce que ça sera perçu comme de la manipulation politique pour peut-être éterniser un groupe de gens au pouvoir. Donc il faut quand même que nous fassions notre part. L'épidémie est quand même assez localisée. Le pays a l'expérience dans cette matière-là. Mais il y a certes, je reconnais, il y a des contraintes, l'insécurité à l'est, c'est aussi un problème majeur. Et là, la Céni seule ne peut pas se prononcer. Il faut que les autres et la défense, la santé, tout le monde entre dans la danse. Mais chacun doit faire sa part. Et nous, nous nous préparons toujours, mais en tenant compte de tout ce que vous avez énuméré là comme contraintes. On tient compte de tout cela. Mais l'essentiel c'est d'avancer, parce que le Congolais veut des élections. Le Congolais n'acceptera pas que des élus restent au pouvoir au-delà de leur mandat.
