Rachael Hebert is Executive Director of The Red Shoes, a non-profit center for personal and spiritual growth with a mission of supporting women on their life’s journey. Located in Mid City here in Baton Rouge, The Red Shoes was founded in 1999 to celebrate, empower and nurture women and offers a space to explore and develop their inner life. Rachael is a licensed clinical social worker and who took over as Executive Director in 2024, but she has a long history of working with the organization dating back to 2007 when she worked as an administrative coordinator at the center. The experience inspired her to become a social worker and to establish STAR – the Sexual Trauma Awareness and Response, which has proven in the decade since to be a vital community resource. Rachael is also involved in other community nonprofits including community radio station WHYR. Greg Tiritilli is an addiction counselor here in Baton Rouge with years of experience helping individuals navigate the challenges of recovery. Greg is the Program Director for residential and long-term programs at St. Christopher's Addiction Wellness Center, where he plays a key role in shaping treatment strategies and supporting both clients and staff. Greg joined St. Christopher’s after previously working as an addiction counselor at The Recovery Center of Baton Rouge. Greg is a native of Dallas and a graduate of LSU who is now deeply rooted in the Baton Rouge community, balancing his professional dedication with a love for the outdoors, live music, and spending time with family and friends. At the start of 2018, we are nearly three years out from the formal start of the redistricting process that will redraw lines for every legislative body in Louisiana ranging from town councils and school boards, to parish councils, the Louisiana Legislature and our six congressional districts.The process formally kicks off at the end of 2020 when the results of the United States Census conducted that year will be released. In 2021, the redrawing of district lines will fall primarily on the legislative bodies that will then elect members from.But, before we get to that point, Louisiana will elect a new legislature in 2019 and that body will redraw not only its own district lines, but that of our congressional districts and, maybe, our Supreme Court districts.Dr. Brian Marks teaches political geography at LSU in Baton Rouge. He was a panelist at Fair Districts Louisiana’s Redistricting Summit held at the Lod Cook Alumni Center just off the LSU campus on January 19.In this conversation, Dr. Marks (who is programming director at WHYR radio station in Baton Rouge) talks about the various kinds of gerrymandering that has been used over the decades in attempts to lock in or lock out political advantage. We also talk about some earlier redistricting processes in Louisiana and the prospects for the use of an independent commission to carryout redistricting.Representative and House Speaker Pro Tempore Walt Leger III said at the summit that he believes Legislators should not be in the business of choosing their constituents, that it should work the other way around. He didn’t get much support for the idea from fellow Democrats. Removing politics from a political process is easier said than done.Louisiana’s current congressional district map was redrawn with the explicit purpose of carving out a new seat for Congressman Charles Boustany whose 7th District was taken away due to the more rapid population growth in other states. Boustany won the redrawn 3rd District in a 2012 race that pitted him against freshman Congressman Jeff Landry (who is now state Attorney General).Black legislators now believe they painted themselves into a corner with the 2011 redistricting which saw many minority majority districts that had super majorities of Black voters in those districts. The problem was, as Rep. Patricia Haynes Smith said at the summit, “while you’re getting seats that are safe for African Americans with that approach, you’re also creating white seats where people elected don’t have to take into account the interests of Black voters.We cover a good bit of ground here. I think you’ll find it worth your while.

Confetti Park: Mardi Gras Indians, Brass Bands, Piano Profs! Hi kids! It’s Mardi Gras time in Louisiana! Confetti Park is a kids radio show out of New Orleans. In my city the kids are out of school while we celebrate the end of the Epiphany season with parades, lots of good food, and music. Brass bands, marching bands, Indian chants, and sweet rock n roll. I’d like to bring you along for the carnival ride today… Every city that celebrates Mardi Gras has its own special customs, and in New Orleans, we have a few unique aspects… such as the Mardi Gras Indians. Neighborhood tribes wear fabulous towering costumes made up of colorful feathers and beads…. the Big Chiefs battle for who is the most beautiful on a Mardi Gras Day. One of the songs I play today is famous across the world, but what you might not know is that it came from the New Orleans Mardi Gras Indian tradition. This song "Iko Iko," performed by the Dixie Cups, tells the story of two warring Indian tribes who have a confrontation in the street. I also play "My Indian Red," a very famous Indian prayer, performed by the Baby Dodds Trio. On Fat Tuesday, we will hear that sung on the streets of New Orleans from sunup to sundown. And there are other songs sure to be played along the parade routes where families will be camped to catch beads.
