Chinese overseas development finance is unrecognizable from what it was just a few years ago. After suffering tens of billions of dollars in losses, Chinese lenders have moved to de-risk their lending to countries in Africa, Asia, and across the Global South. Instead of those once massive bilateral loans from the two main policy banks in Beijing, Chinese lending now encompasses a much more diverse array of actors, particularly in Africa. This new approach was on full display last month when Kenya closed a deal with a consortium of Chinese stakeholders to finance the extension of the Standard Gauge Railway from the current terminus in the Rift Valley to the Ugandan border. A third of the cost to build the new railway will be paid for by the Kenyan government, around another third will be comprised of a consortium of Chinese investors, and the rest will be financed with loans from the China Exim Bank. Yunan Chen, a research fellow at ODI Global in London, and Teal Emery, an adjunct lecturer at Johns Hopkins SAIS in Washington, D.C., join Eric & Cobus to discuss their new report, which breaks down the latest trends in Chinese development finance, and to explain why the deal in Kenya should serve as a case study for other African borrowers. Joe Biden wrapped up a three-day trip to Cabo Verde and Angola this week, marking the first visit by a sitting U.S. President to Africa in almost ten years. Although Biden sought to lay out an expansive vision for U.S. foreign policy towards Africa, including increased U.S. funding for climate change mitigation, more humanitarian assistance, and new infrastructure development, very little of that message got through the media coverage. Instead, U.S., European, and Indian media outlets framed the visit as part of a larger great power struggle with China and Washington's effort to curtail Beijing's surging influence on the continent. Meantime, Chinese and African media channels largely ignored the story. Europe is Africa's largest trading partner and its largest source of foreign direct investment. But a lot of that economic engagement is powered by inertia, left over from Europe's long, painful history of colonial exploitation in Africa. Just as in the United States, Europe's politics are decidedly inward-looking where Africa, if it's on the agenda at all, is still largely seen as a "problem to be fixed." When policymakers do raise the issue of heightened engagement with the continent, it's often in the context of what the EU can do to counter China's influence in Africa. A new report published by the Carnegie Endowment for International Peace aims to change that by outlining a more proactive, positive vision for why Europe should focus more attention on Africa in pursuit of a more balanced relationship. The report's editor, David McNair, an executive director at the anti-poverty NGO ONE.org, and contributor Saliem Fakir, executive director of the African Climate Foundation, join Eric & Cobus to discuss why Europe needs Africa. In this episode of the IMPACT= Podcast, we talk to Manfred Schepers, the founder and CEO of ILX Management, the Amsterdam-based manager of emerging market-focused private credit fund, ILX Fund. He believes that not only are development finance institutions among the best emerging market investors in the world, but pension funds should be looking to commit capital alongside them. ILX provides institutional investors access to investment opportunities of the development finance asset class, by investing in private-sector loans arranged by Multilateral Development Banks and Development Finance Institutions (DFIs). The rationale for his approach? Because DFIs have a proven track record of producing solid and long-term financial results and have very low rates of investment failures, despite investing in some of the least developed markets in the world. Manfred has over 30 years' of senior-level experience in both development finance and international capital markets. Prior to founding ILX Management, he was Vice President and Chief Financial Officer at the European Bank for Reconstruction and Development (EBRD) and led the Bank's Institutional Investment Partnership program. He has also worked at SBC Warburg and UBS where he was Global Head of Debt Capital Markets from 1990-2004.

The Bridgetown Initiative, an ambitious set of proposals to overhaul how development finance works spearheaded by Barbados Prime Minister Mia Mottley, has been front and center of discussions about climate finance since its unveiling at last year's United Nations Climate Conference, or COP 27. The initiative aims to address some of the inequalities that exist in the current financial architecture, such as the fact that high-income countries are able to borrow at much more favorable interest rates than lower-income countries, by calling for additional financial support to countries, help with debt restructurings, and more private capital for green projects in low- and middle-income countries. Pepukaye Bardouille, who herself comes from the climate-vulnerable Caribbean island nation of Dominica, is director of the Bridgetown Initiative unit of the Barbados government. She joined Raj Kumar on the Climate + podcast to discuss how to make development finance institutions fit for purpose and why the availability of cheaper, longer-term financing is critical for addressing climate change. “It's not just about reallocating the resources that are currently available. It's about growing the pie,” said Bardouille. “The reality is that the financing that has been committed to address the crises that we're facing globally is simply not enough.” The Climate + podcast is supported by the World Bank.
