San Francisco Mayor London Breed returns to The Commonwealth Club World Affairs for a state-of-the-city program, taking stock of the city's present and looking forward to its future. What can the city do to spur downtown revival? How can it reduce the problems of fentanyl, homelessness, and crime? She'll also share her thoughts on ballot measures facing voters in the March elections, including Proposition C (making it easier to convert office properties into housing), Proposition E (expanding the ability of police to pursue suspects), Proposition F (identifying and requiring treatment for drug abuse disorder among people receiving cash assistance). Breed, elected in 2018, is the city's 45th mayor and its first Black woman mayor. She was born and raised in San Francisco. On June 30, 1914, St. Louis residents voted to adopt a city charter. It's a sprawling document, a blueprint for the city's civic machinery. Now, 109 years later, city voters will decide on April 4 whether to approve Proposition C, which would create a new system for updating the charter every ten years. Discussing the issue are St. Louis Alderwoman Annie Rice and civic engagement advocate Wally Siewert.

Proposition C, a bill to fight homelessness with a new business tax, slid into San Francisco's DMs in the middle of the night, politically speaking. What happened was, in December of last year, San Francisco Mayor Ed Lee died unexpectedly. Over the next seven months, the city lived through two mayors and a nail-biting election that dragged on for a week after voting.

St. Louis Public Radio’s Jason Rosenbaum and Jo Mannies delve into the three medical marijuana initiatives. Missourians will vote on Amendment 2, Amendment 3 and Proposition C. All three initiatives would make it legal to get marijuana for medical use. But they differ greatly in terms of how much marijuana will be taxed, how the regulatory framework would work, and where the money would go toward.
Proposition C would create an additional tax on San Francisco businesses with gross receipts, or revenue, of more than $50 million a year to fund homeless services.
