SIL Landscape: Challenges and IssuesA significant challenge for SIL providers is the increasing difficulty in matching participants to vacancies for sustainable, long-term placements.Many providers lack the resources or contacts with other SIL providers or support coordinators to effectively find suitable participants for their vacancies.Providers face substantial financial pressure when vacancies exist, especially when they have multiple SIL houses but only one resident, making it difficult to maintain financial viability.Incorrect support ratios (e.g., a participant funded at a one-to-two or one-to-three ratio but requiring more intensive support) lead to providers operating at a loss.Directors of SIL providers are experiencing stress due to:Insufficient participant placements compared to available facilities, leading to houses with low occupancy.Mismatched funding ratios, forcing providers to operate at a loss when the actual support needs exceed the funded ratio.Rushed or hospital discharge scenarios becoming concerning trend:Providers are reluctantly transferring participants to hospitals, often as a "social admission," when funding or staffing is inadequate to safely support them in the SIL environment. An introductory case for creation, first of special series
In this episode, Debbie sits down with Denise & Lenore from our Data and Research team to review the recently released Housing Hub Accessible Housing and Support Data Snapshot June 2025.They take a look at the Housing Hub figures and what the tell us about what housing seekers are actually looking for, versus what properties are available through the Housing Hub search portal.As of the March quarter, there are 24,761 participants with SDA funding (the NDIS report released mid-August notes 25,057 as of end June), and $542 million in plan funding, which has recently increased to $560 million. This is still below the original $700 million estimate from nearly 10 years ago, indicating that participants are not utilising their plans or funding, and are unable to access the right accommodation.The Housing Hub Data Snapshot highlights a significant undersupply of single-resident dwellings or for one resident with family: 53% of listings allow living alone or with family, but nearly 75% of seekers desire this. 45% wish to live alone, & 29% with family, indicating growing demand for Appendix H arrangements. This highlights that while listings may not offer the opportunity, it can be requested from property providers, though many SDA providers still don't fully understand Appendix H, and SIL providers face financial difficulties in providing care for single participants.Demand vs. Supply Discrepancy: The data shows that while 52% of listings allow seekers to live by themselves or with family, nearly 75% of seekers wish to live alone or with family. This indicates a significant demand for single-resident dwellings that is not being met by current listings.Appendix H Misunderstanding: Appendix H is a provision that allows participants to live with family and others, but many investors & providers do not fully understand its implications. They may perceive it as financially unviable etcFinancial Viability: Providers may face financial challenges in offering single-resident dwellings. The care provision model often involves sharing care among multiple participants, which can be more financially sustainable. Geographical Mismatch: There is a disconnect in an oversupply in some areas and an undersupply in others, including single-resident dwellings. Though it uses Christian vocabulary, Dr. Bern Zumpano argues it lacks biblical substance.Size & Reach SDA has millions of members, tens of thousands of churches, publishing houses, schools, hospitals, and global media outlets, making its influence significant.Origins & Authority Founded by William Miller after failed prophecies of Christ's return in 1844 (“Great Disappointment”), the movement gained momentum under Ellen G. White, considered an inspired prophetess. Between 1845–1915, she claimed over 2,000 visions and authored 54 books, which—alongside the Bible—form SDA's doctrinal foundation. This dual authority undermines sola scriptura, with Dr. Bern Zumpano warning her teachings are confused and misleading.Doctrinal Errors Salvation: SDA claims salvation by grace through faith but redefines grace as empowerment to keep the law, making works and character-building essential. This contradicts Scripture, which declares salvation as God's gift, not of works (Eph. 2:8–9). SDA's Clear Word Bible is criticized as a rewritten text supporting their theology. Sabbath keeping: White taught Sabbath observance was instituted at creation and marks loyalty to God, while Sunday worship is branded Antichrist. Dr. Bern Zumpano argues the Sabbath was given only to Israel; Christians now rest in Christ (Heb. 4:9–10). The early church worshiped on Sunday to honor the resurrection. Binding Sabbath law is viewed as unscriptural and divisive. Other Doctrines: Investigative Judgment, Soul Sleep, and Annihilation of the Wicked are also condemned, especially the investigative judgment, which leaves believers uncertain of salvation. Conclusion Dr. Bern Zumpano concludes SDA's gospel is not Christianity. While many Adventists are sincere and zealous, they are misled. True salvation is by grace alone, through faith alone, in Christ alone, by Scripture and Spirit alone.

However, it fails in practice because it only funds support, not housing or rent. It is only a viable option if the person can afford rent or access private housing.Supported Independent Living (SIL) Model IssuesSIL is usually delivered in group homes managed by a single provider, who often controls both tenancy and support. This creates critical concerns, as residents are often placed with people they didn't choose, have little say over routines, and may have staff imposed on them. Support is often bundled with housing, meaning participants risk eviction if they wish to change support providers.Guardianship and Conflict of InterestA concerning trend identified shows some SIL providers initiating guardianship proceedings or nominating themselves as guardians. This allows them to gain control over finances, medical decisions, or daily life, creating a significant ethical conflict and resulting in a total loss of autonomy for the participant, where the provider controls housing, support, and legal authority.Low Eligibility for Specialist Disability Accommodation (SDA)SDA is a very niche and specialist solution, available to only 3% of NDIS participants, not the forecast 6%. It only funds the building, not the support, and is often shared and location-limited.Public and Community HousingPublic housing has waitlists often exceeding 10 years with very limited accessible stock, and the system does not consistently prioritise people with disability, especially those not at immediate risk of homelessness. Community housing, managed by not-for-profit or mission-based providers, also has long waitlists (minimum 3 years) and can replicate group home power dynamics. Speaking from over 20 years of careful record-keeping and hands-on experience, Tom challenges some widely held assumptions in the grazing community and offers a compelling case for a more nuanced approach to pasture recovery and soil health. Drawing on insights from soil biologist Dr. Kris Nichols and grazing expert Jim Gerrish, Tom argues that long rest periods may actually reduce soil biological activity and forage yields—despite common belief. Instead, he urges graziers to focus on maintaining swards in a vegetative state, even if it means starting the grazing season before every paddock is “ready.”
