And I, like many others, am still struggling to find a coherent throughline to the session.And many climate justice advocates are increasingly wondering whether Oregon's Democratic led government has given up on meaningful climate action. But there is still a lot that can happen in the next two months of the legislative session, and your voice really does matter.To walk me through where things stand, and where we as citizens can make the greatest impact this session, I'm joined by my old boss, State Representative Mark Gamba.Mark Gamba represents Oregon's House District 41, which encompasses Milwaukie and parts of Southeast Portland. An unassuming house in Southeast Portland’s Buckman neighborhood was recently added to the National Register of Historic Places. Once known as “Juniper House,” the building served as one of the first end-of-life care homes for AIDS patients in the Pacific Northwest in the late 1980s. An OPB documentary at the time explored the lives of some of the patients in Juniper House and the neighboring Assisi House, which provided a range of care for patients with HIV/AIDS. Jan Weyeneth is one of the co-founders of Juniper House. Cayla McGrail is a former associate project manager for Portland’s LGBTQ+ Historic Sites Project, which sponsored the house’s listing. They both join us to share more about Juniper House and the importance of documenting queer history in Portland.

IN THE EARLY 1980s, on Stark Street in Southeast Portland, there was an aging Hudson Oil Co. gas station that never seemed to get much business. It had an appearance reminiscent of a Kmart store three years ago, like a neglected outpost of a once-huge nationwide business that was slowly fading away — which was in fact the case. Hudson Oil Co., at its peak in the 1950s and 1960s, had about 300 gas stations in 36 states, plus an oil refinery. It was owned and managed by an oil tycoon named Mary Hudson, a remarkable woman who founded the business in 1933 when she was just 21 years old. She launched it by borrowing $200 from her father and using it to open a gas station in Kansas City. At her peak, Hudson was one of only three women on the Forbes 400 list of the richest people in the U.S. At her downfall in 1982, she was convicted of felony theft for tweaking her company's gas pumps to short-change customers, a desperate move made to try to stave off bankruptcy after her company got caught unprepared for a sudden glut on the crude-oil market. But probably the most interesting thing about the Stark Street Hudson station was the giant wall mural on its side. The left side of the mural showed two big Arabian camels with packsaddles on them towering over a miner-49er-type guy pitching a little pup-tent camp; the right side was taken up with a large colorful map of the U.S. with the words “36 States” printed over the top of it. “First it was camels in the west,” reads the type over the picture. “Now HUDSON serves you best!” As advertising, this mural was a bit of a mixed bag. It did attract attention, but mostly it was the wrong kind. Most people who looked at it probably wondered how a company could have gotten big enough to be in 36 states without learning what kind of animals cowboys and miner-49ers used. Mules, yes; horses, sure; but — camels? Well, as it turns out, camels did have a role to play in the American West. They started out strong, and hopes were high that they would be a great addition to the frontier transportation infrastructure; but then their number-one booster disgraced himself by doing something super illegal, and the camels kind of fell out of favor in the West and faded away. Come to think of it, maybe it's not such a bad analogy for Hudson Oil Co. after all.... In 2022, Portland residents voted to drastically change the city’s form of government. That includes using ranked-choice voting to expand the city council from five seats to 12. Another change is the creation of four geographic districts, with voters in each district electing three candidates to represent them on the new council. “Think Out Loud” is hosting a series of events throughout Portland to help voters meet the district candidates. They were invited based on the number of individual donors who contributed to their campaigns. On Oct. 9, we held a District 3 candidates forum at Gigantic Brewing Hawthorne Pub. We partnered with the Urban League of Portland for the event which they live streamed on Facebook. District 3 covers most of Southeast Portland, west of I-205. It includes the neighborhoods of Mt. Tabor, Sunnyside, Montavilla and Woodstock. It also includes some neighborhoods in Northeast which cross Sandy Boulevard such as Rose City Park and Roseway. The D3 candidates we spoke to include: Rex Burkholder, Jesse Cornett, Daniel DeMelo, Chris Flanary, Theo Hathaway Saner, Harrison Kass, Tiffany Koyama Lane, Angelita Morillo, Steve Novick, Jon Walker and Luke Zak.
We're continuing to sort through the 90-plus candidates running for 12 open Portland City Council seats. We're breaking down the races by honing in on the candidates with the most individual campaign donations in each district: what they're campaigning on, who's supporting them, and how they're trying to stand out. Administrative law judge Vadim Mozyrsky and public policy director Meghan Moyer rose to the top of a five-person primary race this spring for the District 1 seat on the Multnomah County Commission. Neither, however, received at least 50% of the vote to avoid a runoff for the general election in November. We’ll hear from both candidates about how they hope to represent the district, which covers all of Multnomah County west of the Willamette River, as well as parts of Southeast Portland. We’ll also hear their stance on the biggest issues facing the county, including homelessness, public safety, addiction and mental health.

The fourth annual Week Without Driving challenge kicked off on Monday. The event was created in 2021 by Disability Rights Washington to highlight the barriers nondrivers face, including those who have disabilities, with using public transit or sidewalks and bike lanes to get around. This year the challenge has expanded to all 50 states with the help of dozens of local and state organizations. And while it’s open to anyone, the organizers hope to recruit elected officials whose policies often shape public transit investments and planning decisions in local communities. Joining us to share more is Abby Griffith, a Portland-based disability rights advocate and co-founder of Empower Movement Washington who is helping organize the event. The Columbian recently profiled her efforts to raise awareness of the mobility barriers she and others with disabilities face. Also joining us are two lawmakers: Khan Pham, the Oregon State Representative for House District 46, which covers outer Southeast Portland. She is also running unopposed for Oregon Senate District 23; and Claudia Balducci, a King County Councilmember in Washington state. She is participating in the challenge for the fourth time.
