EPISODEThis is the second instalment on our views on the Disability Royal Commission publication. Recently, in the first instalment, we had Dhanika and Brendon talking about 'employment' and 'education', two minor topics from the DRC. However, in this episode, Minh and Brendon brings it all back to the fundamentals of the DRC, and that is the abuse within the NDIS of participants, particularly 'group homes'. Brendon and Minh talk about examples of cases of different types of abuses, and the rorting of NDIS funds by unscrupulous providers, operating under the radar as 'unregistered' providers. Brendon also talks about how easy it is for independent support workers to approve their own NDIS Workers Screening Test, and the impact of this loophole without proper checks etc. Some of the topics discussed just brings everything back to how flawed this insurance scheme is, and how it is hoped that many changes will occur moving forwards because of the DRC 5 year investigation.ROYAL COMMISSIONThe Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability (DRC) has handed down its final 12 volume report with 222 recommendations. Here is one topic covered in the DRC:Group HomesCommissioners called on the NDIS Commission to prioritise the implementation of the Own Motion Inquiry into Aspects of Supported Accommodation – Action Plan. They also want it to include a review of mechanisms to transfer away from Supported Independent Living and Specialist Disability Accommodation (SDA) being delivered by the same provider, and actions that see disability providers implement models of practice, such as active support. They want to see an implementation plan with explicit timeframes and annual reporting on progress.The DRC offers recommendations for establishing more inclusive housing options and wants to see NDIS funding models reformed to provide greater flexibility. It calls for pricing mechanisms that do not favour group home living over other models of inclusive housing. Commissioners Bennett, Galbally, McEwin, and Mason have also called for a comprehensive roadmap to phase out group homes within the next 15 years.Commissioner Ryan suggests an alternative approach to phasing out group homes over time, starting by not approving SDA with 4 to 6 bedrooms. Ryan suggests that new NDIS participants should only be able to enter group homes as a last resort and that priority should be given to moving existing residents out of group homes into smaller groups over time. In a season where leadership was more valued than ever - between uncertainty and a need to follow guidelines and restrictions - the Montrose high school cross country team had plenty of it. Much of it came from senior Joshua Simpson. His coach, and dad, Brian Simpson said that from the very beginning, Joshua took it on himself to get kids together to run through the summer. And throughout the season, Joshua kept the communication levels and morale high. Now, our feature story. A Montrose County School District employee is accused of bilking at least hundreds of thousands of dollars through false expenditures and misuse of the district's credit cards. On the 11th, The Montrose Police Department arrested Robert “Steve” McEwin, who was an information services employee at MCSD. Police Chief Blaine Hall said that McEwin was preparing to move out of the area this week. McEwin, immediately posted a $60,000 bond. He's been accused of theft between $100,000 and $1 million which is a class-3 felony. He's also been accused of using a forged academic record which is second-degree forgery. Both the theft and the forgery are first-class misdemeanors. Hall said the school district's security director contacted police about three months ago. The report triggered an investigation by police and the school district. McEwin was hired in 2013 and was most recently its technology director. His salary was just over $100,000. He had claimed to have completed a doctoral program, which raised his salary, but it turns out that wasn't actually true. In a news release the school district said that improprieties were discovered during a performance evaluation... improprieties like... questionable expenditures, fraudulently altered receipts, and the use of a district credit card for personal expenses and travel. On December 11th, police secured search and arrest warrants, which they served at McEwin's home. According to Hall - they found evidence that supported the arrest and allegations. Montrose County School District Superintendent Carrie Stephenson said McEwin had been placed on leave back in October and that he was terminated on the day he was arrested. Carrie also said that the school district can offer only limited comment, but they are committed to integrity, transparency and high ethical standards. Now, each organization in the district is undergoing evaluation to ensure appropriate oversight is in place. Next, here are a few other things going on in Montrose that you should know about. The festive Garden of Lights tradition in Montrose has been affected by rising COVID-19 cases. The walk through the garden has been canceled, at least for December. In a year filled with new norms for connecting, local students are not letting the pandemic limit their ability to spread holiday cheer with people who need support the most — the healthcare workers. A Montrose man, Michael B Young, was arrested last month after people who are now adults came forward saying that sexually abused them when they were children. And finally, before we go we'd like to take a moment to remember the life of LeRoy Henry Schuette. LeRoy is survived by his wife, Phyllis, his sister, his children, his 14 grandchildren and his 18 great-grandchildren. LeRoy was born in Kansas, he married his love of 64 years, Phyllis, and they began their life's journey together in Dodge City, Kansas. There, LeRoy worked for Right Co-op, and later became the maintenance engineer for Farr Better Feeds, before transferring to Oklahoma, where they raised their family and he finished out his career. LeRoy proudly served in the U.S. Army, concluding his service at Fort Sill Army Base in Oklahoma. He also was proud to be a 50-year member of the Moose Lodge, enjoying the brotherhood they found throughout their many adventures. Upon retirement, LeRoy and Phyllis moved to Montrose, where they spent the last 20 years. They enjoyed riding his beloved motorcycle, traveling and exploring Colorado and the western U.S. in their travel trailer. LeRoy also enjoyed taking care of his yard, gardening and proudly tending his fruit trees. He also helped the elderly in his neighborhood. Born profoundly deaf, Commissioner Alastair McEwin demonstrated from a young age a determination that would see him seek opportunities that would progress his desire to advocate for people with disability. For over 25 years now, Commissioner McEwin has worked across the private, government and non-government sectors, having held roles such as management consultant with Accenture, Manager of the Australian Centre for Disability Law, CEO of People with Disability Australia and Executive Director of Community Legal Centres NSW. He also spent five years as the President of the Deaf Society of NSW and was the Chairperson of the Disability Council NSW – the official advisory board to the New South Wales Government on disability issues. Commissioner McEwin is a long-term disability advocate whose systemic advocacy and policy work has seen him put his name to countless professional and personal endeavors, including his most recent role as Australia's Disability Discrimination Commissioner from 2016 to 2019. In the Queen’s Birthday Honours list for June 2019, Commissioner McEwin was made a Member of the Order of Australia (AM) for significant service to people with disability, and as a human rights advocate.

New York Times best-selling author of “American Sniper” Scott McEwen joined us to discuss Ryan Zinke, the co-author, and subject of his latest book “American Commander.” McEwin teamed with Zinke — a former SEAL Team Six Commander and the only US Navy SEAL in Congress — to write a book about the now-politician’s life. Zinke is also Donald Trump’s pick for Secretary of the Interior. Zinke’s military career began in 1985 when he graduated from Officer Candidate School and attended SEAL training (BUDS class 136). He was first assigned to SEAL Team One in Coronado, California, then was later selected for SEAL Team Six where he was a Team Leader and a commander. As McEwin tells it, after a decade of service, Zinke was assigned as Deputy and Acting Commander of Combined Joint Special Operations for Operation Iraqi Freedom where he led a force of over 3,500 Special Operations personnel. In 2006 he was awarded two Bronze Stars. An author experienced in telling the stories of high-level special operators, McEwin goes on to explain how Zinke retired from active duty 2008 after serving 23 years as a Navy SEAL. Zinke later ran for Congress and was sworn into the House of Representatives on January 6, 2015, and became the first Navy SEAL in the House.
