Il y a un mois, le 7 décembre, le président béninois Patrice Talon a échappé à un coup d'État fomenté par une partie de son armée. Un mois plus tard, les commanditaires ne sont toujours pas clairement identifiés, mais le Bénin a expulsé la semaine dernière un agent de renseignement et un policier en poste à l'ambassade du Niger à Cotonou, ce qui a provoqué des représailles de la part du Niger. Est-ce à dire que le Niger pourrait être impliqué dans cette tentative de putsch ? L'éditorialiste Jean-Baptiste Placca répond aux questions de Christophe Boisbouvier. RFI : Jean-Baptiste Placca, ce qui a sauvé le régime du président Patrice Talon, c'est notamment la loyauté de la Garde républicaine du colonel Tévoédjrè. Pourquoi y a-t-il eu cette loyauté au Bénin et pas il y a deux ans au Niger ? Jean-Baptiste Placca : il faut peut-être observer que ce putsch a été fomenté par une toute petite partie d'un seul des cinq principaux corps que compte l'armée béninoise. Ils n'ont pas su convaincre la totalité de leur propre corps, et encore moins d'autres, de les rejoindre. Au Niger, Mohamed Bazoum était de fait un homme seul qui estimait pouvoir faire confiance à une armée qui servait loyalement le régime. Les deux situations ne me semblent pas comparables. Le 7 décembre, le renfort militaire du Nigeria semble avoir été déterminant. Pourquoi ce soutien au régime de Patrice Talon en 2025, et pas au régime de Mohamed Bazoum au Niger en 2023 ? Peut-être que si tous n'avaient pas vécu très mal les désillusions de la chute de Mohamed Bazoum au Niger, ces États ne seraient pas intervenus de la sorte au secours de Patrice Talon. D'une certaine manière, Mohamed Bazoum a sauvé Talon. Les leçons tirées de l'expérience du Niger ont servi le Bénin par rapport à ce qui est arrivé le 7 décembre. Ce dimanche 7 décembre, c'est un groupe de trois pays seulement, le Nigeria, la Côte d'Ivoire, la Sierra Leone qui s'est porté au secours du régime béninois. Est-ce à dire que la Cédéao, c'est terminé ? La Cédéao vit toujours à géométrie variable. Je crois que c'est surtout la solidarité personnelle, entre guillemets, en faveur de Patrice Talon qui a sauvé son régime. Donc pour l'Ivoirien Alassane Ouattara, il n'était pas question de laisser tomber le Béninois Patrice Talon. Non, parce que je pense qu'ils se retrouvent quelque part. Ils se reconnaissent aussi entre États, on va dire francophone, qui ont un certain sérieux à gérer leur pays. Parce que la Côte d'Ivoire est un pays qui évolue, connaît une expansion convaincante comme le Bénin. Et ça rapproche aussi des chefs d'État, c'est-à-dire le sérieux qu'on met à gouverner son pays. Et donc je pense que Alassane Ouattara, et ça n'a pas toujours été le cas, a su, disons, avoir de la sympathie. Ou plutôt Talon a su gagner la sympathie d'Alassane Ouattara. Et c'est tout à fait légitime. On dit qui se ressemble s'assemble dans l'excellence comme dans la médiocrité. On retrouve toujours les mêmes dans les mêmes cas. Depuis un mois, le président béninois Patrice Talon dénonce régulièrement des soutiens extérieurs aux mutins du 7 décembre. Sans doute fait il allusion à ses voisins du Nord, le Burkina Faso et le Niger. Mais est-ce que c'est crédible ? Bon, il est évident que Patrice Talon n'est pas le meilleur ami des pays de l'AES et en particulier du Niger. On imagine que pour accuser de la sorte, il a probablement des éléments qu'il va devoir montrer pour convaincre l'opinion. Et puis probablement viendra le temps des éléments de preuve. On les attend. Et je pense que les Nigériens auraient eu intérêt, effectivement, à ce que le Bénin bascule dans le camp des putschistes, parce que, à ce jour, les importations ou les exportations des Nigériens doivent transiter par le Togo, c'est beaucoup plus long. Ça renchérit le coût de ces marchandises. Et comme le Niger a l'intention de vendre son uranium où il veut, on ne peut pas se balader à travers des zones notamment infestées de djihadistes, avec le « Yellow Cake ». Et le Togo dans tout cela, quel rôle a-t-il pu jouer lors de ce coup d'État manqué ? Alors, à part les informations relatives au transit par Lomé du chef putschiste dans sa fuite, aucune preuve directe n'a été apportée à l'implication du Togo. Les dirigeants togolais semblent assumer leur amitié pour l'AES avec le Niger notamment, mais avec les États de l'AES, en même temps qu'ils cherchent à être médiateurs entre ces pays et les autres. Il n'est pas toujours aisé d'être à la fois acteur et médiateur. Le seul véritable problème du Togo est d'être sans cesse comparé, à ses dépens, au Bénin et au Ghana, ses voisins de l'est et de l'ouest, qui affichent des progrès considérables en termes de développement économique, d'infrastructures et d'évolution démocratique. Although geographically distant from Chinese shores, Latin America and the Caribbean occupy an important place in Chinese foreign policy. In the past decade, China has significantly expanded its influence in the region. The main vector of Chinese involvement has been economic, including securing access to commodities such as soybeans, copper, oil, and lithium, creating markets for Chinese companies, and deepening financial ties through trade, lending, and infrastructure investment.  On December 10, China released a new white paper on its relationship with Latin America and the Caribbean, the third such document following earlier editions in 2008 and 2016. The White Paper characterizes the region as “an essential force in the process toward a multipolar world and economic globalization.” Its release came on the heels of the Trump Administration's release of its National Security Strategy, which places unprecedented emphasis on the Western Hemisphere and asserts that the US seeks a region “free of hostile foreign incursion or ownership of key assets,” highlighting the growing strategic salience of Latin America and the Caribbean in US-China competition.  To discuss the new White Paper and the implications of China's policies in the LAC for the United States and US-China relations, we are joined by Dr. Evan Ellis. Dr. Ellis is a research professor of Latin American studies at the U.S. Army War College Strategic Studies Institute. Le Gabon souhaite renforcer ses liens économiques avec la Côte d'Ivoire. Après les secteurs du transport aérien et du transport routier, les investisseurs ivoiriens entendent participer à l'objectif d'autosuffisance alimentaire du pays voulu par les autorités de Libreville. Avec notre correspondant à Libreville, C'est une véritable offensive économique que la Côte d'Ivoire lance au Gabon et le timing n'a pas été choisi au hasard, Libreville ayant annoncé récemment une réforme en profondeur de son agriculture pour limiter l'importation massive de produits alimentaires. La Côte d'Ivoire entend en effet exporter son modèle agricole au Gabon, à commencer par la production de semences. « Par exemple, la qualité des semences produites qui sont à haut rendement permet de réduire les surfaces cultivées pour assurer le gain des petits producteurs, des agro-industriels, etc. », explique le professeur Da Costa Kouassi, chercheur principal au Centre national de recherche agronomique de Côte d'Ivoire. Au Gabon, les investisseurs ivoiriens se positionnent notamment dans la production de denrées alimentaires. Solange Amichia, directrice générale du Centre de promotion des investissements en Côte d'Ivoire : « Nous sommes venus présenter les opportunités d'investissement sur plusieurs projets. Ce sont des projets de plantations et d'usines intégrées pour la production de manioc, d'ignames, de bananes plantain, d'aliments pour animaux, mais également de l'aquaculture. Ce sont des projets qu'on fait en Côte d'Ivoire et qu'on peut répliquer ici au Gabon ». L'agriculture n'est pas le seul secteur qui intéresse les Ivoiriens. Au terme du forum, Ghislain Mouandza Mboma, directeur général de l'Agence gabonaise de promotion des investissements, s'est dit satisfait des engagements économiques de la partie ivoirienne : « En intentions d'investissements, nous ne sommes pas loin d'une enveloppe de 200 milliards de francs CFA. Il s'agit des secteurs de la cimenterie, de la production de poulets de chair ou de la construction d'hôtels haut de gamme : on a des intentions claires là-dessus. Maintenant, nous allons continuer le dialogue pour réussir à concrétiser cela. » Le Gabon et la Côte d'Ivoire construisent le modèle parfait pour la souveraineté économique de l'Afrique, estime Henri Claude Oyima, ancien ministre gabonais de l'Économie et des Finances. « Le partenariat entre la Côte d'Ivoire et le Gabon est un exemple de ce que le continent peut accomplir lorsqu'il choisit l'ambition plutôt que l'attentisme, la coopération plutôt que la dépendance et la transformation plutôt que l'exportation brute de richesses agricoles et minières », commente-t-il. Avec tout d'abord la présidentielle de dimanche en Guinée. Pas de suspense : la presse guinéenne publie les premiers résultats qui donnent Mamadi Doumbouya gagnant. Guinée Matin écrit : « La Direction générale des élections a publié cette nuit les premiers résultats partiels de l'élection présidentielle du 28 décembre. Ces résultats concernent six circonscriptions électorales de Conakry et neuf autres de l'intérieur du pays. On constate une nette avance du candidat Mamadi Doumbouya par rapport à ses concurrents et un taux de participation globalement élevé alors que l'affluence n'était pas importante dans de nombreux bureaux de vote. » Quelle participation ? La participation a été déjà annoncée importante… malgré une faible affluence dans les bureaux de vote : on constate la contradiction. « La directrice générale des élections, Djenabou Touré, annonce un taux de participation de 85 %, pointe Le Monde Afrique. Celui-ci était considéré comme le principal enjeu du contrôle en l'absence d'opposants d'envergure. » Un chiffre surprenant donc, d'autant, note encore le journal, que « l'opposition, dont les ténors ont été écartés du scrutin, avait appelé à boycotter cette présidentielle. » Pour sa part, relève encore Le Monde Afrique, le FNDC, « le Front national pour la défense de la Constitution, mouvement citoyen qui réclame le retour des civils au pouvoir, a remis en cause cette forte participation. "Une immense majorité de Guinéens a choisi de boycotter la mascarade électorale", a déclaré le FNDC. Les Guinéens ont "refusé de s'associer à ce simulacre d'examen", sans toutefois donner de chiffre. » Retour prochain au sein de la Cédéao et de l'UA « En réalité, le chiffre importe peu, estime pour sa part Le Point Afrique, car la communauté internationale a déjà implicitement validé ce processus de retour à l'ordre constitutionnel. » Avec un retour prochain quasi-certain au sein de la Cédéao et de l'Union africaine. « En dépit d'écarts sociaux grandioses, d'un examen peu inclusif et d'une opposition muselée, Mamadi Doumbouya risque de remporter son pari, celui de devenir crédible aux yeux du monde. "Dès 2026, la Guinée va revenir sur le devant de la scène internationale", promet le Premier ministre Amadou Bah Oury. Cette victoire annoncée de Mamadi Doumbouya s'inscrit cependant dans un contexte de pauvreté chronique de la population, tempère Le Point Afrique. L'opposition laminée Justement, pour ce qui est de l'opposition, relève Afrik.com, « le PDCI enregistre une diminution notable de son nombre de sièges par rapport à la législature sortante (de 66 à 32). Des bastions symboliques ont basculé au profit du RHDP, illustrant les difficultés du parti à maintenir son influence dans certaines zones urbaines et politiques clés. La perte de circonscriptions stratégiques, notamment dans des villes à forte valeur institutionnelle, constitue un revers important pour la formation dirigée par Tidjane Thiam, constate encore Afrik.com. Autre fait marquant de ces législatives : la progression de candidats indépendants (une vingtaine). Dans plusieurs circonscriptions, des personnalités non investies par les grands partis ont réussi à s'imposer face aux formations traditionnelles. Ce phénomène témoigne d'une volonté d'une partie de l'électorat de privilégier les profils locaux, parfois en rupture avec les appareils politiques classiques. » Vers de nouvelles modifications constitutionnelles ? À noter également le faible taux de participation à ces législatives : seulement un peu plus de 35 %. En tout cas, conclut Jeune Afrique, qui imagine que les débats parlementaires seront « moins vifs dans cette Assemblée quasi monocolore (avec plus des trois quarts de voix pour le parti au pouvoir). La configuration simplifiera en revanche grandement les projets législatifs du gouvernement et, surtout, d'éventuelles modifications de la Constitution. On parle notamment du retour de la limite d'âge à 75 ans pour se présenter à la magistrature suprême. » Rappelons que le président Ouattara, bientôt 84 ans, réélu en octobre dernier pour un 4e mandat, avait fait adopter une nouvelle constitution en 2016, qui lui avait permis de se représenter.

« 31 personnes sous mandat de dépôt », titre le journal Béninois La Nouvelle Tribune. Les mis en cause ont été mis en examen pour plusieurs chefs d'accusation, notamment « trahison », « assassinat » et « attentat à la sûreté de l'État » détaille le média. Il souligne que « La majorité des personnes poursuivies appartiendrait aux forces armées, selon des sources proches du dossier. À l'issue de leur comparution devant le juge des libertés et de la détention, les trente et une personnes présentées ont été déposées en prison, dans l'attente de la suite de la procédure ». Toujours au Bénin, le quotidien La Nation commente aussi ces dernières péripéties : « Dès les premières heures après le putsch manqué, dimanche 7 décembre, Patrice Talon, président de la République promettait que l'acte ne resterait pas impuni. Cette promesse sera tenue. L'enquête judiciaire ouverte à cet effet connait déjà une évolution considérable ». Jeune Afrique précise pour sa part que les recherches continuent, notamment autour des éventuels soutiens que les mutins auraient pu recevoir de l'extérieur. Cette tentative de putsch avortée au Bénin, tout comme le Coup d'État du 26 novembre dernier en Guinée-Bissau, étaient aussi au centre de l'attention de la Cédéao dimanche dernier. Au centre de l'attention, ou pour le dire autrement « l'un des plats de résistance du menu servi aux dirigeants de la Communauté économique des États de l'Afrique de l'ouest » commente Wakatsera dans un édito. Alors qu'un sommet ordinaire s'est tenu dimanche à Abuja au Nigeria, « la Cédéao n'a pas répondu aux attentes des peuples », « Surtout celles des Bissau-Guinéens ! » commente le média burkinabé, « Alors qu'elle a fait preuve d'une fermeté sans une once de tergiversation contre les militaires qui ont essayé de renverser le président Patrice Talon, l'organisation, comme pour défendre jalousement son surnom peu flatteur de "syndicat des chefs d'État", a pratiquement abandonné la Guinée-Bissau à son sort ». La Cédéao a demandé le retour à l'ordre constitutionnel, mais des questions persistent : « De quel ordre constitutionnel parle la Cédéao, alors qu'elle ne fait pas de la publication des résultats des élections du 23 novembre, une priorité ? » interroge le média. En résumé pour Wakatsera : « Une fois de plus, la Cédéao semble avoir raté le coche. (...) En français facile, on parlera de "deux poids deux mesures", ou plus trivialement, on dira que pour la Cédéao, le Bénin n'est pas la Guinée-Bissau ». La Cédéao a aussi annoncé la création prochaine d'une Brigade antiterroriste. Et ça fait encore réagir la presse Africaine. Dans un édito, Ajourd8.net revient sur cette annonce : « D'ici fin 2026, c'est un corps qui se chargera de guerroyer contre les terroristes ». Reste que les interrogations sont là encore nombreuses… Le média Burkinabé en liste plusieurs : Combien d'hommes composera cette Brigade ? Comment sera-t-elle financée ? Où sera son QG ? Comment va-t-elle opérer ?. « Il faudra forcément qu'elle collabore avec l'AES, pour une solution holistique (…) pour le bien des peuples de l'Afrique de l'Ouest.
