Why Franklin.news?Timely and accurate information is so important these days. "Theater is not a luxury it is a vital part of the educational program" Thanks around from Cmte members and to the volunteer teachers! "This is a portrait of a graduate! She is articulate and advocating for her program"Dr Rogers, Dr Frazier, Mr Stark present an update on the MCAS results for the District. Difference between formative and summative data points. 1 slides is full of logos an indication of the investments made in the academic support tools used in the schools; Sullivan and Jefferson met/ exceeded standards. And an opportunity to remind that MCAS is not going away, it will remain, the vote did take away MCAS as a graduation requirement. How does the data play into the curriculum refresh cycle? It does play. This session shares the Franklin (MA) School Committee Budget Subcmte Meeting held on Tuesday, Nov 26, 2024. 2 members participated (McNeill, O'Sullivan), 1 not present (Griffin).Quick recap:Capital budget preview, also up for discussion at the full School Committee meeting immediately following this session2 vans requested for replacement, after this intention to get back on the regular van replacement schedule. Recall one had been denied previously then failed and the Town scrambled to get a replacement into service. These 2 have seen their useful life expire and are likely not to pass inspection next timeTraffic design funding requested. Anticipated that the study (to be completed in Jan 2025) will require some rework of the traffic flows around the remaining buildings. This would fund the design of the work to enable the purchasing and bid process.Traffic improvements themselves would fund the actual work, likely to be phased in over a period (TBD)Playground expansion at the existing North South complexes. Recall that each currently is built for half the capacity expected after the redistricting is implemented. Not critical for the opening of the schools in Sept 2025. Once they review and respond, the measure will come back to the Council for public hearing and two readings before official vote to implement as proposed or modifiedTown Administrator Jamie Hellen outlined the alignment of stars to enable the start of the purchase of the unused rail bed from CSX to extend the SNETT rail trail to the Crossing and access to downtown Franklin. The process still requires multiple approvals including at the Federal level but this could be very beneficial for economic developmentResolution 24-72: Local Acceptance of G.L. Chapter 59, Section 5, Clause 22I; moved, second, discussion. The Hero Act added a new provision effective July 1, 2025. This is a Local acceptance statue enabling annual cost of living adjustments. The measure passed 9-0Resolution 24-73: Local Acceptance of G.L. Chapter 59, Section 5, Clause 41C As Amended By Chapter 184, Section 51 Of The Acts of 2002; Moved, second, discussion; reduces required age from 70 to 65, increases ceiling on income levels, broadens ownership status, effectively beneficial for seniors that met these requirements. Confirmed delayed to 2035 currentlyAs a result of the OPEB funding process, why doesn't the Town consider helping the Schools with the "hold harmless" funding. Can't be done all at once, it is about 12-15 Million, but the town is chipping away at OPEB, we should consider chipping away at the "hold harmless" toomember comments lead to discussion (and future discussion) around how the committee can help raise the awareness of the community on the fiscal issues. Once contracted, then evaluation begins, what today's needs are, and then layer in flexibility for future requirementsSite selection will be a key component, usually requires 4-6 acres to allow for security and proper public access, includes traffic studies to determine proper fit Conceptual design, lay the building on the site to see how it works Committee vote on key steps along the way, no Taj Mahal, just what you need Min of 3 cost estimates Preliminary budget after conceptual design, let committee feel comfortable with the design and the associated costs. This session shares the Franklin (MA) School Committee meeting held on Tuesday, Oct 22, 2024. All 7 members participated in Council Chambers.Quick recap:Decision on the overall redistricting proposal was approved at their last meeting but one aspect of that 'tabled' to this meeting: the choice on how to include the former Davis Thayer students. The motion had been amended and then tabled for further clarification on the total number of students involved. The number grew in the time between meetings so if the parents of former DT students choose to stay with Keller rather than move to the new district, they (1) provide their own transportation for the duration of their students' elementary education (2) the district comes up with a net new teacher for one year (approx. $75K) to pay for the increase in enrollment in the new north elementary rather than the south. With the approval (by a 4-3 vote) tonight, the District will now be contacting those affected parents who will need to make a decision in the next couple of weeks. The numbers provided for students covered by this opportunity are if all choose to take it. One would think that providing the extra transportation (rather than taking advantage of the district busing) would result in not all taking this choice. We'll see how it works out.A change to the calendar for this school year was approved to add 3 half days in June to provide a block of 4 half days to enable the teachers and other personnel time to pack for the move before the school year ends. As the override failed, this is one of the consequences of the lack of money the district has to operate. State Representative Jeff Roy met his challenger Charles Bailey in a debate on Tuesday October 8, 2024 at the Medway Middle School. The debate was arranged and hosted jointly by the Republican and Democratic Town Committees of both Medway and Franklin.The debate was live streamed by Medway to their cable subscribers as well as to Facebook. This session shares the Franklin (MA) Master Plan Update Committee meeting held on Wednesday, October 2, 2024. 10 members participated, 8 in the Council Chambers (Jones, Hamblen, Carlucci, Halligan, Hagen, Williams, Powers), 2 remote (Lange, Hunchard), absent (Frongillo, Gallagher, Stelzer, ?).Quick recap:The Master Plan Update Committee met as scheduled on Wednesday evening, Oct 2, 2024. Much of the meeting worked through the details of how to process the comments etc. coming back from the Town departments on the proposed implementation plan. Ultimately reaching agreement to work on the next update in subcommittee sessions to be scheduled over the next 2 weeks so the comment reviews etc. and updates can be sent back to Amy Love by Oct 20 or Oct 21 so that can be consolidated for review by the committee at their next full meeting Oct 23.The community will get to see the 'final' master plan doc proposal early in November and have time for review and comment. Details on what forums or formats the feedback will be taken were not specifically determined. This session shares the Franklin (MA) Joint Budget Subcmte meeting held on Wednesday, Sep 11, 2024. 11 members participated, 9 in chambers, 2 were remote (Frongillo, Griffith).Quick recap:Chair Tom Mercer opened the session with a review of the committee charge (linked to below), and a round of introductions, as well as explanation of why only 3 members of the School Committee vs. 4 each of Finance Cmte and Town Council. Finance and Council have 9 on the full body, hence 4 is the most to avoid a quorum; Schools have only 7, hence the 3 keeps within the quorum rulesTown Administrator Jamie Hellen in his opening remarks said this budget situation is not unique to Franklin, Jamie using his time at Mass Municipal Assoc (MMA) to advocate for state funding at local levels esp. for schools, Lt Gov hearing this message not just from Franklin; this is the norm not the exceptionSupt Lucas Giguere in his intro remarks wants us all to learn from last year, getting together and starting early is good, how do we work together to solve this. Redistricting planning is underway, the reorganization is not going to solve the budget issues, it will make us more sustainable... Think about big picture of town and schools togetherHellen continued to walk the group through the revenue projects as shared in the agenda (link below)Budget timeline overview (linked below) Capital budget due Dec 1, Ops budget first pass due Dec 20. They do get refined as the process works alongDr Dutch explains revolving account usage for schools, akin to the enterprise funds on the town side; money collected by the specific area is used to pay for the costs incurred by that area. A - we do get grants but they are not shown in this.
