    This session shares my conversation with School Committee Chairperson Dave Callaghan. This is a new episode of our continuing “Chalkboard Chat” series. We had our discussion in person at the Franklin TV & Radio studio Thursday, August 28, 2025. We had the opportunity to recap the School Committee meeting of August 26, 2025. We cover Excitement among the teachers and school personnel as they all make the final preparations for the redistricting to open with schools on Tuesday, Sep 2. Minor tweaks to some of the bus routes, stops will be notified shortly. 56 personnel hired this summer, 2 teacher openings, 13 ESP's openings remain and some nonunion positions too, work is still underway attempting to fill the positionsHandbook significant changes, only a few were made and needed to be discussed. There is only one elementary handbook now for the 4 schools in the 2 buildings. All the handbooks were approved unanimously in separate votes (ECDC, elementary, middle and high school)Voted to create a subcommittee to expand upon how to honor the legacy of Horace Mann, beyond the naming of the campus where ECDC, the Middle School and High School are now located on Oak St. The campus naming was a second vote as the two items were related and there was good discussion among the committee as to the scope and objectives of the proposed (now approved) committee. Members of the full SchCmte will notify the Chair of their interest. The Chair will confirm, the subcommittee will craft a scope and objectives doc for the full committee to approve. Quick recap:Joe Lynch, Owner Project Manager, (OPM) provides an overview, then the other members of the team walk through the presentation doc shared hereStarting with 200 in Franklin they whittled down to 36, then to 8, then finally to 2; Davis Thayer and ParmenterCompiled the listing of deficiencies and needs for the current and future department operations, lead to preliminary building design requirementsIn turn, these requirements lead to initial placement on the final 2 sites (DT & Parmenter) and a discussion on the pros and cons of eachAn initial estimation of the building cost and total project cost was provided.     This session shares the Franklin (MA) Town Council meeting held on Wednesday, August 13, 2025. All 9 members of the committee were present. Quick recap:In the first of 2 long updates, discussions, the Council ultimately approved the restoration of the 3rd ambulance by adjusting the expense budget by $114K, authorizing the hiring of 2 firefighter/paramedics, and including half of the anticipated ambulance revenue in the budget to balance for the $231,152 shortfall in State funding that came after the State finalized their budget in JulyIn the 2nd, key decision, the Council voted 7-2 to NOT accept a private donation to provide funding for the health & wellness nurse at the Senior Center. There are 2 actions out of this: one for the Town Administrator to find another way to fund and restore the position, and 2 - to draft a policy for the Town on donations and acceptable uses. As noted during the discussion, the School District has such a policy, the Town does notPer legal advice, the Town Council can not rescind the 40b approval vote for the 444 East Central development. Residents are encouraged to continue to participate in both the Zoning Board of Appeals and Conservation Commission meeting as the project moves through the process. There is no short cut to this long process.Franklin Ridge project is likely to put shovel in the ground before year end (a delay from what was announced earlier this year). In another year, the operator will begin outreach and info session for the resident application process.     This session shares the Finance Committee meeting very briefly conducted Monday, August 11, 2025. The Committee opened with 3 new members and the Chair absent, for his first time, so 8 of 9 present. One member was initially remote, then he came into Chambers so roll call votes were not required. The room had changed from the posted agenda so the Studio personnel were not present to broadcast as normal. The Owl was used to enable video and audio for those participating via Zoom. Councilor Frongillo recused himself during the Crossing Neighborhood discussion and did not return for the remainder of the session.     This session shares the Franklin (MA) School Committee meeting held on Tuesday, June 10, 2025. 6 members participated in Council Chambers, 1 remote (Sompally). Quick recap:A brief executive session was held before approving the new teacher contract for a 3 year term. Details of the amount approved were not shared, however, members of the negotiation subcommittee spoke highly of the collaboration and cooperation that resulted in a good deal for the district and the Town. The vote was unanimous and included Town Administrator Jamie Hellen (7-0-1) (1 absent)The budget adjustment reducing the proposed budget by $2M was previewed in a subcommittee meeting before the full committee meeting. 12 personnel are added to the 29 that were reduced by redistricting. Additional expenses were cut to bring the budget into balance per revised Town funding due to the failed overrideBus fee will remain at $387, Sports fees will remain high at this year's levels for next year. A full analysis of the fees and participation will be conducted next year as part of the FY 2027 budget to see what can be done given the lower funding from the TownThe Superintendent evaluation was approved as "Exemplary".     This session shares the Finance Committee meeting very briefly conducted Wednesday, June 11, 2025. The Committee initially struggled to make a quorum needing 5 members. It had one, then 2, 3, and 4. Discussion on whether to hold the meeting as quorum appeared to be in jeopardy. 2 more arrived to make quorum.     This session shares the Town Council Meeting of Wednesday, June 4, 2025. The FY 2026 second budget hearing continued from May 22, was reopened to make the adjustments due to the failed override June 3, 2025. All 9 Council members participated in the Council Chambers. Quick recap:After the 5 minutes late start, the public hearing on the FY 2026 budget was resumed from the May 22 session.Town Administrator Jamie Hellen walked through the recap and explained the Option A & B using 3 slides (see below) as well as the Option A & B voting docs (linked below)Chief Lynch, Chief McLaughlin, Supt Giguere, and Library Director Oti spoke of the cut impacts to their operations but approved of them as necessary due to the failed overrideSupt Giguere confirmed the full details of their cuts would be reviewed with the School Cmte at their meeting June 10. Of the projected 10-15 personnel, he confirmed likely 12 FTE positions, some teachers, some retirees not being backfilled and other personnel across the district as well as the fees would need to remain as they are this yearThe public then had an opportunity to comment or question the cuts as proposed.     This session of the radio show shares our “Town Council Quarterbacking” with Town Council Chair Tom Mercer. We had our conversation via the Zoom Conference Bridge on Tuesday, May 27, 2025. Our conversation condensed the Town Council meetings of May 21 & May 22, 2025. We focus on two questions:ok, what just happened? What does it mean for Franklin residents and taxpayers?FY 2026 Budget hearing process summary Wednesday, May 21Wednesday, the first night, the line item summary for each of the departments was read aloud by the Clerk of the Council. As it was read, members placed a hold on a department line item for follow-up (question, comment, etc.). A few departments were held automatically by the Chair (Police, Fire, Schools, DPW, Facilities). Another 14 departments were held by one or members of the Council.After the list of holds was confirmed, they started back at the beginning of the listing (account number order per voting document) to address the question for that item.
