Trident Room Podcast host U.S. Army Maj. Eric Czaja has a conversation with NPS Department of Defense Analysis students U.S. Air Force Maj. Bobby Strain and U.S. Air Force Maj. Tim Marti. This episode was recorded on August 31, 2024. Maj. Bobby Strain is a U.S. Air Force senior pilot with more than 2,450 flying hours in the C-5M and KC-135R/T. A 2011 ROTC graduate of the Colorado School of Mines, he has flown missions worldwide, including combat missions in support of Operations Enduring Freedom, Resolute Support, Inherent Resolve, and Freedom's Sentinel. Maj. Tim Marti is also a U.S. Air Force senior pilot with more than 2,000 hours flying the U-28 and other various AFSOC aircraft, including combat missions in Operation Inherent Resolve. Together, Strain and Marti have authored a joint thesis entitled “Airpower Beyond the Runway: Amphibious Aircraft to Enhance Agility in INDOPACOM.” Their thesis explores how seaplanes, specifically amphibious aircraft, can support the U.S. Joint Force while also creating challenges for adversaries in the Indo-Pacific. The study explores the limitations of current assets and the advantages of utilizing seaplanes in two fictional scenarios. Utilizing a mixed methods qualitative/quantitative approach to compare seaplanes against various platforms – including aircraft, ships, boats, and submarines – the study showcases the seaplane's unique advantages due to its speed, range, and access to remote locations. Resources: ‘Remarkably complex' cleanup effort ramps up at site of Baltimore bridge collapse FEMA website FEMA Incident Command System Link to full show notes and resources Guest Bio:  Ms. Sharon Russell is the Engagement Branch Chief and Deputy Division Chief of the Allies and Partners Force Development (APFD) Division, which is part of the Joint Staff Directorate for Force Development in Suffolk, Virginia.  This division uses coordinated engagements to develop collaborative force development capabilities between the Joint Force and its Allies and Partners. Ms. Russell also has 22 years of service in the United States Coast Guard Reserve. She is a commissioned officer currently assigned as the Reserve Chief of Staff for the Coast Guard's 13th District.  Her military experience includes assignments focused on Marine Safety and Port Security, as well as emergency responses to Hurricanes Katrina and Rita (2005), Irma (2017), and Florence and Matthew (2018).  Other response operations include Deepwater Horizon (2010), the capsized vessel GOLDEN RAY (2019) and the Key Bridge Response (2024).  She served as the lead planner for Maritime Security for the Republican National Convention in Tampa, Florida in 2012 coordinating 27 interagency organizations and provided security for 50,000 delegates, protectees and media.  In 2021, she served as the Coast Guard's Incident Commander for COVID-19 vaccine operations, successfully leading the effort to vaccinate over 95% of the Coast Guard. Prior to her current assignment, CAPT Russell was assigned to the APFD Division as a Reservist, where she was hand-selected by the Division Chief to lead the highest priority effort, conducting a thorough analysis of the Joint Warfighting Concept and providing recommendations for release to Allies and partners.  Prior to joining the Coast Guard, Ms. Russell served at the US Department of State as the Office of Foreign Missions designated senior international environmental policy expert and advisor to the Deputy Assistant Secretary.  Her work focused on customs and shipping regulations for the import/export of hazardous materials and relevant diplomatic immunities for the Conditions of Construction Agreement (COCA) negotiations between the Chinese Ministry of Foreign Affairs and the State Department.  With her experience in crisis management and long-range strategic planning from both a military and civilian perspective, Ms. Russell provides key leadership to inform current and future strategic issues affecting Allies and partners.   The Joint Readiness Training Center is pleased to present the fifty-second episode to air on ‘The Crucible - The JRTC Experience.' Hosted by the Executive Officer Observer-Coach-Trainer for Task Force 5 (BDE Engineer BN), MAJ David Beale on behalf of the Commander of Ops Group. Today's guests are the Commandant and Regimental Sergeant Major for the US Army's Engineer School at Fort Leonard Wood, Missouri, COL Joseph "Clete" Goetz and CSM Zachary Plummer. COL Goetz is the 100th Commandant at the USAES and coincidentally this episode will air in time for Regimental Week for the combat engineer community.   The US Army's Engineer School was founded as the School of Engineering by General Headquarters Orders at Valley Forge on 9 June 1778. The USAES' mission is to synchronize and integrate the doctrine, organization, training, material, leader development, personnel, and facilities (DOTMLPF) domains to ensure the Engineer Regiment is prepared to provide engineer support now and into the future. Their vision to field Regiments of tactically and technically competent Engineer warriors and leaders of character serving the commander and committed to overcome any challenge to the success of the team's mission. The US Army Engineer School provides training that develops a wide variety of engineering skills including combat engineer, bridging, construction, geospatial, topography, diving, and firefighting. Their motto is “Essayons” or “Let Us Try.”   In this episode we discuss how the US Army Engineer Schoolhouse prepares US Army engineers for large-scale combat operations. Specifically, we talk how USAES coordinates with the JRTC team to incorporate lessons learned there into the curriculum at the schoolhouse. A timeless observation is that leaders usually arrive full of confidence and depart humbled with a leader book full of areas to sustain and areas to improve their craft. Leaders are shown the importance of getting “sets & reps” through multi-echelon training at home-station coupled with deliberate mission preparation, which requires efficient planning and specified priorities of rehearsals. Dr. Robert Kristovich, Ph.D. is Director of the Joint Science and Technology Office (JSTO), at the Defense Threat Reduction Agency ( DTRA - https://www.dtra.mil/ ), an integral component of the United States Chemical and Biological Defense Program (CBDP). As Director of DTRA JSTO, Dr. Kristovich leads an office of 200 professionals including eight divisions of scientists, researchers and administrative staff. He manages the execution of over US$505 million focused on transforming science and technology (S&T) to prepare for current and emerging chemical and biological (CB) threats to better protect the Joint Force, our allies, and the nation. Prior to assuming his current position, Dr. Kristovich served as Chief of the Threat Agent Sciences Division of the U.S. Army's Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC). In that role, Dr. Kristovich directed a team of CBC experts who evaluate emerging chemical threats facing the Joint Force and the nation. Among his responsibilities, he headed the Forensic Analytical Center, one of only two U.S. laboratories accredited by the Organization for the Prohibition of Chemical Weapons (OPCW). Dr. Kristovich previously served as a senior adviser to the Office of the Deputy Assistant Secretary of Defense, Chem Bio Defense, in providing a strategic vision for how the CBDP can use science and technology to help the warfighter win in a CB-contested environment. In 2022, Dr. Kristovich was appointed as the U.S. representative of the OPCW Scientific Advisory Board (SAB), providing science and technology guidance in overseeing the Chemical Weapons Convention (CWC) treaty. OPCW ( https://www.opcw.org/ ) is a global body of 193 member states, including the U.S., which seeks to eliminate the production and use of chemical weapons. The SAB is a consortium of 25 preeminent experts chosen from the state parties to the CWC treaty. It provides scientific advice and support to the Director General and the state parties regarding implementation of the treaty and deterrence of chemical weapons use. COL Tina Schoenberger is Director of the U.S. Army Nuclear and Countering Weapons of Mass Destruction Agency ( USANCA - https://www.usanca.army.mil/ ); a U.S. Army HQ field operating agency of both nuclear and CWMD military and civilian professionals, headquartered at Fort Belvoir, Virginia. USANCA is operationally and technically responsive to the Army's Total Force and the Joint Force commander, and they are responsible for delivering key nuclear, CWMD, and chemical, biological, radiological and nuclear (CBRN) subject matter expertise to the generating and operating forces. First, we are saluting the United States Navy which is celebrating its 248th birthday! In tribute of that anniversary, we thought it would be appropriate that this episode feature someone from the US Navy, so I am honored to introduce our guest, Captain Jonathan Lipps, Commander of Task Force SIX FOUR, and NATOs commander Task Group Integrated Air and Missile Defense (IAMD) which is assigned to Naval Striking and Support Forces NATO, otherwise known as STRIKFORNATO.As it happened, on the day of our interview in June, and down to the hour in fact, Commodore Lipps was celebrating 30 years of serving in the United States Navy. The timing of our interview and the Commodores work anniversary was pure happenstance, but I felt a sense of honor that we could mark that milestone together. Congratulations Sir! We at Go Bold are also celebrating an anniversary of sorts because this is our 50th episode! It's a great milestone, and it's all thanks to our team, to our amazing listeners, and to all the wonderful guests that we have had from allied militaries around the world! Thanks to you all, and GO BOLD!So that brings me to my guest for today's episode, Commodore Jonathan Lipps, whose career focus has been on Integrated Air and Missile Defense. The importance of IAMD cannot be understated because it is meant to protect territory, populations and forces against air and missile threat and attack; and it is meant to contribute to deterrence. It's an incredibly important topic, and one that is more topical today than perhaps ever before.In this episode you'll hear Commodore Lipps speak about his journey in the US Navy, including his perspective on the development of IAMD capability in the US Navy. This includes the first intercepts of ballistic missile targets with the Standard Missile-3 guided missile; his time at the Aegis Ashore Missile Defense Test Complex; and his time at the Aegis Ashore Missile Defense System in Romania.We also talk about multi-domain integration, and modern data-links which support real-time engagement of distributed weapons across the Joint Force. We then talk about Exercise Formidable Shield 2023 and why it is so important for NATO.Exercise Formidable Shield is Europe's largest and most complex IAMD Exercise. It is a biennial exercise which is meant to demonstrate Allied interoperability in a joint live-fire, Integrated Air and Missile Defense environment using NATO command and control reporting structures. The exercise took place over a 1,000 nautical mile area from the west coast of Scotland to Northern Norway -- so that's from the North Atlantic to the Arctic Circle -- and it brings together ships, aircraft and ground based units from throughout the NATO alliance.Commodore Lipps was the Task Group Commander of the exercise, and his command ship was the Spanish guided missile frigate, SPS Blas de Lezo (F103).A total of 20 surface ships from across NATO took part in the exercise, with ships from the United States, France, Spain, Italy, and the Netherlands launching numerous missiles against subsonic, supersonic and ballistic missile targets. These missiles included the Aster-15, Aster-30, Standard Missile-2, and Evolved SeaSparrow Missiles (ESSM).Not only did ships fire missiles, but land units employing HIMARS and NASAMS also engaged targets during Formidable Shield.Integrated Air and Missile Defense is a fascinating topic, and even more so when you think of the maritime application of the capability, so you don't want to miss this front-seat perspective from a pioneer and expert in this capability -- our guest, Commodore Jonathan Lipps, of the United States Navy.Thank you, Commodore Lipps, for your time and kindness, and for your service!Go Bold!

During this episode, US Army MAJ Steve Schiovani discusses his Master's thesis from the US Army Command and General Staff College entitled: Lying, in Wait: Competitive Deception in the Indo-Pacific. The United States faces its stated pacing adversary, China, in competition in the Indo-Pacific region. As the Joint Force reorients, deception has re-emerged in updated doctrine as a competitive tool. The updated doctrine encourages the use of deception but provides little unclassified guidance on training or implementation of deception outside of tactical engagements. This thesis analyzes the foundations of strategic deception applied to the context of current US and Chinese competition in the Indo-Pacific region. Deception is modeled as a competitive wargame focused on the Indo-Pacific theater. Fundamental aspects of deception tied to US and Chinese strategic cultural lenses and objectives form the basis for the game's model. Analysis of the wider concept of deception reveals challenges and opportunities for the US in employing strategic deception below the level of armed conflict. This thesis offers an avenue for training deception planning using an experiential learning method. Jeff grew up in a small town in Ohio with big dreams to see and experience the world. Jeff was exposed to West Point early in life, and even visited the barracks when his uncle was a cadet. His early preparation and focus earned him a nomination and acceptance to the academy, but it did not prepare him for the breadth of the journey he was about to embark on. Jeff branched Field Artillery and posted to Germany with the expectation of being deployed to Kosovo for Peace Keeping operations, but stayed in Germany as a part of an Armored Task Force prepared to deploy to Iraq in support of the 173rd Airborne Brigade. Jeff would deploy to Northern Iraq early in 2003 with the 173rd Airborne and again in 2004 with the 1st Infantry Division. Jeff would serve in multiple countries across the globe and serve in various positions with the Field Artillery branch in support of the US Army, the Joint Force, and Multinational Forces. In today’s podcast, General Brito discusses synchronizing modernization across the Army, critical aspects of modernization that are crucial to shaping the fighting force , and how changes in the Operational Environment affect this process. In building this foundation, TRADOC acquires the very best people, trains the most lethal Soldiers, and develops the most professional Leaders. It is also important to measure the impacts of new technology and materiel in a multi-domain operation.    Dr. Caravalho received his undergraduate degree in mathematics from Gonzaga University and his medical degree from the Uniformed Service University of the Health Sciences. He completed an internal medicine residency and nuclear medicine and cardiology fellowships.    Dr. Caravalho served in several clinical roles and operationally as a medical officer in the 1st Battalion, 1st Special Forces Group; Joint Special Operations Command; 75th Ranger Regiment; U.S. Army Special Operations Command; and XVIII Airborne Corps. He also commanded the 28th Combat Support Hospital. He deployed in support of Operation Iraqi Freedom and served as the senior medical officer for both Multi-National Force-Iraq and Multi-National Corps-Iraq. He also has been the Commander of Brooke Army Medical Center, Walter Reed Army Medical Center, both the Army's Northern and Southern Regional Commands, and the Army Medical Research and Materiel Command (MRMC).     MG(R) Caravalho's culminating assignments on Active Duty were as Army Deputy Surgeon General and then as Joint Staff Surgeon, where he served as the chief medical advisor to the Chairman of the Joint Chiefs of Staff.  He currently serves as President and CEO of the Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF).     In this episode, Dr. Caravalho talks about his extensive experience in operational medicine in the Special Forces and in the 75th Ranger Regiment and how that prepared him to serve at the highest strategic levels in Military Medicine.  He reflects on his many commands and the lessons he's learned during his distinguished career.  He describes the importance of research within Military Medicine and the incredible accomplishments of the MRMC.  Dr. Caravalho provides a unique perspective of how Military Medicine needs to be able to function at the highest levels in a Joint Force environment where individual Services can't afford to operate within silos.     Dr. Caravalho also describes the mission and purpose of HJF and how the organization has been able to support Military Medicine in performance improvement, research, and innovation in ways that supplement the efforts of the Services. SEAC Ramón "CZ" Colón-López is the Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff, the most senior enlisted service member, by position, in the United States Armed Forces, and the principal military advisor to the Chairman on all matters involving joint and combined total force integration, utilization, health of the force, and joint development for enlisted personnel. SEAC Colón-López enlisted in the United States Air Force in December 1990. He has held assignments in U.S. Air Forces Europe, Air Combat Command, Air Force Special Operations Command, Air Education and Training Command, Pacific Air Forces, Joint Special Operations Command, and Air Forces Central Command. He has deployed numerous times in support of operations Southern Watch, Northern Watch, Enduring Freedom, Iraqi Freedom, New Dawn, Resolute Support, Inherent Resolve, and to several other classified locations. Prior to assuming his current position, he served as the Command Senior Enlisted Leader for United States Africa Command.

For nearly three decades, the C-17 Globemaster III has provided the bulk of airlift for the Air Force. When something absolutely positively has to get there, the C-17 is the aircraft for the job. The prime example is its performance in the withdrawal from Afghanistan, Operation Allies Refuge, the largest non-combatant evacuation airlift in U.S. history. The C-17 was key in evacuating more than 124,000 people over 17 days at the end of August 2021.

The last time you were here, we talked about your 2021 article “The Air Littoral: Another Look.” For our listeners who maybe haven't heard that episode or read the article, please just give us a brief recap on that piece. (Bremer) OK, Stephanie, thanks. And thanks for having us back for this follow-up. We're both very excited to have this chat and really appreciate you and Parameters reaching out to us. Our original Parameters article talked about the area between the ground and the blue skies, and we refer to that as the air littoral—this region of transition that could be accessed from, and give access to, both the ground and the blue skies. It discussed what we saw as a progressively contested zone of transition, with this contestation coming from the increasingly democratized technology which allows improved access, persistence, and lethality in and through the air littoral. We then went on to ask what that meant for the future Joint Force. (Grieco) I think the important thing here is that this article was really about the changing character of conflict and identifying that this convergence of threats, new threats to air superiority in the air littoral, meant that we need to update doctrinal concepts. So, in the past, air superiority was either won or lost in what we're calling “the blue skies.” And the blue skies are really where high-end fighters and bombers typically operate. And if you won air control—you won that battle for the blue skies—it typically conferred control at all altitudes. But what we're seeing increasingly is that even if you win in the blue skies, it doesn't mean that you're going to actually have control of lower-altitude airspace. And as a result, we really need to update doctrinal concepts around air control and not just think of it in terms of being localized in time and lateral space, but also think about vertical control as well. And that's really important, I think, for both the Air Force and the Army to be thinking about—to conceptualize this air-control challenge as a vertical dimension—and will actually be more challenging, I think, for the Army and Air Force, than some of the traditional air superiority challenges because it's going to ...

He holds the distinction of being the Army's very first Information Operations officer when that career field was just forming, and while in uniform, he served at the tactical, operational, and strategic levels. Since retirement from the Army, Mr. Branch served in several senior executive civilian roles within the Department of Defense which focused on information operations, cyber, and counter-terrorism. He is also a founding board member of the Information Professionals Association. Lori Reynolds retired as a Lieutenant General after a 35 year career in the United States Marine Corps. Her service culminated as the Deputy Commandant for Information, a newly established Deputy Commandant that recognized the growing importance of Information, cyberspace and digital technologies and the new warfighting domains of space and cyberspace. During her career, she commanded Marines at every rank, including command of formations in Iraq and Afghanistan. As a General Officer, she commanded the Marine Corps iconic recruit depot at Parris Island SC, where she was responsible for recruiting and training 20,000 new Marines per year. She subsequently commanded Marine Corps Forces Cyberspace Command, where she completed the build of the Marine Corps' newest warfighting component and was responsible for the Marine Corps first ever cyber effects operations in support of the Joint Force. In her time as the Deputy Commandant for Information, Lori was responsible for all IT, intelligence, cyberspace, space and influence personnel and capability development for the Marine Corps. She led the team that created the Marine Corps newest warfighting function of Information, acknowledging the growing importance of the fight for secure information and data. She also led the development of the cyberspace occupational field for the Marine Corps and initiated the creation of a new Marine component for US Space Command. Lori served as the senior woman in the Marine Corps for 8 years and is an expert in team building, leading diverse teams, managing complexity, risk and talent management, and organizational change management. In her last 6 years in the Marine Corps, she was a member of the Marine Corps Corporate Board reponsible for collaboratively planning $50B annually to support USMC missions and capability development globally. Her executive responsibilities included Deputy Department of the Navy Chief Information Officer for the Marine Corps, Director of Cyber Security, and Director of Intelligence. Lori earned a BS in political science from the United States Naval Academy, a MS from the Navy War College and an MS from Army War College. She has voluntarily served as the Chairperson of the Board for the Sea Services Leadership Association and is a member of the Armed Forces Communication and Electronics Association. She was awarded the Ellis Island Medal of Honor in 2020 and was the inaugural recipient of the Admiral Grace Hopper award at the National Defense University's College of Information and Cyberspace. She is also a member of the Information Professionals Association. In this episode, Garrison was joined by Elbridge Colby, author of The Strategy of Denial and key architect of the 2018 U.S. National Defense Strategy. They discuss an overview of Colby's landmark book and its strategic approach to the rise of China and maintenance of U.S. national defense. In light of the Russian invasion of Ukraine, the two discuss the return of military hard power to European security and world order, including the drastic shift in Berlin and other European capitols towards enhanced defense, and implications for the idea of increased burden sharing. The position of denial is contrasted to the historic trend towards neo-conservative posture on one side or neo-isolationism on the other. The two discuss the hypothetical fait accompli strategy of Beijing towards a war with Taiwan, and whether or not this describes Vladimir Putin's intended plan for Ukraine (and lessons that holds for the PRC). Their discussion also focuses on potential pitfalls for US deterrence of a potential conflict in Taiwan given China's greater economic strength vis a vis Russia; the need to balance support for Europe while maintaining a clear higher priority for Washington to focus on China as the biggest national security challenge. The role of scarcity in defense strategy is discussed, with a key focus on the need to differentiate responses based on region, and to accommodate various allied and partner responses based on the immediacy of the respective regional threats. Further discussion focuses on the nature of the Russian military power in a ‘limited war' and its implications for Moscow's power projection capabilities; the warning the present crisis presents to Taipei (and questions surrounding stirring Taiwanese commitment to defense); whether taking Taiwan would be harder or easier based on geography when compared to Ukraine; and they close out the discussion on the Biden Administration's response and what must be improved towards both China and Russia. COL Stefan Banach (USA-Ret.) is a Distinguished Member of the 75th Ranger Regiment and served in that organization for nine years, culminating with command of the 3rd Ranger Battalion from 2001-2003. He led U.S. Army Rangers during a historic night combat parachute assault into Afghanistan on October 19, 2001, as the “spearhead” for the Global War on Terror. Steve subsequently led U.S. Army Rangers in a second combat parachute assault into Al Anbar Province in western Iraq in 2003. He served with distinction in the United States Army from 1983 to 2010. Since then, he has provided executive consulting services to a diverse range of clients at a number of prestigious institutions. Steve Banach also serves as the Director, Army Management Staff College, an element of Army University responsible for “igniting the leadership potential for every Army civilian.” In our interview with Steve Banach, we discussed global entanglement, multi-reality warfare, and the urgent need for a new paradigm and cognitive approach to warfare for the U.S. Army and larger Joint Force. The following bullet points highlight key insights from our interview: The U.S. military needs to develop a ‘fourth Army,’ whose form and function are capable of gaining logic from disorder. This Army will be better prepared to operate in the multi-reality, technologically integrated battlespace that is already upon us. The next war will be characterized by operations within the virtual battlespace. To prepare for this phase of warfare, the U.S. Army needs to develop new mental models to understand the vulnerabilities that arise from an increasingly interconnected world. Such an effort should feature the development of a ‘virtual battlespace maneuver’ Our adversaries are working to integrate technologies from autonomous weapons systems to social media to dominate this new battlespace. Future adversaries will not always be on a physical battleground, but the impacts of their operations will be felt both by the U.S. military and civilian population as they seek to create systemic shock and paralysis. The Army should redevelop its total force design and increase its operational arc to prepare the United States for this new form of conflict. Weapons of ‘mass deception’ will be increasingly prevalent in conflict, as social media is manipulated to prevent population education and engagement with critical issues.
