Décidée le 28 octobre 2024 au moment de l'opération militaire « Haskanite » déclenchée en réponse à une attaque meurtrière de Boko Haram sur une position de l'armée, la coupure visait à entraver les communications du groupe terroriste. Aujourd'hui, elle continue de grever l'économie de la zone, entravant l'activité des commerçants et accentuant chez les habitants le sentiment d'être « coupés du monde ». De notre envoyé spécial de retour de Baga Sola, Au marché de Baga Sola, Mahamat Abakar Aguidi, 27 ans, importe du matériel informatique en provenance du Nigeria. Mais depuis la coupure internet, impossible de contacter directement ses fournisseurs sur WhatsApp par exemple. « Actuellement, quand tu veux envoyer, il faut envoyer à N'Djamena. Les gens vont prendre les taxes, explique-t-il. Ça coûte plus cher. Quand tu appelles au Nigeria, ça peut prendre 5 000 à 10 000 FCFA. Nous avons besoin urgemment de la connexion parce que toutes nos affaires sont déjà ralenties. Donc, je dis haut et fort [qu'il faut que] le gouvernement essaie de lever ces mesures pour nous permettre vraiment de saisir certaines opportunités qui se présentent en ligne, en fait », plaide le jeune homme. L'élection en Côte d'Ivoire se tient ce samedi 25 octobre. Cinq candidats sont en lice, dont le président sortant, Alassane Ouattara, qui brigue un quatrième mandat. Son parti, le RHDP, espère l'emporter par un « coup KO ». Mais comme tous les autres partis, le RHDP se confronte à une donnée : la question de la mobilisation. Le ministre Amadou Coulibaly, par ailleurs Directeur régional adjoint de campagne du Poro, répond aux questions de Bineta Diagne. RFI : La campagne bat son plein, mais il y a aussi quelques mouvements de protestations sporadiques qu'on a pu voir dans le pays. Comment peut-on garantir que l'élection sera calme et apaisée ce samedi ? Amadou Coulibaly : J'ai lu avec beaucoup d'intérêt le bilan de l'appel à manifester qui a été fait par un des auteurs de cet appel. Mais il y a à peine six localités qui ont été concernées sur les 111 départements et 201 communes que la Côte d'Ivoire compte. Donc, ça reste très marginal et l'ordre est rétabli de façon quasi systématique par les forces de l'ordre qui interviennent de façon conventionnelle. Plutôt que d'interdire, est-ce que ce n'était pas plus simple d'encadrer et de protéger les manifestants, comme le suggère l'ONG Amnesty International ? En toute chose, il faut que force reste à la loi. À partir du moment où c'est une décision qui a été arrêtée par le Conseil constitutionnel, le gouvernement a estimé que les manifestations visant à dénoncer cette décision n'étaient pas autorisées. Jusqu'à aujourd'hui, les principaux partis de l'opposition réclament encore le dialogue. Qu'est-ce qui bloque ? On se pose des questions. L'élection aura lieu le 25. Quel serait le but d'un dialogue au moment où le processus électoral est lancé ? Mais avez-vous pensé à la suite ? Après les élections, comment comptez-vous apaiser les esprits au sein de l'opposition ? Parce que ça crée des frustrations… Les frustrations, vous les connaissez, elles sont venues du fait que certains candidats de l'opposition qui n'étaient pas éligibles ont posé leur candidature. Le Conseil constitutionnel a fait son travail. Je reste persuadé que, pour les élections à venir, avec tous les cadres qui existent dans les différents partis qui ont envie de compétir, tous ceux qui, parmi eux sont éligibles, poseront leur candidature. Le débat ne se posera plus de la même façon. Sur le terrain, quasiment tous les cadres du RHDP insistent pour que les militants aillent voter ce samedi. Est-ce que vous avez un doute aujourd'hui sur la mobilisation des électeurs ? Nous n'avons pas de doute. La loi électorale permet de retirer sa carte d'électeur le jour même de l'élection. Ce que nous faisons au RHDP et c'est de demander aux électeurs de retirer leur carte dès à présent afin de savoir dans quel bureau de vote ils sont affectés, ça rend le vote plus efficace. Mais nous sommes persuadés que, pour ce qui nous concerne en tout cas, nous aurons une bonne mobilisation de nos électeurs. Vous n'avez pas une crainte que les électeurs, en tout cas vos électeurs, se disent que tout est plié d'avance, inutile de se déplacer samedi ? Non du tout, puisque nous avons un challenge. C'est nous qui avons demandé au président Ouattara d'être candidat et c'est à nous de démontrer au président Ouattara que nous voulions vraiment qu'il soit candidat. Et cela passe par le plébiscite que nous devons lui offrir. Un des arguments présentés par le président au moment de l'annonce de sa candidature, c'est de maintenir la stabilité dans le pays. Beaucoup de choses ont été faites sur le plan de la sécurité. Qu'est-ce que vous comptez faire de mieux ou de plus ? Nous allons continuer à intensifier les actions qui vont créer ce sentiment de sécurité, ou plutôt renforcer ce sentiment de sécurité qu'ont les Ivoiriens. La Côte d'Ivoire est entourée de pays qui sont eux-mêmes débordés par les questions de terrorisme. Il n'y a plus forcément de coopération aujourd'hui avec le voisin burkinabè. Comment comptez-vous faire pour rétablir le dialogue et donc aussi la coopération ? Le dialogue, quoi qu'on dise, n'a jamais été formellement rompu. Nos voisins ont toujours des représentations diplomatiques en Côte d'Ivoire. Ça permet de montrer que, au moins de façon diplomatique, le dialogue est maintenu. Maintenant, pour ce qui concerne notre pays, évidemment, nous renforçons la sécurité à nos frontières pour éviter que nous puissions avoir des infiltrations. Mais sans patrouilles mixtes, ça reste quand même un frein dans votre dispositif ? Nous avons eu à mener ensemble beaucoup d'opérations conjointes. C'est vrai que cela rendait plus efficace la sécurisation de nos frontières respectives. Mais aujourd'hui, en attendant que les choses se stabilisent et que nous reprenions donc cette coopération efficiente et efficace en termes de sécurité, nous avons le devoir de protéger le territoire ivoirien. La Côte d'Ivoire espère atteindre l'autosuffisance en riz. L'objectif politique, répété depuis plusieurs années, s'est traduit par une hausse de la production depuis cinq ans. En 2025, la production locale devrait atteindre 1,8 million de tonnes de riz blanchi selon les prévisions de l'Agence ivoirienne de développement de la filière rizicole (Aderiz), de quoi couvrir 85% de la demande locale. Mais le chemin de l'autosuffisance dépend encore de l'irrigation. De notre envoyé spécial à M'Bahiakro, C'est une plaine qui s'étend à perte de vue. Sous le vent, des plants verts et de rares épis de couleur dorée ondulent. Les grains attendent d'être récoltés. « En ce moment, les grains sont ensachés, le riz est dans l'enveloppe. C'est le riz paddy ! », nous décrit Georges Kouamé Yao. Il fait partie de la coopérative Ayué N'zi. Il veut développer la riziculture à M'Bahiakro : « Nos parents travaillaient le riz, mais de façon rudimentaire et pas en grande quantité. Aujourd'hui, nous voulons faire ça sur de grandes quantités. » Quatre cent cinquante hectares sont aménagés dans la zone, la production est destinée à des usines de transformation, mais dans les faits, à peine la moitié des rizières sont cultivées. Les champs sont secs, la faute au changement climatique pour Georges Kouamé. « Aujourd'hui, nous vivons sous le riz pluvial, on a tous les problèmes d'intempéries, la pluie ne respecte plus les saisons. On vit les difficultés de ce changement-là », détaille le cultivateur. Les rendements s'en ressentent. En 2024, la coopérative n'a produit que 80 tonnes de riz paddy, trente fois moins que le potentiel de la zone si elle était irriguée. Et pourtant, des canaux en béton entourent les rizières ; une poche gonflable sur la rivière N'zi fait office de retenue d'eau. Des installations peu utilisées, envahies d'herbes folles. Les coûts de pompage sont jugés trop élevés. « Le coût minimum à l'hectare, c'est 40 000 francs CFA [60 euros, NDLR], pointe François Kouadio, patron de la coopérative Ayué N'zi. Vous devez faire face au coût de la préparation des sols, aux intrants, vous devez payer ! Donc, quand vous sortez tout ça, le paysan est déficitaire. Il ne rentre pas à la maison avec cinq francs. Le reste dépend de la pluie. « Nous sommes en insécurité, vous ne pouvez pas aller à l'autosuffisance avec la riziculture pluviale, ce n'est pas possible », juge Yacouba Dembélé, directeur général de l'agence ivoirienne de la riziculture. Le patron de l'Aderiz préconise des installations d'irrigations plus légères le long des rivières, plutôt que des barrages agricoles. « On fait ce qu'on appelle des prises au fil de l'eau qui vont retenir et répartir l'eau » dans les rizières, « l'essentiel est que l'eau ne tarisse pas, et ça on a un potentiel extraordinaire ! L'aménagement d'un hectare, à ce niveau, c'est entre 800 000 et 2 millions de francs CFA [entre 1 200 et 3 000 euros, NDLR] avec un barrage, un hectare, c'est 35 millions de francs CFA [plus de 50 000 euros, NDLR] », détaille Yacouba Dembélé. Des aménagements espérés par les riziculteurs de M'Bahiakro, soutenus par leur mairie. Pour François Kouadio, c'est une question de fierté nationale : « Notre objectif, c'est d'accompagner notre pays à pouvoir atteindre l'autosuffisance. Quand nous voyons que le riz est importé et qu'il est vendu dans les boutiques à M'Bahiakro, notre cœur saigne. » Sur le marché, le riz de M'Bahiakro est vendu en vrac. La Côte d'Ivoire continue d'importer du riz, principalement en provenance d'Asie, au moins 1,6 million de tonnes en 2024, selon le Centre du commerce international. La Côte d'Ivoire regorge de matières premières agricoles : cacao, anacarde, coton… sans oublier les cultures maraîchères. Mais une question se pose : comment attirer ou maintenir les jeunes dans le milieu rural ? Exemple avec un projet, dans le centre du pays : depuis deux ans, le lycée professionnel agricole de Botro, près de Bouaké, forme gratuitement les jeunes au maraîchage. Junior N'Guessan inspecte les plants d'aubergine violette. Dans ce champ-école de 20 ha, les élèves du lycée de Botro, dans le centre de la Côte d'Ivoire, cultivent aussi la tomate, les concombres et les courgettes. « Arrivés ici, on a appris comment espacer pour que les champs soient aérés, explique l'un d'eux. Avant, on ne savait pas à quel moment il fallait faire des apports ou des traitements. Mais ici, ils nous ont montré des étapes précises : à telle date, il faut faire cela, ou cela. Dans ce lycée professionnel, les étudiants apprennent les bases de l'agriculture : comment entretenir une pépinière, comment préparer son terrain, comment faire le suivi d'une récolte. « Il faut une maîtrise des différentes étapes de production jusqu'à la récolte, pour rentabiliser son activité, souligne Karidioula Peguegnami, le directeur de l'établissement. On les emmène à devenir des entrepreneurs agricoles parce que c'est ce qui manque dans notre secteur d'activité. » Entrepreneurs agricoles Isaac Kouakou est fils d'agriculteur. Il fait partie de la première cohorte de cette école. Aujourd'hui, il mène ses propres activités : ce jeune cultive de la tomate, des carottes, de l'oignon. Grâce aux conseils de ses parents et aux enseignements théoriques acquis au lycée professionnel, Isaac veut notamment améliorer la vente de ses productions. « Les parents, on a vu que souvent ils produisent avant de chercher la clientèle. Quand c'est comme ça, les gens viennent acheter à des prix dérisoires. Ce sont ces paramètres-là qu'on essaie de voir. On doit trouver des partenaires, avant de mettre la culture en place, comme ça, la vente est un peu facile. » À écouter aussiSénégal: les agriculteurs misent sur les réseaux sociaux pour vendre leurs produits Véronique, la vingtaine, applique la même stratégie. Cette jeune mise sur la culture du piment. « Cultiver le piment n'est pas quelque chose qui prend du temps, précise-t-elle. Avec les techniques qu'on va appliquer, ça ne sera pas trop compliqué. J'ai choisi le piment parce que c'est porteur. Le sac de senbon se vend à 36 000 francs CFA. » Plus de la moitié des deux premières promotions sont en activité. Ces jeunes se heurtent toutefois à une contrainte : le manque de confiance des banques pour financer leur production.

In the early morning hours of May 20th, 1990, 29-year-old mother of two, Susan Poupart, went to a party, was seen getting into a car with some men in Lac du Flambeau, and was never seen alive again. This case has defied resolution for 35 years. It has also cast a profound, enduring shadow over a family and entire community in Northern Wisconsin. Anyone with information is asked to call the Vilas County Sheriff's Office at 715-479-4441. You can also submit a tip anonymously via the Vilas County Sheriff's Office website, app, or by texting the word VILAS to 847411.   There is a $25,000 reward for information leading to an arrest and conviction in the case.
