La impunidad de las carreteras en 2026: ¿Velar por la seguridad o hacer caja con el ciudadano? Nos salimos de la comodidad de los micrófonos de nuestro estudio para trasladarnos directamente a las oficinas de la Asociación Mutua Motera (IMU) para charlar con nuestro inspector, especialista y gran amigo Juan Carlos Toribio, responsable de Seguridad Vial de IMU y miembro honorífico de la familia de AutoFM. Y lo hacemos con una dosis de cruda realidad que nos afecta a todos: las administraciones públicas de este país se han convertido en las mayores infractoras de las leyes de tráfico de España, mientras que al ciudadano conductor se le trata como a una simple caja registradora sin derechos. ¿Exageramos? Para nada. Solo hace falta dar una vuelta a la manzana de tu propia casa o de tu puesto de trabajo para toparte con señales contradictorias, trampas semafóricas, baches de dimensiones prehistóricas y guardarraíles asesinos mal montados. De hecho, antes de empezar a grabar, dimos un paseo por los alrededores de la oficina de IMU y confirmamos que las mismas trampas viales que Juan Carlos tiene denunciadas en su zona son idénticas a las que tú tienes al salir de tu garaje. El peligro silencioso: Guardarraíles de escaparate frente a cuchillas de asfalto En la oficina de IMU, Toribio nos enseña una sección de guardarraíl perfectamente homologada, de material galvanizado y bordes redondeados. Es el sistema que la normativa exige para amortiguar impactos y salvar vidas. Sin embargo, al salir a las carreteras reales, lo que encontramos son sistemas que solo se parecen a esa muestra en una cosa: en que están hechos de metal galvanizado. En la calle, las barreras de protección presentan aristas cortantes, postes sin protección para motoristas, tornillería sobresaliente y un montaje deficiente que, en caso de impacto, convierte lo que debería ser un sistema de retención en una auténtica guillotina. En palabras del propio Toribio: "Nos escandalizamos, y con razón, si vemos a una persona con un cuchillo en mitad de una discoteca. Pues bien, un guardarraíl mal instalado, con aristas y salientes agresivos al borde de una carretera, es exactamente igual de peligroso. Es una amenaza real y física contra la seguridad ciudadana". La trampa del ciclo semafórico: El ámbar "sacacuartos" Uno de los ejemplos más flagrantes de cómo se prioriza la recaudación frente a la seguridad es la gestión de los tiempos semafóricos. ¿Sabías que el tiempo que un semáforo permanece en fase ámbar puede estar diseñado como una trampa legal? En muchas de nuestras avenidas reguladas a una velocidad de 50 km/h, el ámbar apenas dura 3 s antes de pasar a rojo. Técnicamente, si se quiere garantizar que un conductor medio sea capaz de reaccionar y detener su vehículo de forma segura, evitando rebasar el semáforo en fase roja de manera involuntaria: • A velocidades de 50 km/h, el ciclo mínimo de seguridad del ámbar tendría que ser de al menos 9 s. • A velocidades de 30 km/h, el ciclo mínimo de seguridad tendría que ser de 6 s. Cualquier semáforo regulado con intervalos de 3 s o menos en vías de 50 km/h, especialmente si cuenta con un sistema de "foto-rojo", no tiene como objetivo salvar vidas ni evitar colisiones por alcance; su único propósito es cobrar multas de forma automatizada aprovechando la imposibilidad física de detener el coche a tiempo. 1997 vs. 2026: La involución del sistema y el blindaje de la Administración Durante nuestra charla, Toribio sacó de su archivo un documento histórico de enorme valor: una orden interna firmada el 27 de mayo de 1997 por el general jefe de la Agrupación de Tráfico de la Guardia Civil, a instancias de una comunicación del capitán jefe del subsector Francisco Cuenca Martínez. En este escrito del siglo pasado, el propio mando del Instituto Armado reconocía oficialmente por escrito que: "La señalización de las carreteras, en ocasiones, es mejorable y produce un incumplimiento manifiesto por parte de los conductores" al fijar límites "manifiestamente exagerados" (como bajadas de dos carriles limitadas a 60 km/h que vulneran la credibilidad de las señales). En los años noventa, la Jefatura de la Guardia Civil instaba a sus agentes a denunciar activamente estas incongruencias y a proponer mejoras de oficio ante los organismos titulares de las vías. ¿Qué ocurre hoy en 2026? El sistema se ha blindado de forma alarmante. A través de la instrucción interna ISAD 4-2020, la Dirección General de la Guardia Civil ha dinamitado este espíritu de vigilancia activa. En lugar de permitir u obligar al agente a formular una denuncia directa al titular de la vía por mal estado —como exige la Ley de Seguridad Vial y el Reglamento General de Circulación—, la instrucción les obliga a tramitar un simple "informe interno" que se pierde en la burocracia del sistema. Esta maniobra reduce el Estado de Derecho. Si un agente detecta un peligro, la ley de rango superior (como el Real Decreto Legislativo 6/2015 o el Reglamento General de Circulación 1428/2003) le obliga a denunciar. Sin embargo, esta orden interna de carácter inferior coarta su autonomía, protegiendo a los altos cargos de las administraciones de enfrentarse a expedientes sancionadores. Y si hablamos de las policías locales, la situación es aún más dramática: cualquier agente municipal que se atreva a denunciar de oficio el mal estado de una calle es rápidamente "neutralizado" desde el cortijo político de su propio ayuntamiento. El escándalo de la A-4 y las evasivas de la Secretaría de Operaciones Desde el departamento de investigación de IMU tenemos abierto el expediente de investigación vial V23/2026 centrado en el desastroso estado de conservación del firme de la Autovía del Sur (A-4). En los últimos meses, cientos de conductores y motoristas han destrozado llantas, cubiertas y suspensiones debido a socavones profundos y grietas con bordes cortantes en la capa de rodadura. Haciendo uso del derecho de petición (amparado por el artículo 29 de la Constitución y la Ley Orgánica 4/2001), IMU solicitó formalmente a la Secretaría de Operaciones de la Guardia Civil de Tráfico el número de auxilios en carretera realizados en la A-4 por rotura de neumáticos o llantas durante los años 2023, 2024, 2025 y 2026, así como el número de informes de deficiencias emitidos por los agentes bajo la instrucción ISAD 4-2020. La respuesta oficial de la Jefatura es un monumento a la incoherencia escrita que podemos resumir en tres puntos: 1. "No disponemos del dato de forma directa": Una falsedad flagrante. La base de datos policial SIGO recopila de forma automatizada y minuciosa cada auxilio, evento de carretera y ficha de comunicación de incidencias. Basta con pulsar un botón aplicando los filtros de "carretera A-4" y "auxilio por avería de neumático" para obtener la cifra exacta. Si de verdad no disponen del dato, están incumpliendo gravemente sus propios protocolos de registro. 2. "Evaluar el firme de las vías no es nuestra competencia": La Secretaría de Operaciones argumenta que la Guardia Civil solo vigila y auxilia, pero que la conservación y evaluación estructural del firme corresponde al titular de la vía. Nos preguntamos: si la Guardia Civil de Tráfico es legalmente incapaz de evaluar técnicamente el "factor vía", ¿bajo qué criterio e idoneidad técnica investiga los accidentes de tráfico y redacta los atestados judiciales donde se determina si un bache o la falta de adherencia causó una tragedia? 3. La excusa de la protección de datos: Argumentan que facilitar la estadística numérica de "cuántos" vehículos han roto sus ruedas en la autovía podría vulnerar la privacidad de los usuarios. Un absurdo monumental. Saber que hubo, por ejemplo, 350 incidentes en un año no revela la identidad de ningún conductor, de la misma forma que no lo hace la estadística anual de fallecidos por colisión frontal que publica la propia DGT. ¡Llamamiento a los afectados de la Autovía A-4! Dado que la administración se niega a aportar luz sobre este problema, necesitamos construir nuestra propia base de pruebas para romper este silencio burocrático. Si has sufrido daños en tus neumáticos, llantas o amortiguadores por culpa del firme en la A-4: • Escríbenos a: seguridadvial@seguridadmotociclistas.org • Indica en el asunto: Afectado A-4 • Facilita tus datos de contacto, la fecha exacta del incidente, el punto kilométrico aproximado, si te asistió la Guardia Civil de Tráfico o la grúa, y adjunta una copia del parte de asistencia o de la factura del taller si dispones de ella. "Si no tienes dinero para mantener una carretera, ciérrala" Ante la eterna y manida excusa presupuestaria de las administraciones de que "no hay dinero suficiente en las partidas de mantenimiento", Juan Carlos Toribio es tajante: si no tienes presupuesto para mantener una vía en condiciones de seguridad, tu obligación legal es cerrarla al tráfico de inmediato. Al igual que a un ciudadano se le prohíbe circular y se le inmoviliza el coche si lleva las pastillas de freno desgastadas ("en el hierro") o los neumáticos lisos, la administración no puede mantener abierta una vía que se cae a pedazos. El dinero público existe, el problema es que se gasta en "chorradas" estéticas y políticas en lugar de destinarse a lo prioritario: salvar vidas en el asfalto. Y para demostrar que la ley se puede aplicar con valentía, Toribio recordó su etapa de servicio en Fraga (Huesca). Durante una gélida mañana de invierno, la carretera autonómica 242 se convirtió en una pista de patinaje debido a placas de hielo no tratadas, provocando dos accidentes encadenados de gravedad. Al llegar al lugar, Toribio dio la orden inmediata a la central COTA de cerrar totalmente la carretera por "alteración grave de la seguridad vial". Cuando los técnicos y responsables del Ministerio de Fomento y del Gobierno de Aragón le exigieron por teléfono que reabriera la vía de inmediato por el colapso circulatorio que estaba provocando, la respuesta del agente fue cristalina: "La carretera está oficialmente cerrada por riesgo grave para la vida. Y para que conste, aquí tienen preparado su correspondiente boletín de denuncia por falta de mantenimiento de la calzada". En cuestión de minutos, la administración que decía no tener medios movilizó de urgencia las máquinas quitanieves para limpiar el tramo y esparcir sal. La vía se abrió poco después, pero limpia y segura. La seguridad vial no es negociable ni se puede supeditar a conveniencias políticas. Es hora de que los ciudadanos despertemos de este letargo, exijamos responsabilidades y dejemos de aceptar que se nos trate como meros cajeros automáticos mientras nuestras infraestructuras se desmoronan bajo nuestros neumáticos. In this episode, I'm sharing a very real, very personal story about my daughter and what led me to take her to a developmental optometrist. As both a COTA and a mom, I always tell families “when in doubt, rule it out,” and this was one of those moments where I had to take my own advice.I walk through what I started noticing at home, from how she was positioning her head while writing, to her difficulty with attention during fine motor tasks, to hesitations with sports and play. At first, it was easy to brush some of it off as personality or age, but the patterns kept showing up.I share what our appointment actually looked like, what they were assessing, and the moment that really clicked for me when the doctor showed me what she might be seeing on a daily basis. It was one of those experiences where everything suddenly made more sense.I also talk about the difference between visual acuity and how the eyes actually function together. Just because a child can “see” doesn't mean their visual system is working efficiently. That was a big takeaway for me and something I think more families need to understand.This episode is really about awareness. Ocular motor skills, accommodation, and visual processing play such a huge role in things like attention, behavior, reading, and overall development, and they're often overlooked or mistaken for something else.I also share how to know who to go to if you're noticing similar concerns, what a developmental optometrist actually does, and why this can be such an important piece of the puzzle.This is just the beginning of our journey, and I'll continue to share updates as we learn more, especially if we move into vision therapy.Thanks for listening

There are a few phrases I hear over and over again from parents, usually right after they've tried everything and nothing worked. If you've ever been told things like “they just need more discipline” or “they'll grow out of it,” this episode is for you.In this episode, I share my perspective as a certified occupational therapy assistant and primitive reflex clinical specialist, reacting to common parenting advice I hear all the time. This isn't about calling that advice wrong. It's about understanding what might be missing when we don't consider a child's sensory system and nervous system.I'll walk through familiar phrases like “ignore it and it'll stop,” “they just need to get used to it,” and “all kids need the same routines,” and explain why these approaches can sometimes fall short. I share how behavior is often rooted in regulation, how sensory needs shape a child's response to everyday situations, and why the same strategy can work for one child and completely backfire for another.Throughout the episode, you'll hear practical reframes that help shift from reacting to behavior to understanding what the nervous system actually needs. I also share how I filter parenting advice as a COTA, including the questions I ask before recommending any strategy and why trusting what you're seeing in your own child matters more than following one-size-fits-all advice.This conversation is a reminder that most parenting advice isn't wrong, it's just incomplete.
